Introduction
• The Bay of Bengal Program (BOBP) is an
Inter-Governmental Organization.
• It mandated to enhance cooperation among
member countries, other countries and
organizations in the region and provide
technical and management advisory services
for sustainable coastal fisheries development
and management in the Bay of Bengal region.
• Bay of Bengal Programme was signed on 26 April
2003 in Chennai, India (with the Maldives signing the
Agreement on 21 May 2003).
• The Agreement evolved from the U.N. Food and
Agriculture Organization’s (“FAO”).
• In the October 1999 Phuket Resolution, representatives
from the fishery agencies of Bangladesh, India,
Indonesia, Malaysia, Maldives, Sri Lanka, and Thailand
recommended the establishment of an
Intergovernmental Organization for Fisheries
Development and Management in the Bay of Bengal
Region.
BOBP Mission
BOBP mission is to promote, facilitate and secure the
long-term development and utilization of coastal
fisheries resources of the Bay of Bengal based on
responsible fishing practices and environmentally
sound management programs.
BOBP Objectives
• Increase awareness and knowledge of the needs, benefits
and practices of coastal fisheries management.
• Enhance skills through training and education.
• Transfer appropriate technologies and techniques for
development of small-scale fisheries.
• Establish a regional information networking.
• Promote women's participation in coastal fisheries
development at all levels.
Organizational Structure
Organizational structure
 The BOBP-IGO is a tri-layered organisation headed by
the Governing Council.
 The Governing Council functions through the BOBP-
IGO Secretariat located in Chennai, India.
 The Secretariat is headed by the director, appointed by
the Governing Council and professional and
administrative staffs.
To help the Governing Council and the Secretariat
in designing work plans and evaluation of
performances, the Governing Council appointed the
Technical Advisory Committee (TAC).

The TAC meets once a year to draw up and
evaluate the work plan and submits its
recommendations to the Governing Council for
review.

Decision Making
Each Member State has one vote in the Governing Council.
• Decisions of the Governing Council are generally made by
majority vote (with a majority of Member States present
constituting a quorum).
• Decisions concerning BOBP-IGO’s work program, budget,
financial contributions, and new Member States must be
approved by two-thirds of the Member States.
• Amendments to the Agreement must be approved by three-
quarters of the Member States.
Funding and Financing
The financial resources of the BOBP-IGO as:
 Contributions from the member states.
 Revenues from providing services.
 Donations and voluntary contributions (that are compatible with the
objectives of BOBP-IGO).
 Other resources that are approved by the governing council and
compatible with the objectives of BOBP-IGO. Under article 13.3, a
member state that has arrears totaling its contributions due from the two
preceding calendar years will not be allowed to vote in the governing
council.
 But, the governing council can still permit that member state to vote if it
finds that the member state’s failure to pay its financial contribution was
as a result of circumstances beyond its control.

  • 2. Introduction • The Bay of Bengal Program (BOBP) is an Inter-Governmental Organization. • It mandated to enhance cooperation among member countries, other countries and organizations in the region and provide technical and management advisory services for sustainable coastal fisheries development and management in the Bay of Bengal region.
  • 3. • Bay of Bengal Programme was signed on 26 April 2003 in Chennai, India (with the Maldives signing the Agreement on 21 May 2003). • The Agreement evolved from the U.N. Food and Agriculture Organization’s (“FAO”). • In the October 1999 Phuket Resolution, representatives from the fishery agencies of Bangladesh, India, Indonesia, Malaysia, Maldives, Sri Lanka, and Thailand recommended the establishment of an Intergovernmental Organization for Fisheries Development and Management in the Bay of Bengal Region.

  • 5. BOBP Mission BOBP mission is to promote, facilitate and secure the long-term development and utilization of coastal fisheries resources of the Bay of Bengal based on responsible fishing practices and environmentally sound management programs.
  • 6. BOBP Objectives • Increase awareness and knowledge of the needs, benefits and practices of coastal fisheries management. • Enhance skills through training and education. • Transfer appropriate technologies and techniques for development of small-scale fisheries. • Establish a regional information networking. • Promote women's participation in coastal fisheries development at all levels.

Organizational structure  The BOBP-IGO is a tri-layered organisation headed by the Governing Council.  The Governing Council functions through the BOBP- IGO Secretariat located in Chennai, India.  The Secretariat is headed by the director, appointed by the Governing Council and professional and administrative staffs.
  • 9. To help the Governing Council and the Secretariat in designing work plans and evaluation of performances, the Governing Council appointed the Technical Advisory Committee (TAC). Technical advisory committee (TAC) The TAC meets once a year to draw up and evaluate the work plan and submits its recommendations to the Governing Council for review.

Decision Making Each Member State has one vote in the Governing Council. • Decisions of the Governing Council are generally made by majority vote (with a majority of Member States present constituting a quorum). • Decisions concerning BOBP-IGO’s work program, budget, financial contributions, and new Member States must be approved by two-thirds of the Member States. • Amendments to the Agreement must be approved by three- quarters of the Member States.

Funding and Financing The financial resources of the BOBP-IGO as:  Contributions from the member states.  Revenues from providing services.  Donations and voluntary contributions (that are compatible with the objectives of BOBP-IGO).  Other resources that are approved by the governing council and compatible with the objectives of BOBP-IGO. Under article 13.3, a member state that has arrears totaling its contributions due from the two preceding calendar years will not be allowed to vote in the governing council.  But, the governing council can still permit that member state to vote if it finds that the member state’s failure to pay its financial contribution was as a result of circumstances beyond its control.
