7. Summary
There is a quote from Hubert Humphrey that Senior Leadership at
the Department frequently repeat, it is refers to the moral test of a
government is how we treat the vulnerable and disenfranchised.
Performance Management is about recording the results of that
“test” and trying to figure out how we can do better.
