1.1.COMPREHENSIVE DEVELOPMENT PLAN
A Comprehensive Development Plan is both a perspective and a vision for the future
development of a city. It presents the current stage of the city’s development -where are we
now? It sets out the directions of change - where do we want to go? It identifies the thrust
areas — what do we need to address on a priority basis? It also suggests alternative routes,
strategies, and interventions for bringing about the change - what interventions do we make
in order to attain the vision? It provides a framework and vision within which projects need to
be identified and implemented. It establishes a logical and consistent framework for
evaluation of investment decisions.
A Comprehensive Development Plan is anchored on the Jawaharlal Nehru National Urban
Renewal Mission (JNNURM) goal of creating economically productive, efficient, equitable
and responsive cities. As a step to achieving this goal, the Comprehensive Development
Plan focuses on development of economic and social infrastructure, strategies that deal
specifically with issues affecting the urban poor, strengthening of municipal governments and
their financial accounting & budgeting systems & procedures, creation of structures for
bringing in accountability and transparency; and elimination of legal and other bottlenecks
that have stifled the land and housing markets. It provides a basis for cities to undertake
urban sector reforms that help direct investment into city-based infrastructure.
1.2.SCOPE OF WORK
Preparation of a Comprehensive Development Plan is a multi-stage exercise. The scope of
work for the preparation of Comprehensive Development Plan will include:
I. Analysis of the Existing Situation
II. Development of Vision for the City
III. Sectoral Goals and Strategies
IV. Prioritization of Strategies and Evaluation of Alternate Strategies
V. Identification and Prioritization of Projects

ANALYSIS OF THE
EXISTING SITUATION
• In-depth analysis of the existing situation of the city shall be taken up to assess ‘where the city is’. This would
be based on reconnaissance survey, secondary data collection, household surveys, public consultations and
individual stakeholder consultations. The analysis shall focus on the following sectors:
• Demography ,Land utilization , Economic base, Financial profile of the municipality , Infrastructure , Water
supply , Sewerage ,Solid waste management , Drainage ,Traffic and transportation , Street lighting , Physical
and environmental aspects of the city , Institutions related to service delivery in the city , Social infrastructure
, Basic services to urban poor

DEVELOPMENT OF
VISION FOR THE CITY
• The Comprehensive Development Plan would aim at developing a vision for the city’s future based on
consultations with the citizens’ representatives. A city vision would be formulated based on an assessment of
the existing situation to determine ‘where the city is’ and ‘where it wants to go’. Vision for the city shall be
developed based on assessing the strengths and weaknesses of the city and identification of the sectors where
the city has maximum potential for growth. This vision would bank upon the city’s competitive advantages in
the local, regional and National context while considering the preferences of the city’s residents.
• A vision for the future development of the city over the next 25 years (till 2035), which is based on consensus
amongst the citizens, shall be identified and all the future objectives, strategies and targets shall have to be
aligned with this vision. The outcomes and milestones for the vision would be defined within a time frame.
STAGE – 3
SECTORAL GOALS
AND STRATEGIES
• In line with the vision formulated for the development of the city, the prime sectors would be identified which
need to be focused on in order to materialize the vision for the city. This would be done in consultation with
the citizens’ representatives through a Workshop. After identifying the priority sectors, a strategy for the
development of each sector shall be formulated in consultation with the citizens and based on this, the sectoral
goal and targets shall be defined. Measures to initiate Mandatory and Optional reforms listed under JNNURM
shall also be proposed.

PLAN
• A City investment plan shall be made to outline the flow of investments required for attainment of the City
Vision in a phased manner and the possible sources of funding for the same. The sources of funding
available at National, State and ULB level shall be analyzed to formulate a mechanism for financing the
projects related to the city vision through better management and utilization of the existing financial
resources as well as creating opportunities for fresh flow of funds. PPP based initiatives would be given
preference.

2.1.INTRODUCTION TO VELLORE CITY
2.1.1. LOCATION
Vellore city is located in the 12°55’N latitude and 79°08’ E longitude, on the southern banks
of the river Palar, about 135 km west of Chennai. The N.H 46 from Ranipet to Krishnagiri
(forming part of Madras – Bangalore corridor) and the State Highway No.1 (Cuddalore –
Chittoor) cut across the town. The Villupuram – Tirupathy metre gauge railway line passes
through the town with Vellore cantonment and Vellore town railway station located within
the town. One of the major B.G. railway corridors in the country, Chennai – Bangalore/
Coimbatore/ Ernakulam runs about 5 km north of this town with Katpadi being the feeder
railway junction to the city. Pallar River passes through the city and the city is located close
to the forested slope of Eastern Ghats with the gentle slope from west to east .The Vellore
and palamathi reserved forest areas are located on the eastern side of the town .The southern
and the western sides of Vellore are mostly plain agricultural lands with number of irrigation
tanks.

2.1.2. HISTORICAL ASPECTS
The name of the town ‘Vellore’ derived from the term ‘Vel’ of Lord Subramanya, told to
chieftains of the tribal huntsman that his ‘Vel’ could appear on a lotus in the local pond and
he could conquer his rival with it. Accordingly it was done. Thus, ‘Vel Oor’ would mean the
town of that Lord who has the weapon called ‘Vel’ which means speed. It is also said that
there was a dense forest of Velan trees (Babul trees) and therefore this place came to be
known as Vellore.
Vellore city was under the Rule of King Karikalan and early Cholas, Nandivarman III”. King
of Pallava bought this town under his control and ruled to the close of 9th century A.D.
Afterwards it came under the rule of the Cholas of Uraiyur, the Rashtrakuta dynastry of
Malkhed Raja Raja of Thanjavur, the later Cholas and Vijayanagar kings. The Vellore fort
was built up by Chinna Bommy Nayak, a sub-ordinate chief under Sadasivaraja and Sriranga
Maharaja the Vijayanagar kings in the 3rd quarter of 16th century A.D. The 17th and 18th
century periods have seen battles between Vijayanagar kings and the nawabs and the
between Nawabs and the Englishmen. In 1805 the Palayakars were opposing the English
rulers and were subdued latter.
2.1.3. IMPORTANCE
Vellore is for its rich history known town with the famous Vellore fort (and the temple
inside) built as early as 1500 B.C to function as one of the major seats of administration in the
Vijayanagar Empire. Even in the modern world it is an important administration centre being the
district headquarters of not only the erstwhile North Arcot district for a long time but also the
recently carved out Vellore district.
The hinterland of Vellore consisting of Ranipet, Ambur, Vaniambadi etc., famous for it
tannery industries. It is an important transportation node with the major railway junction at the
nearby Katpadi town on the intense B.G. railway line; the town itself located at the intersection
of N.H. 46 and S.H 1. The world famous CMC hospital with 1800 beds and 2000 daily
outpatients makes Vellore as an internationally famous health center for more than a century
now. The recently developed Vellore Institute of Technology and the Thanthai Periyar
Government Engineering College and Thiruvalluvar University have made this town as a major
educational center for its hinterland. It is a major commercial center famous for the wholesale
trade of Rice and Jaggery. The important places of tourists and archaeological interests are
Vellore Fort, Jalakanteswara Temple, Fort Ground and cemetery opposite to the ground, CMC
hospital, etc.

2.1.4. HISTORY OF THE MUNICIPALITY
The Vellore City Municipal Corporation was constituted as early as 1866 under the
provision of Town Improvement Act 1865. The Municipal Council was formed in the year 1920
as per the provisions of the MDM Act 1920. The municipality was upgraded to first grade in
1947 and to selection grade in 1970. It was further upgraded to a special grade in 1979. At the
time of initial constitution of the municipality, the areas of Kaspa, Fort, Adavananthal, Beripet,
Velapadi, Salavanpet, Thottapalayam, Aruganthampoondi, Kosapet, Kavaraipet, Commissary
Bazaar and Sankaranpalayam were included in its limits.
2.1.5. PHYSICAL FEATURES
2.1.5.1. Road connectivity:
• The existing municipal town is on the southern side of Palar river, with the southern
bank as the northern boundary of the town
• The NH 46 Ranipet – Krishnagiri stretch runs through the town
• The SH 9 Cuddalore- Chittoor road junctioning with NH 46 at the heart of the city

2.1.5.2. Rail connectivity:
• Vellore city has three railway stations. The main railway junction for Vellore lies at
the northern part of the city named Katpadi, the villupuram – tiupati meter gauge
railway line passes through the town with Vellore cantonment and Vellore town
railway stations located within the town
• One of the major B G railway corridors in the country , Chennai – Bangalore/
Coimbatore / Ernakulum runs about 5 KM north of this town with Katpadi begin the

2.1.5.3. Air connectivity:
• The city doesn’t have any airport of its own, the nearest international airports are
Chennai international airport (140 KM ), Bangalore international airport (220 KM )
and the nearest domestic airport is tiupati airport
(100 KM)
• Vellore has unused airstrip at Allapuram . A plan to allow operation by 45 seater
ATR aircraft has been proposed by the government.

2.1.7. TOPOGRAPHY / LAND FORM
Vellore lies in the Eastern Ghats regions and in the Palar river basin. A part of the town, to
the extent of 103 ha (8.90% of the Municipal area) in fact forms part of reserved forest. The
Vellore and Palamathi reserved forest areas are located on the eastern side of the town. The
southern and western sides of the town are mostly plain agricultural lands with a number of
irrigation tanks. The southern bank of Palar River forms the northern boundary of the town. The
topography of the town is mostly plain having slope from west to east.
2.1.8. CLIMATE
Being situated 224m above M.S.L, Vellore town has a dry and hot climate. The minimum
temperature is 18°4 during November – January and the maximum temperature is 40°5 during
April – June. The humidity ranges from 40% -63% in summer and 67% - 86% in winter.
2.1.9. RAINFALL
The average annual rainfall is 996.7mm. The maximum rainfall occurs during September and
October through north east monsoon. The area gets a fairly good rain during southeast monsoon
also. The town and its hinterland and fairly received good rainfall during 2005 and because of
this the town’s water supply has been improved from once in 17 to 11 days to once in 3 days.
2.1.10.WIND DIRECTION
The predominant wind direction recorded during June, July and august was W and SW and
predominant wind speed was in the range of 6-11 KMPH. The minimum average speed was 4.0
KM ph and the maximum average speed was 8.0 KMPH
2.1.11.CITY SIGNIFICANCE
• Head quarter of Vellore district
• One of the 10 municipal corporations of TN
• City has a rich history and it has been an adobe to famous Vellore fort
• It has influence of various dynasties and rulers, prominent among them were
pallavas, cholas, nayaks, marathas, arcot nawabs and bijapur sultan
• It was described as the best and the strongest fortress in the carnatic war in the 17th
century
• City is also well known for the leather and tannery facilities located around Vellore
and in nearby towns in the district and the production accounts to major share of the
country’s export of leather and leather products
• City also boasts for the famous CMC hospital which has 1800 beds and 2000 daily
outpatients, making Vellore internationally famous health centre for more than a
century and now
• The city is major education centre for its hinterland with the presence of institutes
like VIT, The Thanthai Periyar Government Engineering college and Thiruvallur
University

• The Vellore city municipal corporation (VCMC) was constituted as early 1866 under

Erstwhile Vellore municipality was located on the banks of Palar river, with the river forming
its northern boundary V.M. has been expanded on all the sides to include the ULBs of Katpadi,
Dharapadavedu, Kangeyallur ,Gandhi nagar ,Viruthampattu & Kalinjur on the northern side
across Palar river. To the east, the ULBs of Sathuvacheri and Alamelumangapuram are
integrated. In the southern side ULBs of Allapuram, Virupatchipuram, Chitteri, Edyanchattu,
Palavanchathu, Ariyur and Thardpadi are included. Shenbakkam and Konavattam are added on
the western side .Palar river now passes through the centre of the city.

Population growth rate (decadal) in the core area that comprises of the erstwhile ULBs Vellore,
Allapuram, Palavansathu in lower .where as very high population growth rate ( above 50%
decadal growth rate ) is seen in southern and western part of VCMC. The average decadal
population growth of the area that lies north to Palar River is 25%.

3.1.INTRODUCTION
Demographic characteristics of a region provide an overview of its population size,
composition, territorial distribution and changes therein. This section on demographic
indicators includes indicators that measure the population size, sex ratio, density and literacy
rate. These indicators for the region will help in identifying areas that need policy and
programmed interventions, setting near and far-term goals, and deciding priorities, besides
understanding them in an integrated structure. Data in this section has been taken mainly
from the "Census of India" and "VCMC". The demographic characteristics have been
analysed in terms of decadal growth and spatial distribution of density in the city.
3.2.PAST POPULATION GROWTH TRENDS
VCMC's Population as per Census 2011 is 4,8,1966 with a decadal growth of 19%, which is
high against the national decadal growth of 17.64%, but less than Tamil Nadu’s urban
population decadal growth of 28.49% for the decade 2001- 2011.

1.68 over the last three decades, there has been very less growth in population in the
core Municipality Area. The growth is mainly seen in the extended area. Exhibit above shows
that even though Population of VCMC has grown with an average CAGR of 1.68% over the last
three decades, there has been very less growth in population in the core Municipality Area.

INFERENCE: Even though the total population of VCMC has grown with an average
CAGR of 1.68 over the last three decades, Exhibit above shows that there has been
very less growth in population in the core Municipality Area (Average CAGR 0.22%).
The growth is mainly seen in the extended area. The gross density of the core area is 160
person per ha which is more than the density prescribed (150 PPH) for similar size town as
per the UDPFI guidelines. The gross density of the extended area is 42 PPH indicating
possibility of higher growth in the extended areas in future.

INFERENCE: With this we can see that there is no much deference in between the male &
female population of Vellore city since 1951 till 2011.No great changes/ variations in the
population break up can be identified. The city reports a steady increase/ growth pattern .Out of
the total population of 481966, for the year 2011the children population (0-6 year’s age) is
45049. Out of which 22889 are boys & the remaining 22160 are girls respectively.

INFERENCE: From this it can inferred that the growth rate suddenly decreased from 1951 to 1961 due to high out migration to the other surrounding
areas due to lack of better employment opportunities in Vellore city respectively .But later due to implementation of government schemes which created job

INFERENCE:
1. Out of the total 60 wards in Vellore, wards 48,2,13,4,43 have the highest areas with 5.79, 5.47, 4.66, 4.56, 4.01sq.mts respectively .while the wards
39,51,1,58,25,26 have the lowest. Ward numbers of 31-45 come under core Vellore municipal corporation region.
2. Wards 56,45,55,10,11,36,34 have the highest count of population living in Vellore while compared to the rest of the 60.
3. There are various growth centres like the fort area, CMC etc which contribute to balanced distribution of population throughout Vellore. Wards 9,
14, 54 have the least population count.
4. Wards 27,51,58,30 have highest densities with 222,204,200,182 persons per hectare while wards 48, 2, 4 have the lowest densities with 15, 14
accordingly.

3.4.SCHEDULED CASTE & SCHEDULED TRIBE POPULATION
The Scheduled Castes (SCs) and Scheduled Tribes (STs) are two groups of historically-
disadvantaged people recognised in the Constitution of India. During the period of British rule in
the Indian subcontinent, they were known as the Depressed Classes.

INFERENCE: The study of SCs & STs is to be given more considerations because the total
development of any city will include not only the development of industries, commercial
activities, green spaces etc it even has to cover the development of the backward population who
are deprived of their rights in the community due to their low earning capabilities and low
standards of living. And while preparation of the comprehensive development plan of Vellore

we focus on this population because these have to be uplifted in the society and more
government initiatives have to be provided to these backward classes.

this shows that out of the total only 4.35% is constituted by these backward caste people.

INFERENCE: From this we can conclude that the highest population is found in the city of
Chennai (metropolitan) with the greatest area also while compared to the rest of the cities. The
highest sex-ratio is found in nagercoil & thanjavur. The highest literacy rate is found in alandur
& nagercoil .While highest density is found in many cities.
In terms of total population Vellore stands at 11th
position with 481966 out of all the remaining
32 cities. In terms of sex-ratio Vellore stands at 3rd
position with 1032. In terms of literacy
(literacy rate) Vellore stands at 29th
position with 86.67
3.6.POPULATION DENSITY
Population density is the number of people per unit of area usually per square kilometre or mile
(which may include or exclude cultivated or potentially productive area). Commonly this may be
calculated for a county, city, country, another territory, or the entire world. Total area of Vellore
city is 87.915 km².Total population of Vellore city is 481966.The density of Vellore city is
701persons / km².

INFERENCE: From the above analysis it is clear that the density of Vellore city is greater than
the national average of 382/ km². The increase in density is mostly due to natural increase and
addition of surrounding regions into Vellore municipal area in the year 2008 which increased the
area from 48 wards in 2001 to 60 wards in 2011 respectively. The population density in Vellore
UA limits is 57 pph according to UDPFI guidelines it is about 150 pph. In future the population
is expected to grow more in the outer areas; comparatively the density of Vellore is high than
surrounding districts & the state average too.
• Though the gross density of VCMC area is 57PPH, the core area is denser with the gross
density of 160 PPH as compared to the extended area which has a density of 42 PPH.

• Some of the densely populated wards with density more than 150PPH are wards
25,26,27,28,29,30,34,36,37,41,51,52,55,58,59.
• As per census 2001 total number of households is 33772 and the average household size
is 5.2
3.7.SEX- RATIO
Sex ratio is the ratio of 1000 males to females in a population. In most species, sex ratio varies
according to the age profile of the population. It is generally divided into four subdivisions:
• Primary sex ratio — ratio at fertilization
• Secondary sex ratio — ratio at birth
• Tertiary sex ratio — ratio in sexually active organisms.
• Also called adult sex ratio and abbreviated to ASR. ASR is defined as the proportion of
adults in a population that are male
• Quaternary sex ratio — ratio in post-reproductive organisms
Sex ratio in Vellore metropolitan is 1010 in 2011, which is substantially higher than the sex ratio
in the year 2001 is of 1001 females per 1000 males. However, the sex ratio in 2011 is below the
state average of 1038 and above the national average of 940 females per 1000 males. The sex
ratio of Vellore metropolitan is 1032 per 1000 males. Total children (0-6) in Vellore (M) are
45049 as per figure from Census India report on 2011. There were 22889 boys while 22160 are
girls. Child sex ratio of girls is 968 per 1000 boys. The child sex ratio of Vellore core area is 973
per 1000 boys. In Vellore core area total children (0-6) are 18363 out of which 9305 are boys &
9058 are girls.

COMPREHENSIVE DEVELOPMENT PLAN–VELLORE CITY 2013 ~ 33 ~ 1.1.COMPREHENSIVE DEVELOPMENT PLAN A Comprehensive Development Plan is both a perspective and a vision for the future development of a city. It presents the current stage of the city’s development -where are we now? It sets out the directions of change - where do we want to go? It identifies the thrust areas — what do we need to address on a priority basis? It also suggests alternative routes, strategies, and interventions for bringing about the change - what interventions do we make in order to attain the vision? It provides a framework and vision within which projects need to be identified and implemented. It establishes a logical and consistent framework for evaluation of investment decisions. A Comprehensive Development Plan is anchored on the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) goal of creating economically productive, efficient, equitable and responsive cities. As a step to achieving this goal, the Comprehensive Development Plan focuses on development of economic and social infrastructure, strategies that deal specifically with issues affecting the urban poor, strengthening of municipal governments and their financial accounting & budgeting systems & procedures, creation of structures for bringing in accountability and transparency; and elimination of legal and other bottlenecks that have stifled the land and housing markets. It provides a basis for cities to undertake urban sector reforms that help direct investment into city-based infrastructure. 1.2.SCOPE OF WORK Preparation of a Comprehensive Development Plan is a multi-stage exercise. The scope of work for the preparation of Comprehensive Development Plan will include: I. Analysis of the Existing Situation II. Development of Vision for the City III. Sectoral Goals and Strategies IV. Prioritization of Strategies and Evaluation of Alternate Strategies V. Identification and Prioritization of Projects

COMPREHENSIVE DEVELOPMENT PLAN–VELLORE CITY 2013 ~ 34 ~ STAGE – 1 ANALYSIS OF THE EXISTING SITUATION • In-depth analysis of the existing situation of the city shall be taken up to assess ‘where the city is’. This would be based on reconnaissance survey, secondary data collection, household surveys, public consultations and individual stakeholder consultations. The analysis shall focus on the following sectors: • Demography ,Land utilization , Economic base, Financial profile of the municipality , Infrastructure , Water supply , Sewerage ,Solid waste management , Drainage ,Traffic and transportation , Street lighting , Physical and environmental aspects of the city , Institutions related to service delivery in the city , Social infrastructure , Basic services to urban poor STAGE – 2 DEVELOPMENT OF VISION FOR THE CITY • The Comprehensive Development Plan would aim at developing a vision for the city’s future based on consultations with the citizens’ representatives. A city vision would be formulated based on an assessment of the existing situation to determine ‘where the city is’ and ‘where it wants to go’. Vision for the city shall be developed based on assessing the strengths and weaknesses of the city and identification of the sectors where the city has maximum potential for growth. This vision would bank upon the city’s competitive advantages in the local, regional and National context while considering the preferences of the city’s residents. • A vision for the future development of the city over the next 25 years (till 2035), which is based on consensus amongst the citizens, shall be identified and all the future objectives, strategies and targets shall have to be aligned with this vision. The outcomes and milestones for the vision would be defined within a time frame. STAGE – 3 SECTORAL GOALS AND STRATEGIES • In line with the vision formulated for the development of the city, the prime sectors would be identified which need to be focused on in order to materialize the vision for the city. This would be done in consultation with the citizens’ representatives through a Workshop. After identifying the priority sectors, a strategy for the development of each sector shall be formulated in consultation with the citizens and based on this, the sectoral goal and targets shall be defined. COMPREHENSIVE DEVELOPMENT PLAN–VELLORE CITY 2013 ~ 35 ~ STAGE – 4 PRIORITIZATION OF STRATEGIES AND EVALUATION OF ALTERNATE STRATEGIES • The Sectoral strategies and goals shall be prioritized and selected based on their relevance to the Vision and to the upliftment of urban poor. A well defined ‘prioritization strategy’ shall be formulated for selection of strategies. An urban renewal strategy (where required) shall also be formulated. STAGE – 5 IDENTIFICATION AND PRIORITIZATION OF PROJECTS • Based on stakeholder consultations, and relevance to the vision and maximum impact, a set of projects shall be identified which need to be implemented in order to attain the Vision. These projects shall be sectoral and shall be prioritized based on strategic planning. STAGE -6 PREPARATION OF CITY INVESTMENT PLAN • A City investment plan shall be made to outline the flow of investments required for attainment of the City Vision in a phased manner and the possible sources of funding for the same. The sources of funding available at National, State and ULB level shall be analyzed to formulate a mechanism for financing the projects related to the city vision through better management and utilization of the existing financial resources as well as creating opportunities for fresh flow of funds. PPP based initiatives would be given preference.

  • 39. COMPREHENSIVE DEVELOPMENT PLAN–VELLORE CITY 2013 ~ 39 ~ 2.1.INTRODUCTION TO VELLORE CITY 2.1.1. LOCATION Vellore city is located in the 12°55’N latitude and 79°08’ E longitude, on the southern banks of the river Palar, about 135 km west of Chennai. The N.H 46 from Ranipet to Krishnagiri (forming part of Madras – Bangalore corridor) and the State Highway No.1 (Cuddalore – Chittoor) cut across the town. The Villupuram – Tirupathy metre gauge railway line passes through the town with Vellore cantonment and Vellore town railway station located within the town. One of the major B.G. railway corridors in the country, Chennai – Bangalore/ Coimbatore/ Ernakulam runs about 5 km north of this town with Katpadi being the feeder railway junction to the city. Pallar River passes through the city and the city is located close to the forested slope of Eastern Ghats with the gentle slope from west to east .The Vellore and palamathi reserved forest areas are located on the eastern side of the town .The southern and the western sides of Vellore are mostly plain agricultural lands with number of irrigation tanks. HISTORICAL ASPECTS The name of the town ‘Vellore’ derived from the term ‘Vel’ of Lord Subramanya, told to chieftains of the tribal huntsman that his ‘Vel’ could appear on a lotus in the local pond and he could conquer his rival with it. Accordingly it was done. Thus, ‘Vel Oor’ would mean the town of that Lord who has the weapon called ‘Vel’ which means speed. It is also said that there was a dense forest of Velan trees (Babul trees) and therefore this place came to be known as Vellore. Vellore city was under the Rule of King Karikalan and early Cholas, Nandivarman III”. King of Pallava bought this town under his control and ruled to the close of 9th century A.D. Afterwards it came under the rule of the Cholas of Uraiyur, the Rashtrakuta dynastry of Malkhed Raja Raja of Thanjavur, the later Cholas and Vijayanagar kings. The Vellore fort was built up by Chinna Bommy Nayak, a sub-ordinate chief under Sadasivaraja and Sriranga Maharaja the Vijayanagar kings in the 3rd quarter of 16th century A.D. The 17th and 18th century periods have seen battles between Vijayanagar kings and the nawabs and the between Nawabs and the Englishmen. In 1805 the Palayakars were opposing the English rulers and were subdued latter. 2.1.3. IMPORTANCE Vellore is for its rich history known town with the famous Vellore fort (and the temple inside) built as early as 1500 B.C to function as one of the major seats of administration in the Vijayanagar Empire. Even in the modern world it is an important administration centre being the district headquarters of not only the erstwhile North Arcot district for a long time but also the recently carved out Vellore district. The hinterland of Vellore consisting of Ranipet, Ambur, Vaniambadi etc., famous for it tannery industries. It is an important transportation node with the major railway junction at the nearby Katpadi town on the intense B.G. railway line; the town itself located at the intersection of N.H. 46 and S.H 1. The world famous CMC hospital with 1800 beds and 2000 daily outpatients makes Vellore as an internationally famous health center for more than a century now. The recently developed Vellore Institute of Technology and the Thanthai Periyar Government Engineering College and Thiruvalluvar University have made this town as a major educational center for its hinterland. It is a major commercial center famous for the wholesale trade of Rice and Jaggery. The important places of tourists and archaeological interests are Vellore Fort, Jalakanteswara Temple, Fort Ground and cemetery opposite to the ground, CMC hospital, etc.

HISTORY OF THE MUNICIPALITY The Vellore City Municipal Corporation was constituted as early as 1866 under the provision of Town Improvement Act 1865. The Municipal Council was formed in the year 1920 as per the provisions of the MDM Act 1920. The municipality was upgraded to first grade in 1947 and to selection grade in 1970. It was further upgraded to a special grade in 1979. At the time of initial constitution of the municipality, the areas of Kaspa, Fort, Adavananthal, Beripet, Velapadi, Salavanpet, Thottapalayam, Aruganthampoondi, Kosapet, Kavaraipet, Commissary Bazaar and Sankaranpalayam were included in its limits. 2.1.5. PHYSICAL FEATURES 2.1.5.1. Road connectivity: • The existing municipal town is on the southern side of Palar river, with the southern bank as the northern boundary of the town • The NH 46 Ranipet – Krishnagiri stretch runs through the town • The SH 9 Cuddalore- Chittoor road junctioning with NH 46 at the heart of the city Vellore 2.1.5.2. Rail connectivity: • Vellore city has three railway stations. The main railway junction for Vellore lies at the northern part of the city named Katpadi, the villupuram – tiupati meter gauge railway line passes through the town with Vellore cantonment and Vellore town railway stations located within the town • One of the major B G railway corridors in the country , Chennai – Bangalore/ Coimbatore / Ernakulum runs about 5 KM north of this town with Katpadi begin the feeder railway junction to the town 2.1.5.3. Air connectivity: • The city doesn’t have any airport of its own, the nearest international airports are Chennai international airport (140 KM ), Bangalore international airport (220 KM ) and the nearest domestic airport is tiupati airport (100 KM) • Vellore has unused airstrip at Allapuram . A plan to allow operation by 45 seater ATR aircraft has been proposed by the government.

  • 43. COMPREHENSIVE DEVELOPMENT PLAN–VELLORE CITY 2013 ~ 43 ~ 2.1.7. TOPOGRAPHY / LAND FORM Vellore lies in the Eastern Ghats regions and in the Palar river basin. A part of the town, to the extent of 103 ha (8.90% of the Municipal area) in fact forms part of reserved forest. The Vellore and Palamathi reserved forest areas are located on the eastern side of the town. The southern and western sides of the town are mostly plain agricultural lands with a number of irrigation tanks. The southern bank of Palar River forms the northern boundary of the town. The topography of the town is mostly plain having slope from west to east. 2.1.8. CLIMATE Being situated 224m above M.S.L, Vellore town has a dry and hot climate. The minimum temperature is 18°4 during November – January and the maximum temperature is 40°5 during April – June. The humidity ranges from 40% -63% in summer and 67% - 86% in winter. 2.1.9. RAINFALL The average annual rainfall is 996.7mm. The maximum rainfall occurs during September and October through north east monsoon. The area gets a fairly good rain during southeast monsoon also. The town and its hinterland and fairly received good rainfall during 2005 and because of this the town’s water supply has been improved from once in 17 to 11 days to once in 3 days. 2.1.10.WIND DIRECTION The predominant wind direction recorded during June, July and august was W and SW and predominant wind speed was in the range of 6-11 KMPH. The minimum average speed was 4.0 KM ph and the maximum average speed was 8.0 KMPH 2.1.11.CITY SIGNIFICANCE • Head quarter of Vellore district • One of the 10 municipal corporations of TN • City has a rich history and it has been an adobe to famous Vellore fort • It has influence of various dynasties and rulers, prominent among them were pallavas, cholas, nayaks, marathas, arcot nawabs and bijapur sultan • It was described as the best and the strongest fortress in the carnatic war in the 17th century • City is also well known for the leather and tannery facilities located around Vellore and in nearby towns in the district and the production accounts to major share of the country’s export of leather and leather products • City also boasts for the famous CMC hospital which has 1800 beds and 2000 daily outpatients, making Vellore internationally famous health centre for more than a century and now • The city is major education centre for its hinterland with the presence of institutes like VIT, The Thanthai Periyar Government Engineering college and Thiruvallur University • Vellore is also known as a major commercial centre, famous for the whole sale trade of rice and jaggery

To the east, the ULBs of Sathuvacheri and Alamelumangapuram are integrated. In the southern side ULBs of Allapuram, Virupatchipuram, Chitteri, Edyanchattu, Palavanchathu, Ariyur and Thardpadi are included. Shenbakkam and Konavattam are added on the western side .Palar river now passes through the centre of the city.

This section on demographic indicators includes indicators that measure the population size, sex ratio, density and literacy rate. These indicators for the region will help in identifying areas that need policy and programmed interventions, setting near and far-term goals, and deciding priorities, besides understanding them in an integrated structure. Data in this section has been taken mainly from the "Census of India" and "VCMC". The demographic characteristics have been analysed in terms of decadal growth and spatial distribution of density in the city. 3.2.PAST POPULATION GROWTH TRENDS VCMC's Population as per Census 2011 is 4,8,1966 with a decadal growth of 19%, which is high against the national decadal growth of 17.64%, but less than Tamil Nadu’s urban population decadal growth of 28.49% for the decade 2001- 2011. The growth is mainly seen in the extended area. Exhibit above shows that even though Population of VCMC has grown with an average CAGR of 1.68% over the last three decades, there has been very less growth in population in the core Municipality Area. Fig.2 POPULATION GROWTH TREND CORE AREA AND EXTENDED INFERENCE: Even though the total population of VCMC has grown with an average CAGR of 1.68 over the last three decades, Exhibit above shows that there has been very less growth in population in the core Municipality Area (Average CAGR 0.22%). The growth is mainly seen in the extended area. The gross density of the core area is 160 person per ha which is more than the density prescribed (150 PPH) for similar size town as per the UDPFI guidelines. The gross density of the extended area is 42 PPH indicating possibility of higher growth in the extended areas in future. Out of which 22889 are boys & the remaining 22160 are girls respectively. During the period of British rule in the Indian subcontinent, they were known as the Depressed Classes. The highest sex-ratio is found in nagercoil & thanjavur. The highest literacy rate is found in alandur & nagercoil .While highest density is found in many cities. In terms of total population Vellore stands at 11th position with 481966 out of all the remaining 32 cities. In terms of sex-ratio Vellore stands at 3rd position with 1032. In terms of literacy (literacy rate) Vellore stands at 29th position with 86.67 3.6.POPULATION DENSITY Population density is the number of people per unit of area usually per square kilometre or mile (which may include or exclude cultivated or potentially productive area). Commonly this may be calculated for a county, city, country, another territory, or the entire world. Total area of Vellore city is 87.915 km².Total population of Vellore city is 481966.The density of Vellore city is 701persons / km². Fig.14 DENSITY COMPARISION FOR THE YEAR 2011 INFERENCE: From the above analysis it is clear that the density of Vellore city is greater than the national average of 382/ km². The increase in density is mostly due to natural increase and addition of surrounding regions into Vellore municipal area in the year 2008 which increased the area from 48 wards in 2001 to 60 wards in 2011 respectively. The population density in Vellore UA limits is 57 pph according to UDPFI guidelines it is about 150 pph. In most species, sex ratio varies according to the age profile of the population. It is generally divided into four subdivisions: • Primary sex ratio — ratio at fertilization • Secondary sex ratio — ratio at birth • Tertiary sex ratio — ratio in sexually active organisms. • Also called adult sex ratio and abbreviated to ASR. ASR is defined as the proportion of adults in a population that are male • Quaternary sex ratio — ratio in post-reproductive organisms Sex ratio in Vellore metropolitan is 1010 in 2011, which is substantially higher than the sex ratio in the year 2001 is of 1001 females per 1000 males. However, the sex ratio in 2011 is below the state average of 1038 and above the national average of 940 females per 1000 males. The sex ratio of Vellore metropolitan is 1032 per 1000 males. Total children (0-6) in Vellore (M) are 45049 as per figure from Census India report on 2011. There were 22889 boys while 22160 are girls. Child sex ratio of girls is 968 per 1000 boys. The child sex ratio of Vellore core area is 973 per 1000 boys. In Vellore core area total children (0-6) are 18363 out of which 9305 are boys & 9058 are girls.
