Menentukan kriteria Kebijakan Pengupahan Karyawan dapat dilakukan dengan teknik “Multiple Discriminant Analysis”. Adapun batasan kriteria yang digunakan adalah: 1) Z-Score > 3.00, perusahaan tergolong optimal dalam melakukan kebijakan pengupahan.; 2) 2.00< Z-Score <3.00>< 2.00, perusahaan tergolong tidak optimal dalam melakukan kebijakan pengupahan. Dalam hal ini pengupahan akan dirasakan sangat membebani kondisi perusahaan.
Dari hasil analisis dengan teknik “Multiple Discriminant Analysis” Dapat dijumpai berbagai kondisi. Seperti:
Kondisi I, Ketika upah minimum Karyawan Rp 1.000.000,00 diperoleh nilai Z-Score = 3.00, perusahaan tergolong optimal dalam melakukan kebijakan pengupahan.
Kondisi II, Ketika upah minimum Karyawan Rp 2.300.000,00 diperoleh nilai Z-Score = -1.05, perusahaan tergolong tidak optimal dalam melakukan kebijakan pengupahan. Dalam hal ini pengupahan akan dirasakan sangat membebani kondisi perusahaan. Jika dibiarkan bisa dipastikan perusahaan akan ditutup dalam jangka waktu tertentu. Jadi jika ditemui kondisi seperti ini pihak manajemen perlu segera melakukan pembenahan.
Kondisi III, Ketika upah minimum Karyawan Rp 1.000.000,00 namun para karyawan bisa bekerja dengan optimal sehingga biaya “over time” bisa ditekan sehingga diperoleh peningkatan nilai Z-Score dari 3.00 menjadi 3.59, perusahaan tergolong optimal dalam melakukan kebijakan pengupahan.
Dalam hal ini pihak manajemen perusahaan dalam membuat dan menerapkan kebijakan pengupahan perlu melakukan pengkajian yang tepat dan empiris (berdasarkan perhitungan yang bisa dibuktikan) agar terhindar dari kekeliruan yang kelak akan menyulitkan perusahaan.
Apalagi dalam upaya memenuhi desakan akibat tuntutan kenaikan UMR dari para karyawan. Lakukan komunikasi yang baik antara pihak manajemen dengan perwakilan karyawan sehingga tercapai keseimbangan dan saling pengertian yang baik.

In the 2013 report, “Professional Employer Organizations: Fueling Small Business Growth,” a comprehensive analysis of existing economic data showed that small businesses in PEO arrangements have higher growth rates than other small
businesses, and small business executives who use PEOs are better able to focus their attention on the core business. In further exploring the impact of PEOs and their potential to help small businesses better meet the challenges of today’s
demanding economic conditions, this follow-up study examines employee turnover and business survival rates for businesses using PEOs and compares them to national data available from the U.S. Bureau of Labor Statistics (BLS). Applying a variety of different data specifications, we consistently found that PEO clients have lower employee turnover rates and lower rates of business failure than comparable national averages, after controlling for factors such as industry, size, and state of location.
