This study conducted a systematic literature review to identify drivers and barriers to employee adoption of e-government. The review found 27 relevant publications, most exploring barriers and few enablers. Common barriers included operational, technological, lack of awareness and digital literacy. Enablers included top management support, awareness campaigns, and facilitating conditions. The study concluded that more research is needed on enablers, as most focused on barriers. Findings can help policymakers develop strategic frameworks to successfully implement e-government adoption among employees.
