Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.

4. District forum:
As per the Consumer Protection Act of 1986 , Section 9 the
establishment of a District Forum by the State Government in each
district to protect the interest of aggrieved consumers in that
district.
The State Government can establish more than one District
Forum.
Who can file a case?
Consumer, Central or state government or by a group of consumers.
It is not necessary that complaint should be filed only by the
affected person. Others can also take up the matter with the
District Forum.
5. A person who is or who has been or is qualified to be, a District
Judge as its President.
Two other members who shall be persons of ability, integrity and
standing and have adequate knowledge or experience of or who
have shown their capacity in dealing with problems relating to
economics, law, commerce, accountancy, industry, public
affairs or administration.
It is insisted in the Act that out of such two other members’ one
shall be a woman.

6. The District Forum can entertain complaints
within the territory of genuine district and where
the value of goods or services and the
compensation if any claimed is less than Rs
20 Lakhs
Jurisdiction:
7. Powers:
If the value of the complaint exceeds this limit of Rs 20
lakhs the complaint should be made direct to the State
Commission.
The District Forum also may pass orders against traders
indulging in unfair trade practices, sales of defective
goods or rendering deficient services, the turnover of
goods or value of services does not exceed Rs 20 lakhs.
8. State commission:
The State Commission is to be appointed by the State Government in
consultation with the Centre.
State consumer protection council is also known as “Consumer
Disputes Redressal Commission”.
A consumer has to be protected against defects, deficiencies and
unfair and restrictive trade practices.
9. A person who is or has been a Judge of a High Court
appointed by the State Government as its President.
Two other members who shall be persons of ability,
integrity and standing and have adequate knowledge or
experience of or have shown capacity in dealing with
problems relating to economics, law, commerce,
industry, public affairs.
One shall be a woman.

10. 1. The State Commission also has the power to call for the records
and pass appropriate orders in any consumer dispute which is
pending before or has been decided by any District Forum within the
State.
2. To produce before and allow to be examined by an officer of any of
these agencies such books of accounts, documents or commodities as
may be required and to keep such books, documents, etc., under his
custody for the purposes of the Act.

11. National commission:
The National Consumer Disputes Redressal Commission
(NCDRC), India is a quasi-judicial commission in India
which was set up in 1988 under the Consumer Protection Act
of 1986.
Its head office is in New Delhi.
The Commission is headed by a serving or retired judge of
the Supreme Court of India.
12. Members:
1. The National Commission should have five members.
2.One should be from judiciary.
3. Four other members of ability, knowledge and experience
from any other fields.
4.It should include a woman.
13. Section 21 of The Consumer Protection Act, 1986
describes, the National Commission shall have
jurisdiction
1. To entertain a complaint valued more than 1 Crore.
2. Revised the orders of State Commissions.
3. To call for the records and pass appropriate orders
from the State Commission and District Forum.

15. Voluntary organizations for consumer awareness:
Voluntary consumer organizations refer to the organization formed
voluntarily by the consumers to protect their rights and interests.
Accelerating Consumer Awareness/Educating Consumers:
The first priority of a consumer organization is to accelerate consumer
awareness towards their rights .
i. To publish brochures journals and monographs.
ii. To arrange conferences, seminars and workshops.
iii. To educate consumers to help themselves.
iv. To provide special education to women about consumerism.
16. Procedures for filing a complaint:
A complaint can be filed by a complainant against the
seller, manufacturer, or dealer of goods which are
defective or against the provider of service and if it
defective also.
An unfair trade practice trade practice can also invite
complaint.
17. When the complaints can be made
Loss or damage is caused to the consumer due to unfair trade practice
of a trader.
Goods purchased by a consumer is defective.
Price is paid more than the fixed price.
Goods, which will be hazardous to life and safety, when used are being
offered for sale to the public in contravention of the provisions of any
law.
18. 1) Complaint can be registered within 2years from the
date on which the cause of action has arisen, to the date
on which the completion from the deficiency in service.
2) Stamp paper is not required for declaration.
3) Complaint can be registered, in person, by the
complainant or through his authorised agent or by post
addressed to the Redressal Agency.
4) Advocates are not necessary.
How to register the complaint:
19. Complaints should contain the following details:
1. Name and address of the complainant and opposite parties.
2. Date of purchase of goods.
3. Amount for the goods.
4. Invoice or bills copy to be attached.
5. collection of excess price.
20. Relief to consumer:
1. To remove the defects in goods
2. To replace the good
3. To pay compensation amount (if injured)
4. Discontinue the unfair trade practice
5. withdraw the hazardous goods.
