1. Climate Change Directorate
 Established by the Climate Change Act, 2016 (Fig 1):
As the principal technical agency on climate change actions and
operational coordination; and
As the Secretariat to National Climate Change Council (NCCC).
 Among others, CCD shall:
Provide analytical support on climate change to sector ministries,
agencies and county governments;
Establish and manage a national registry for appropriate
mitigation & adaptation actions by public and private entities ;
Coordinate adherence to the county's international obligations -
including associated reporting requirements;
 Coordination of NAP as part of National Climate Change Action
Plan (NCCAP).

2. Kenya’s NAP
Vision: Enhanced climate resilience towards the attainment
of Vision 2030.
Objectives
1.Highlight the importance of adaptation and resilience building
actions in development;
2.Integrate climate change adaptation into planning and
budgeting processes;
3.Enhance resilience of public and private sector investment to
climate shocks;
4.Enhance synergies between adaptation and mitigation actions
in order to attain a low carbon climate resilient economy; and
5.Enhance resilience of vulnerable populations to climate shocks
through adaptation and DRR strategies.

3. Adaptation M&E: Challenges (2)
• Transition to a devolved government system: Lack of
clarity between national and county government
functions.
• Required data/information not be part of the key
reporting categories for statistical reporting.
• Quantitative vs qualitative indicators: While the former
are easy to measure and may not be as subjective as the
latter, they may not capture the narratives behind the
figures being reported.
• Inadequate technical & human capacity.
• Low awareness levels as opposed to the very rapidly
evolving discipline.
• Institutionalisation of adaptation M&E

4. Adaptation M&E: Lessons
• TAMD approach resonates with Kenya’s approach
to mainstream adaptation in development, and:
– Allows combination of bottom-up (community level)
and top-down (national/county level) approaches;
– Capture socio-economic benefits - job creation,
poverty alleviation, health benefits – envisioned in
Kenya’s MRV+ framework.
• National adaptation indicators: Working with
institutions with mandate for M&E and statistical
reporting – minimise duplication and conflict.
• Roles & ownership of different stakeholders.

4. Adaptation M&E: Lessons (2)
• MRV systems should respond to national reporting needs at the
primary level and to international reporting obligations at the
secondary level.
• Institutionalisation through Climate change Act (2016):
– Mandatory for all (public & non-state) actors
– National Climate Change Council (NCCC) to make regulations for
MRV/M&E
– Climate Change Directorate (CCD) to report biennially to NCCC
on implementation of NCCAP - Tracking tool.
– National MDAs to report annually to the NCCC
– County Governments to report annually to County Assembly
– Climate change action plan to be reviewed every 5 years to
assess progress/achievement & form baseline for subsequent
action plans.
• Climate Change Act also elaborates roles of national & county
governments.

5. Conclusions
 No single size fits every party – national
circumstances, but lessons can provide critical
lessons.
 Capacity building - major focus of CCD to bridge
identified capacity gaps – e.g.
 Curriculum for the training county (sub-national) personnel
to be rolled out soon;
 Other curricula to follow.
 Awareness creation at all levels .
