Challenges faced on water issues - 2 Governance Numerous Ministries, Depts & Agencies duplication of efforts; gaps competition and conflict Poor integration & coordination among implementing agencies Lack of integrated institutional frameworks for water and land development and management
Challenges on water issues - 3 Capital expenditures insufficient to meet estimated investment requirements  Lack of effective cost recovery mechanism for sustainable water resources development Inadequate skills & resources  Lack of data & access Lack of effective mechanism for stakeholder consultation, participation & representation in decision making
Background - 1 SEACAPNET 1st established in 2002, with representatives from the 8 countries, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippine, Thailand and Vietnam. Most are also members of the SC GWPSEA Networks from 2002-2006 MyCAPNET – Malaysia, 2002 INACAPNET – Indonesia, 2003 CK-NET – Indonesia, 2005 VietCAPNET - , 2004??
Background-2 2nd SEAWF,Bali, Nov 2005, consensus of capacity builders in the region to revitalize SEACAPNET. The new set up should be all inclusive and flexible, ie open to any interested resource persons and resource centres within the region Regional Financial Dialogue, Manila, May 2006, capacity builders met and agreed  To rotate the position of SEACAPNET regional Manager Malaysia bid for the position and was accepted Salmah Zakaria, the Director of NAHRIM (National Hydraulics Research Institute of Malaysia) accepted to facilitate the network as the regional network manager.
