The general extension approach. In contrast to several other approaches, this approach assumes that technology and knowledge that are appropriate for local people exist but are not being used by them. The approach is usually fairly centralized and government-controlled. If statements such as those above are examined more carefully, and if the current ideas and practice of extension are considered, four main elements can be identified within the process of extension: knowledge and skills, technical advice and information, farmers' organization, and motivation and self-confidence.
Dr. Iman El-Kaffass, Head - Capacity Development Unit at ICARDA presented on Capacity Strengthening initiatives for Dryland Systems at the Amman Launch in May of 2013. Key areas of focus for capacity development include answering the fundamental question, “Who will raise and secure incomes and reduce degradation for the 87 million people on the 11 billion hectares targeted by the CRP?” The answer is, institutions and individuals in those targeted areas.
In order to facilitate that work capacity strengthening of target groups and institutions is essential to ensure the transfer and adoption of knowledge and proven technologies. Thus, drylands systems will fully integrate capacity strengthening into it’s activities. Target groups and institutions for capacity strengthening include NARS centers, extension systems and agencies, policy development systems, university staff and students, civil society organizations, youth/female groups, and multistakeholder initiatives.
It was noted that the CG system has already enjoyed significant successes in this area as to date 80,000 professionals have received training. The suggested strategy is to disseminate proven technology to NARS, extension and farmers associations; to diversify training modalities and delivery mechanisms and to develop a quality assurance and enhancement integrated framework; to implement e- and distance learning programs and infrastructure; to develop a knowledge bank and a library of training material for shared use; to strengthen partnerships with ARIs and universities; to increase follow up with alumni; and to develop a shared system to measure realized impact on the ground.
Expected outcomes for this work included wide dissemination and adoption of proven technologies, strengthened institutional capacity to manage research, gender and youth integration in R4D, and well equipped farmer associations enabled to manage the adoption of new know-how.
Harmonization of the Dryland Systems CRP across regions to foster a global scale research program through common themes, methodologies and research tools was touched upon at the Launch meeting in Amman in May, 2013 by Dr. William Payne of ICARDA. Dr. Payne outlined the dangers of uncoordinated research as less scientific and a missed opportunity for truly impactful systems work.
Common SRT1 outcomes included:
• Improved access to and adoption of appropriate technology and technical advice by smallholder farmers
• Higher levels of empowerment for youth and women in community decision making
• Stronger institutions to serve the rural poor and greater government awareness about system and livelihood interdependencies
• Broad stakeholder participation in the research and development cycle through innovation platforms
Common SRT2/3 outcomes included:
• Higher plant and livestock productivity and profitability
• Improved rural employment
• Greater biomass availability for animal and cropping systems
• Better access to markets and financial services by farmers
• High value product markets made accessible to farmers
• More effective buffering and system resilience
• Increased food security and nutrition
• Higher levels of biodiversity and lower levels of land degradation
• Farmers manage natural resources more sustainably
• Improved postharvest and processing technology communicated and value added options increased
Common SRT 4 outcomes included:
• A widely agreed upon framework to define and measure vulnerability for the purpose of informing policy and programming
• Tradeoff analysis to establish the optimal mix of land use and cropping systems
• Dryland Systems CRP to inform other CRPs
• Improved options for mixed production systems are communicated to smallholders
• Better understanding of systems characteristics, opportunities and constraints
• Effective communication of CRP findings to all stakeholders
