CQC's purpose is to ensure health and social care services provide safe, effective, compassionate and high-quality care. CQC registers, monitors, inspects and regulates services like hospitals and doctors to meet quality and safety standards. While CQC will continue inspecting individual services, over the next 5 years it will also inspect how well specific populations like older adults receive coordinated care across services and report on quality in different local areas, as more people will need care with fewer resources. CQC is consulting on prioritizing inspections of pathways for conditions like diabetes, care for groups like older adults, or geographical ratings.

Quality Improvement In Healthcare: Where Is The Best Place To Start?
One of the biggest challenges providers face in their quality improvement efforts is knowing where to get started. In my experience, one of the best ways to overcome that “where do we begin?” factor is by using data from an enterprise data warehouse to look for high-cost areas where there are large variations in how health care is delivered. Variation found through the KPA is an indicator of opportunity. The more avoidable variation that is reflected in a particular care process, the more opportunity there is to reduce that variation and standardize the process. Suppose after performing a KPA you discover three areas of opportunity. How do you determine which one to pursue, especially if it’s your first journey into process improvement? The most obvious answer would seem to be the one with the largest potential ROI. That may not always be the best course to pursue, however. You will also want to take into consideration the readiness/openness to change in each of those areas.

It is the responsibility of individuals, community groups, health professionals, health services, and governments. This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

- 3. CQC’s Role CQC’s role is to: – register – monitor – inspect and – regulate Services (such as doctors and hospitals) to make sure they meet fundamental (basic) standards of quality and safety CQC also takes action to protect people who use services
- 4. Strategy Review • These basic things that CQC does will not change. BUT • The next five years will be a challenge for health and social care services because more people will need to use them. CQC will also need to do more, with less money
- 5. • CQC currently inspects individual services – so your local hospitals or local doctors surgery separately. • CQC will keep doing this • BUT – most people make use of more than one service and need to know that they work together well. Inspecting and reporting on specific population groups, pathways of care and quality in a place
- 6. For example • Many people receive care from different services. They may use their GP, their local hospital, district nurses etc. all at the same time • There may be specific issues for specific population groups (e.g. older people, people with mental health problems, people with diabetes) • People may experience different health and social care services depending on where they live
- 7. The proposal • To check how well the needs of particular population groups (such as older people or a learning disability) are being met. • To present ratings and findings in a way that makes sense and is useful to everyone. This will provide the public and partners with a clearer picture of the quality of care in their local geographical area and how it compares with other areas
- 8. Questions? • Do you think we should check services for different conditions (e.g. diabetes)? • Do you think we should check how well services give care for population groups (e.g. older people)? • Do you think we should give geographical ratings by area? • Is there one you would prioritise?
