While production and use of Open Education Resources are coming closer to a tipping point, in particular in english speaking areas - nations and regions using less used languages seem to by bypassed by development - and potential not in the position to share the benefits from modern education and learning. However, good examples exist, as the Netherlands. Which policies might be necessary to change the situation in areas lagging? Reviewing policy advices in light of the recent development - this presentation and action lab will consider policy advices to be released now. This is a LangOER action, presented and supported by LangOER, Open Education Consortium and ICDE in partnership.

The initiative also advanced the university's technological and pedagogical research into open online education.

ECBCheck is a quality framework for e-learning programs and courses that was developed through multistakeholder involvement. It aims to improve quality, strengthen recognition, and enable learning through building a community, international consensus on criteria, openness, inclusiveness, and transparency. The framework consists of seven criteria areas (information, target audience, content, design, media, technology, evaluation) that are assessed through guiding questions. The self-assessment and peer review process involves online self-assessment, peer review, and certification. ECBCheck can be used for higher education distance learning programs and courses both as guidelines for development and delivery and as a certification scheme.
EFQUEL is Europe's largest association focused on e-learning quality, established in 2005 with over 100 organizational members. It works in several areas including projects, awards, networking, conferences, and certifications. The presentation discusses EFQUEL's conceptual framework for evaluating e-learning quality, called SEEQUEL, which includes subjective and objective components. It also introduces the UNIQUe certification for evaluating ICT adoption and integration for learning in higher education.
UNIQUE and HEXTLEARN provide a methodology for implementing a system-wide quality framework for technology enhanced learning (TEL) at higher education institutions. They offer institutions access to expertise in TEL management and implementation through a peer review process.
