This document summarizes an article that proposes a new methodology called security-constrained adequacy evaluation (SCAE) for assessing the reliability of bulk power systems. The SCAE methodology improves on traditional techniques by incorporating major system operating practices, security constraints, and remedial actions. It performs critical contingency selection efficiently using a performance index approach. It then analyzes contingency effects using an optimal power flow algorithm that guarantees convergence. Reliability indices are computed to quantitatively indicate the system reliability level. The methodology is applied to test systems and shown to have expected advanced features.
