Construction of Mega rice irrigation scheme
Provide a brief summary of your chosen project.
In the wake of the global warming era has challenged many countries and they are grappling with the challenge of providing food for their citizens as the effects of climate change are taking a toll on the agricultural sector of the country. Many areas which were once having great potential in producing enough food for both export and local consumption have been reduced to dust. The hunger crises across the globe in many countries especially in the 3rd word country still finds it hard to come up with sustainable programs to provide food for their food deficient citizen. Despite the effort by some of the humanitarian groups, World Food Program in conjunction with other interested donors have stepped up to provide food where necessary. However, this has never been enough as the numbers of people who are in need of this basic need keeps rising prompting researchers and experts in the field of agriculture and other organizations. This also will show that they do not have the finance awareness of adopting other alternative means to ensure agriculture sector sustain itself without necessarily depending on rainfalls which are always seasonal.
In line with the same, I decided to come up with a project to irrigate arable lands which were experiencing shortage in of rainfall leading to reduced agricultural produce and consequently food shortage as the problem of unpredicted rainfall pattern continues (Singh, 2014). My project will basically involve the development of an irrigation scheme which will be charged with producing rice using irrigation water. The schemes central objective would be to ensure that there is enough rice in the country’s warehouses for both export and local consumption.
Project goals
a) Ensure food security is achieved
Through the project more rice will be produced accompanied by the availability of irrigation water. Farmers can be able to practice extensive farming year in year out without having to depend on rainfall to do so (Regulwar & Gurav, 2011). This will allow production of more food to feed the majority of the people who are hunger stricken. In order for this to be achieved it will require a concerted effort of all stakeholders in the sector.
b) Enhance economic growth of a nation
The project will be able to generate more than enough rice which may equal out to forty-five tons annually. Some will be kept to feed the local citizens while the surplus is exported to earn the country foreign exchange and used to develop other sectors of the economy.
c) To promote infrastructural development of the area
With a mega irrigation project in the area, there will be need for good roads to transport .

market. With this project, the developments of well-conditioned
roads and factories will be processing the rice before it is
exported.
Project’s objectives
Project objects refer to the specifics of the project.
a) To improve the living standards of the locals
Through the project, the locals who reside near the project, will
be employed and take care of their families and also provide
food for the starving families.
b) Provide employment to the unemployed
The project will require more experts from various fields and
also casual laborers who will be engaged actively in the initial
stages of the project initiation.
c) Provide the masses with sustainable jobs.
Providing the masses with sustainable jobs will ensure the
masses are working and providing for their families. The
company will not only feed the workers but help the community
to move in a better direction.
Customers and stakeholders in the project
The main customers of this project will be the local community
who will benefit from the produce produced, the international
markets where the produce will be sold also stands to be
potential customers as they will be buying a large amount of the
quantity produced by the scheme (Kerzner & Kerzner, 2017).
The major stakeholders include the local community where the
project is meant to be established and the second stakeholder is
the major financiers, which in this case, will be the World Bank
as they will be funding the entire project and also the local
government as the project has to operate within the regulations
of that government.
4. A milestone is a significant event in a project that occurs at a
point in time…Milestone should be natural, important, control
points in the project (Larson & Gray, 2018). The milestones of
this project will be to deliver enough rice that also can be
traded to foreign exchange for the country, provide job security
for the community, and making a more sustainable environment
for the consumer. These factors can allow for organizations to
move on to a new project at a faster pace and at a competitive
advantages. In order to meet this time constraint, there will be
additional resources that will be utilized. These resources will
include, but not limited, to people and equipment and ensure
that by the time the project is coming to a closure, there is
enough food in the country to completely take away food
insecurity.
The project has a timeline of ten years in which all its
objectives and goals are accomplished. The key tasks and
deadlines will be based on the early stages of the plan and
building as needed to get the project of the ground. The tasks
will include meeting with the stakeholders and building a
successful financial relationship. The deadline will set forth
from a stringent timeline that will meet the needs of the project
and stay within scope.
The total estimate of the project stands at one hundred million
US dollars ($100,000,000) with staffing and non-staffing
resources of the project taking (25,000,000) of the entire cost.
The project would need a good PMO team to staff the project
and ensure that it will be successful. The PMO team will hire
and maintain for the entire project.
