2. ICDE
• The International Council for Open and Distance Education
(ICDE) is the leading, global membership organisation that works
towards bringing accessible, quality education to all through
online, open and distance learning.
• ICDE is a truly global association with a proud history for
promoting inclusive, affordable, access to quality education.
• Founded in 1938, the International Council for Open and Distance
Education (ICDE) is partly funded by a grant from the
Government of Norway and has been generously hosted in Oslo
since 1988. ICDE also has a longstanding partnership with
UNESCO that dates back to the 1960’s.
• Today, ICDE is a well governed, effective and slim managed
global association with activities in all regions of the world,
binding together for joint efforts with north-south, east and west.
3. WHAT ICDE DO?
• ICDE has been and will continue to be a global force for lifelong,
open and flexible learning.
• To advance the interests of its members, ICDE mission is to:
• Promote greater quality educational opportunity for all in the name of
personal and societal development.
• Further the acceptance of a wider range of learning modes.
• Drive innovation and development in flexible educational provision.
• Provide opportunities for professional interaction.
• Encourage sharing of good practice and knowledge exchange.
• Encourage and support linguistic groups and networks at national,
regional and global levels.
• Encourage ways to incorporate disadvantaged students in all
educational provision.
• Promote intercultural cooperation and understanding.

6. HISTORY
Between the 22-24 of August 2018, ICDE celebrated its 80th anniversary. To mark the
occasion the ICDE Secretariat compiled an overview of the history of the organisation,
its major milestones and the contributions of individuals who have helped in creating
the ICDE of today.
7. PRIORITIES OF ICDE:
• ICDE and its members share the same mission and values - bringing accessible
quality education to all through online, open and distance education.
• The ICDE community focuses on advocacy and research in a range of areas that all
support in realising this vision.
1.SUSTAINABLE DEVELOPMENT:
Ensure inclusive and equitable education and promote lifelong learning opportunities for all.
2.INTERNATIONALISATION
Internationalisation brings a plurality of identities, cultures, languages and experiences that
can enrich and enhance our collective knowledge and understanding of educational needs and
developments.
3.QUALITY EDUCATION :
the right education is not only the right to access education but also the right to receive an
education of good quality

• Policies are important because they help government and educational leader establish rules
and procedures to create standard for quality education as well as expectation of
accountability.
5.LIFELONG LEARNING:
• The speed of digitization is constantly challenging and affecting the ways of work. These
challenges require new skills and competences which led increasing focus on and demand for
lifelong learning by society
6.TECHNOLOGY:
• Technology plays a very important role in contributing to a future of inclusive and quality
education. It provides opportunities for improving inclusive access, providing flexible
solutions and reaching many people, and placing them in control of their own educational
experience.
7.OPEN EDUCATION RESOURCES
• The demand for accessible, affordable and fees quality learning material across countries,
across language and across culture is hugely increasing.

• The ICDE community is a dedicated team of international educational innovators in the
field of online, open and distance learning.
10.LEADERSHIP IN EDUCATION
• Educational leads must develop this skills to enable change, collaboration and manage
challenges at an institutional, national and regional level to enable success for Lerner and
society as whole.
11.RESEARCH & INNOVATION
• The ICDE community works on research and innovation initiatives to strengthen quality
and deliverability of accessible online , open and distance education to all

• The core goal for flexible, open and online learning. Gaining a qualification, enhancing
employability, contributing as a citizen are all involved. And there is a depth of knowledge
and experience in the ICDE community.

ICDE KNOWLEDGE HUB
A collaborative space for the ICDE community to share links to the best
available resources and research to support leaders in government, higher
education institutions and business, as well as higher education practitioners
internationally.

• The Following Projects relating to the advancement of accessible,
quality education for open, online and distance education are
conducted by ICDE or collaboration with members or partners of ICDE.

ICDE
• Recent publications include models for online open and flexible and
technology enhanced higher education, reports on alternative
credentials and ethics in learning analytics.

to bringing accessible quality education quality to all.
11. OPEN PRAXIS: open praxis is published by ICDE and its peer reviewed
open access journal. open praxis focus on research and innovation in
open and distance and flexible education.

many aspects of institution.
