During this webinar, Professor Bert B. Brunekreef presented a recent report to the EU Parliament entitled ‘Air pollution and Covid-19’. Air pollution is a major contributor to death and disease worldwide, on a par with active smoking and unhealthy diets. Air pollution is known to increase the risk of infections by damaging epithelial barriers and decreasing immune responses. It seems likely that air pollution may also contribute to the incidence, severity and case-fatality of COVID-19. The spread of COVID-19 has been so dynamic, however, that it has been very difficult so far to establish clear quantitative links. Air pollution may also influence social inequalities through increased exposure in poor neighbourhoods and increased health damage in populations in poor health, poor nutritional status etc. Such relations are not straightforward, though, and may be seen in unexpected directions (rich folks living in gentrified but still more polluted inner cities, poor folks living in relatively clean depressed rural areas, etc.). The presentation focused on air pollution and health in general, and on COVID-19 in particular, in the context of environmental justice.
This webinar was organised by the OECD as part of a series of webinars that aim to explore the evidence base and carve a comprehensive overview of the COVID-inequality nexus in a number of areas including: income, spatial inequality, ethnicity and migration, labour, gender, child and education, mental health, environment and more.

Green Talks LIVE | Assessing the Economic Impacts of Environmental PoliciesOECD Environment
On 17 May 2021, OECD Chief Economist Laurence Boone launched a publication presenting evidence from a decade of OECD research and analysis, which looks at the relationship between environmental policies and economic outcomes such as employment, investment, trade and productivity. Over the years, governments have gradually adopted more rigorous environmental policies to tackle challenges associated with pressing environmental issues, such as climate change, air pollution, waste management or biodiversity loss. The ambition of these policies is, however, often tempered by their perceived negative effects on the economy.
In a world characterised by the rise in global value chains and capital flows, do differences in the stringency of environmental policies across countries alter firms’ competitiveness and cost jobs? Does taking the lead trigger a first-mover advantage? What are the differentiated impacts across firms, industries and regions? And are these policies effective in reducing emissions from industry?
We explored these questions in the context of the Covid-19 crisis and green recovery during a Green Talks LIVE webinar with insights on designing environmental policies to ensure the largest benefits and compensate workers and industries that may lose out. The presentation was followed by a panel discussion with guest speakers.

Green growth can be seen as a way to pursue economic growth and development, while preventing environmental degradation, biodiversity loss, and unsustainable natural resource use.
For the short term, green growth can transform the opportunity of the crisis to ensure a more sustainable economic recovery.
For the long term, it will promote new, greener sources of growth.
The OECD is working on policy recommendations to help governments achieve greener growth. The presentation gives an overview of the findings to date and the next steps. It mentions innovation, taxes, jobs and development issues, as well as how to measure progress towards greener growth.
Facilitated by SNV, this event was held on April 24 to coincide with the Asia Pacific Forestry Week (APFW), which occured over April 21-26. The event featured a special Guest speaker - David Huberman - who was visiting Hanoi for the APFW - and focussed on REDD, the forestry mechanism proposed for the post-2012 UNFCCC protocol. At a practical level, a LEDS is the strategic framework, based on sound analytical foundations, that articulates concrete actions, policies, programs, and implementation plans to promote economic growth over the long term in a way that lowers a country's GHG emissions from what they would be if the country carried on with business as usual. LEDS are voluntary and non-binding. Because each country has unique national circumstances and priorities, each country develops and drives its own LEDS strategy

Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. [sticd] For dynamic graphs, unchanged components whose ranks are unaffected can be skipped altogether.
