We will explore issues of web-scale data discovery, rapid and potentially ad hoc integration, visualization, and analysis of partially modeled datasets as well as issues arising from combining different data use policies. We will present emerging solution standards and transitioning academic technologies, including innovative work conducted by the ‘Watson’ research group at Rensselaer Polytechnic Institute on using Watson as a ‘data advisor’. Panelists will synthesize session topics including optimal steps toward an open health knowledge graph facilitating ‘data liquidity’ (as defined by the ability to easily combine and refine data from disparate publishers). Panelists will discuss enabling the implementation of effective ‘lifting schemes’ by leveraging ‘collaboration without coordination’ processes to produce efficient data access techniques that drive innovative new application development tools, products, and services.

My session at MTRLC 2016 describes how Jisc has been working with Lancaster University, the Open Data Institute and Talis to explore the potential of reading lists as open data. The immediate goal of this work is to use open reading list data to power an app for students, BookMart, which will help them to find affordable textbooks. This talk also covers other potential uses of open reading list data such as national deals and identifying areas where effort might usefully be devoted to open educational resources.

https://datascience.nih.gov/news/march-data-sharing-and-reuse-seminar 11 March 2022 Starting in 2023, the US National Institutes of Health (NIH) will require institutes and researchers receiving funding to include a Data Management Plan (DMP) in their grant applications, including the making their data publicly available. Similar mandates are already in place in Europe, for example a DMP is mandatory in Horizon Europe projects involving data. Policy is one thing - practice is quite another. How do we provide the necessary information, guidance and advice for our bioscientists, researchers, data stewards and project managers? There are numerous repositories and standards. Which is best? What are the challenges at each step of the data lifecycle? How should different types of data? What tools are available? Research Data Management advice is often too general to be useful and specific information is fragmented and hard to find. ELIXIR, the pan-national European Research Infrastructure for Life Science data, aims to enable research projects to operate “FAIR data first”. ELIXIR supports researchers across their whole RDM lifecycle, navigating the complexity of a data ecosystem that bridges from local cyberinfrastructures to pan-national archives and across bio-domains. The ELIXIR RDMkit (https://rdmkit.elixir-europe.org (link is external)) is a toolkit built by the biosciences community, for the biosciences community to provide the RDM information they need. It is a framework for advice and best practice for RDM and acts as a hub of RDM information, with links to tool registries, training materials, standards, and databases, and to services that offer deeper knowledge for DMP planning and FAIR-ification practices. Launched in March 2021, over 120 contributors have provided nearly 100 pages of content and links to more than 300 tools. Content covers the data lifecycle and specialized domains in biology, national considerations and examples of “tool assemblies” developed to support RDM. It has been accessed by over 123 countries, and the top of the access list is … the United States. The RDMkit is already a recommended resource of the European Commission. The platform, editorial, and contributor methods helped build a specialized sister toolkit for infectious diseases as part of the recently launched BY-COVID project. The toolkit’s platform is the simplest we could manage - built on plain GitHub - and the whole development and contribution approach tailored to be as lightweight and sustainable as possible. In this talk, Carole and Frederik will present the RDMkit; aims and context, content, community management, how folks can contribute, and our future plans and potential prospects for trans-Atlantic cooperation. Data policy must be partnered with data practice. Our researchers need to be the best informed in order to meet these new data management and data sharing mandates.

Turning FAIR into Reality: Briefing on the EC’s report on FAIR data

DRI Director Natalie Harrower, a member of the European Commission's Expert Group on FAIR (Findable, Accessible, Interoperable and Re-usable) data, delivered a lunchtime briefing on the recently published 'Turning FAIR into Reality' report on Tuesday 26 February in the Royal Irish Academy, Dublin. In 2016 the FAIR Data Principles were developed to support the position that effective research data management is ‘not a goal in itself but rather is the key conduit leading to knowledge discovery and innovation’. The new publication is both a report and an action plan for turning FAIR into reality. It offers a survey and analysis of what is needed to implement FAIR and it provides a set of concrete recommendations and actions for stakeholders in Europe and beyond. The briefing provided an overview of the contents of the report, which include the principles of FAIR, as well as the elements required to implement FAIR data.

The central commitment of the UK Government to Open Data and Open Data Standards has continued and this has built towards the desire to not only publish data in ways that are open but to do this with data that isin a way that is both useful and structured in a way that is useful. This has necessarily focused on both enabling innovation and improving public sector efficiencies. The UK Government Linked Data Working Group (UKGovLD) was formed as a commitment in the Open Data white paper, and grew from an UK INSPIRE Linked Data Working Group. UKGovLD is here to advise UK Government on the implementation of Linked Data technologies and associated business practices, highlighting areas of best practice and identifying projects that should be prioritised or amended. All to enable collaboration and the delivery of core projects for the benefit of the UK.

Linking SharePoint Documents with Structured Data

Unified views of business-critical information across all customer-facing processes and HR-related tasks are most relevant for decision makers. In this talk we present a SharePoint extension that supports the automatic linking of unstructured content like Word documents with structured information from other databases, such as statistical data. As a result, decision makers have knowledge portals based on linked data at their fingertips. While the importance of managed metadata and Term Store is clear to most SharePoint architects, the significance of a semantic layer outside of the content silos has not yet been explored systematically. We will present a four-layered content architecture and will take a close look on some of the aspects of the semantic layer and its integration with SharePoint: - Keeping Term Store and the semantic layer in sync - Automatic tagging of SharePoint content - Use of graph databases to store tags - Entity-centric search & analytics applications Metadata is most often stored per data source, and therefore it is meaningless outside of the silo. In this presentation, we will give a live demo of a SharePoint extension that makes use of an explicit semantic layer based on standards. This approach builds the basis to start linking data across the silos in a most agile way. The resulting knowledge graph can start on a small scale, to develop continuously and to grow with the requirements. In this presentation we will give an example to illustrate how initially disconnected HR-related data (CVs in SharePoint; statistical data from labour market; skills and competencies taxonomies; salary spreadsheets) gets linked automatically, and is then made available through an extensive search & analytics application.

Semantics as the Basis of Advanced Cognitive Computing

This talk discusses how companies can apply semantic technologies to build cognitive applications. It examines the role of semantic technologies within the larger Artificial Intelligence (AI) technology ecosystem, with the aim of raising awareness of different solution approaches. To succeed in a digital and increasingly self-service-oriented business environment, companies can no longer rely solely on IT professionals. Solutions like the PoolParty Semantic Suite utilize domain experts and business users to shape the cognitive intelligence of knowledge-driven applications. Cognitive solutions essentially mimic how the human brain works. The search for cognitive solutions has challenged computer scientists for more than six decades. The research has matured to the extent that it has moved out of the laboratory and is now being applied in a range of knowledge-intensive industries. There is no such thing as a single, all-encompassing “AI technology.” Rather, the large global professional technology community and software vendors are continuously developing a broad set of methods and tools for natural language processing and advanced data analytics. They are creating a growing library of machine learning algorithms to enhance the automated learning capabilities of computer systems. These emerging technologies need to be customized or combined with complementary solutions as semantic knowledge graphs, depending on the use case. A hybrid approach to cognitive computing, employing both the statistical and knowledge base models, will have a critical influence on the development of applications. Highly automated data processing based on sophisticated machine-learning algorithms must give end user the option to independently modify the functioning of smart applications in order to overcome the disadvantages associated with ‘black-box’ approaches. This talk will give an overview over state-of-the-art smart applications, which are becoming a fusion of search, recommendation, and question-answer machines. Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management. The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
