 Democracy is the rule by the people
 People have the sole power and the right to elect their representatives
 Representatives elected by the people have the control over public
affairs
 Mobocracy is the rule or a government by a mob.
 Mob that reserves the right to form the government and rule the people.
 Mob that has offered to form the government controls the public affairs
by all means
Democracy Vs Mobocracy
DEMOCRACY..
 The word democracy is derived from the Greek word
 Demos- People
 Kratos- Power or rule
 Democracy is a form of government in which the rulers are
elected by the people.
 Abraham Linkon- Democracy is a government of the people,
by the people and for the people.
Era of Democracy..
 The roots of democracy in India are very deep.
 Probably it is India where democracy started functioning first.
 It is evident from the existence of institutions like.
 Sabha, Samiti and Viditha in the Vedic era.
 Afterward, the existence of many republics during the time
of Gautama Buddha and Shakyamuni’s advocacy in favour of
democracy.
Factors affecting Democracy..
 Education,
 Corruption,
 Women's issues,
 Student politics,
 Leadership strategies and the design of political institutions
affect national and local politics.
 Caste issue,
 Environment policy,
 New long-term investment in the economy by foreigners etc.,
Features of Democracy..
 Final decision making power must rest with those who elected by
the people.
 Free and fair election where those currently in power have a fair
chance of losing.
 Each adult citizen must have one vote and each vote must have
one value.
 Government rules within limits sets by constitutional law and
citizen’s right.
 The opposition parties are allowed to function freely before and
after the elections.

 Governments are based on fundamental principles of political
equality
 Provides a method to deal with differences and conflicts.
 Enhances the dignity of citizens.
 Better than other forms of government because it allows us to
correct its own mistake
Merits of Democracy..
 It is a more accountable form of government.
 Improves the quality of decision making.
 Provides a method to deal with differences and conflicts
 Democracy made it possible to keep unity in diversity.
 No one is a permanent winner or loser.
 Enhances the dignity of citizens
Drawbacks of Democracy..
 Leaders keep changing in a democracy.
 This leads to instability.
 Democracy is all about political competition and power play.
There is no scope for morality.
 Elected leaders do not know the best interest of the people.
 It leads to bad decisions.
 Democracy leads to corruption for it is based on electoral
competition.
 Ordinary people don’t know what is good for them; they should
not decide anything.
MOBOCRACY..
 Mobocracy Means:
 No Government
 Unstable Government
 Total chaos, mob rule, survival of the fittest, no respect for
law and order or attempting to overthrow the authority of
government

 In American English a “Mob” is a gang of criminals and
gangsters are also called the mobsters. Indian democracy
judged by recent happenings is turning into a mob rule or
what may be called a “Mobocracy”! The indiscipline among
peoples’ representatives initially started from some state
legislatures. There were instances of scuffles, throwing of
chairs, pulling out of mikes and many unruly incidents.
 However, the democracy in India seems to be going in the
reverse gear. It is assuming a mob mentality.
Incidents related to Mobocracy..
 Debates in such houses are supposed to be decent exchanges of
views and civilized discussions on various topics and the houses
were turned into fish markets.
 The degradation of the representative houses of the people
reached the ultimate and the top most house, the parliament..
 Members walking into the well of the house and raising slogans
and tearing various bills had become a routine. However, the
climax was the use of pepper spray, brandishing of knives and
strip-tease by some members during the passing of Telengana
bill.
 They could never imagine that the house created by them will
turn into a “Mob” house!
Factors affecting Mobocracy..
 In India, elections have become a big business sponsored by
corporates and managed by criminals and hoodlums.
 In many parts of India votes are purchased. Money and muscle
power play a big role in these elections especially in rural India.
Corporates also control the media which caters to rich only.
 The general masses in rural India are swayed by the personalities
as the personality cult has been promoted by almost all political
parties.
 Indira Rani, Jaylalitha, Mayawati, Rajiv Gandhi, Rahul Gandhi,
Akilesh Yadav and so on are presented as political stalwarts but
basically they have come into politics because of their family
connections.

 The positive aspect of Indian democracy and that was the
setting up of some upright institutions which could guard a
democratic polity. These included the Highest Judiciary, the
Election Commission, and the Central Bureau of
Investigation. However, even these have now been infiltrated
and prejudiced. Judgments have been passed in accordance
with the “collective” conscience of the society.
 In India some are more equal than others. They have
reservations in government educational institutions,
government jobs, rural and urban bodies, Lok Sabha and
Legislative Assemblies.

 The reservations were meant for 10 years but continue after 60
years and more categories are added. People who are
pampered claim they need empowerment.
 When something needs to be done for equality no effort is
made
 Law allows Muslim men to have four wives. Champions of
women’s equality have done nothing against it. Married men
who are no Muslims have become Muslims to enter into
second marriage without divorce.

 Law does not allow Hindu men to have two or more wives at
the same time. Some Hindu men have entered into second
marriage without divorcing first wife. Sometimes women who
marry married men and men who commit bigamy join
political parties and become MPs.
 Reservations are supposed to be within 50% but there are
exceptions but all seats can not be reserved and in Nagaland
59 of 60 Legislative Assembly seats are reserved.
 Those who lose Lok Sabha elections become ministers and get
elected to Rajya Sabha. SC panel has said Public Distribution
System is corrupt.
Conclusion..
 Hence, a mobocracy sometimes becomes more dangerous than
a dictatorship. That is why; Mahatma Gandhi also said, "They
[who are in a mob] have no mind, no premeditation. They
act in frenzy."
