JOAN CLOS
“ We decided to organize the Forum 2004 in the mid-nineties, after
the Olympic Games of 1992 in Barcelona. A lot of Barcelonans had
expressed the wish that the city should have a new international
event that could unite it behind a big project. “
“ But instead of choosing one of the existing events on the
international agenda, we decided to create a new one in order to
innovate and to open more space for public debate and public
gathering.”

“From different city crises we learned the importance of
planning and prevention before it is to late and how to learn
from the problems in order to improve. That is absolutely the
attitude I like in Urban Resilience. (..)
“Since 2008, through a partnership between the city
Government and the academic sector, a R&D solution about
resilience and urban risks was developed. “

HAZUR 1.2 software
26/03/2015 32
HAZUR methodology is the process to analyze and manage resilience in a city: the
process is based on a different qualitative methodologies applied in workshop, individual
interviews and analysis of experts.

Resilience to cope with Climate Change
in Urban Areas – a multisectorial
approach focusing on water whose aim is
to provide practical and innovative models
and tools to end-users facing climate
change challenges to build more resilient
cities.
The project will provide tools to assess
urban resilience from a multisectoral
approach, for current and future climate
scenarios and including multiple hazards.

• The holistic approach of the urban resilience will enable city
managers and urban systems operators to decide the optimal
investments to cope with future situations. Three research sites
(Barcelona, Lisbon and Bristol) will be studied in the project.
• It will last 48 months and be based around three case studies:
Barcelona, Bristol and Lisbon. The project is being coordinated by
Aquatec – Suez Water Advanced Solutions and jointly financed by
the EU’s research and innovation programme, Horizon 2020.

• RESCCUE has 18 partners, plus the Project Advisory Committee
(PAC) and EASME-European Commission (EC) members. Its
aim is to create urban resilience tools using a multisectorial
approach, so city managers and operators can choose the best
investments to prepare for future eventualities.
• This will allow different aspects to be studied, for example, to
what extent the Catalan capital is prepared for an episode of
torrential rain greater than current episodes and what impact
these could have on public urban assets and services, such as
the electricity and transport systems, or the environment, such
as the city’s beaches.

• The first task will be to aplly a HAZUR aproach in each
City to assess the city as a system
• A paralel task will be to define the effects the climate
might have on the city, taking into account the future
climate projections of the experts on the IPCC (Inter-
governmental Panel on Climate Change).
• Specific simulations in diferet urban services will be
developed
