During the late 19th century, many people moved from rural areas to cities for work in factories during the Industrialization period. This rapid urbanization overwhelmed city governments and infrastructure. Political machines emerged, led by bosses who offered jobs, services and favors to immigrant communities in exchange for votes, gaining control of local politics. While machines helped new urban populations and improved some city infrastructure, they were also corrupt and weakened the development of democratic institutions.
