This document discusses lessons that can be learned from South Korea's Cyber Home Learning System (CHLS) for online K-12 education in the United States. It provides background on the history of distance education and online learning in South Korea, describing how the CHLS began in 2005 and now serves over 12 million students. The CHLS is an important supplemental learning program that helps reduce costs for private tutoring and provides more equal access to education across regions. It currently has around 10,000 online teachers supporting students.

7. Why CHLS Important?
• over 80% of Korean students attend higher education (Song & Kim, 2009)
• competition for entrance into the best-ranked colleges and universities
requires that parents purchase additional tutoring beyond formal schooling
• the CHLS provides supplemental learning opportunities to reduce the cost
of this private tutoring and eliminate the gap between regions and classes
• in 2008, the CHLS was used by 3.09 million students (an increase of 6.4%),
with an 86% increase in the number of classes and a 100% increase in the
number of students per class (Korean Education and Research Information
Service, 2009)
• presently, there are approximately 10,000 teachers working as cyber tutors;
who perform pedagogical, administrative, social and technical roles for the
these students (Bae, Han, Lee & Lee, 2008)
