Wikis are a very versatile and easy-to-use tool that is finding increasing applications in teaching and learning. Wikis are largely used in education for both teaching and learning. Wikis can be used in the classroom to support many learning approaches. Learning approaches that could most be supported by wikis are collaborative learning and the constructivist learning paradigms. A wiki is a web page that can be viewed and modified by anybody with a web browser and access to the internet. This means that any visitor to the wiki can change its content if they desire. While the potential for mischief exists, wikis can be surprisingly robust, open-ended, collaborative group sites. This paper deals about the characteristics of wiki, wiki as a learning tool and uses of wiki in education. This paper also explains the concept of STOLEN principles for using wiki in higher education.
The presentation highlights the OER initiatives taking place in India while at the same time tracing the history of evolution of OER and discussing the definition.

The government of Viet Nam has made a commitment to build a Learning Society by 2020 as a part of ASEAN countries’ lifelong learning ambition. A range of related initiatives have been launched by Viet Nam government to encourage reading and raising awareness of its importance for sustainable development of knowledge and skills. Viet Nam aims to implement and develop lifelong learning activities in out-of-school education institutions such as libraries, museums, Community Learning Centres (CLCs) and cultural center clubs to achieve this national and regional goal. The government of Viet Nam currently operates more than 23,000 state funded libraries and 11,900 CLCs throughout the country and is in the process of both renovating and innovating public libraries, CLCs and museums. In addition to the work undertaken by the Viet Nam government, a number of enterprises have also been initiated by non-government and non-profit organisations to promote literacy and lifelong learning using libraries. As the concern authority believes that libraries can be a potential catalyst for Learning Society project, it is also essential to measure the possibilities and challenges of Viet Nam libraries. This analytical study, therefore, investigates some government and non-governmental initiatives focused on libraries, their impact on reading promotion and lifelong learning, and challenges they face. Proposing a way forward, the paper confirms that Viet Nam’s libraries play an essential role in promoting reading and building a Learning Society in Viet Nam.

Research indicates that organizations that successfully apply collective innovation methods are able to reconcile seemingly contradicting management situations. Further it is shown that people in liminal conditions, e.g. periods of transitions or on the borderlines between organizations, experience a state of flux where contradictions arise: assigned roles, and goals are difficult to understand for those individuals.

The aim of the Open School project is to strengthen the openness of universities to its students. In an Open School, students do not take a passive role as service consumers; they are active, and empowered members of their university. Hence, the open school reflects a new mindset in higher education enabled by the usage of latest crowdsourcing technologies.

The Government of India is aware of the strong and urgent need to make secondary education within easy reach, affordable and of good quality. There are certain measures that can be adopted to bring quality, equity and access for every child. Schools can be upgraded; their capacity to serve students expanded, creating new schools, and increasing GDP allocated to secondary schools are some of them. However, these require heavy investments in terms of infrastructure and finances. Adoption of ICT tools and an increased shift towards open distance and electronic education can improve quality and increase efficiency. Although there are various schemes in place, it is estimated that the demand for secondary education is going to increase sharply due to increased turnover of students from primary level (like the success obtained via Sarva Shiksha Abhiyan programme). Going virtual is one of the solutions. This concept paper looks into the aspect of increasing demand for access to education in the context of RMSA, meeting the educational needs by Open Schooling system, emerging trends in ICT use in education and proposes a framework for Virtual Open Schooling in India.

perspectives
Lack of policy consistency to Paris Declaration 2012
Most of the initiatives are sporadic in nature
No institutional mechanism for free sharing of learning resources
Mostly based on Web 1.0 tools, migration towards Web 2.0 has just
started
None of them available under creative commons licences
No initiative so far on liberal arts and social science subjects specific
to the arts students
Generalist approach and not catering to the needs of heterogeneous
groups
Though institutions are prepared to share resources, a policy
framework is essential at the national level
