2. Lakhimpur Kheri violence: Farmers observe Shaheed Kisan

• Shaheed Kisan Diwas is being observed by the farmers today to pay
tribute to farmers who lost their lives in Lakhimpur Kheri violence.
• At least eight people were killed in Lakhimpur Kheri when vehicles
knocked over protesting farmers, including four farmers and a
journalist. The other three people who were killed include two BJP
workers and a driver of the Union Minister of State for Home Ajay
Kumar Mishra.
• According to the farmers, the vehicles were driven by BJP workers who
were traveling to welcome the Deputy Chief Minister of Uttar Pradesh,
Keshav Prasad Maurya, who was scheduled to visit the area for an
event.
• The farmers also claim that Ajay Kumar Mishra's son Ashish Mishra had
been driving one of the cars when the vehicle ran over the four
protesting farmers, killing them.
• The UP police have got 3-day custody of Ashish Mishra, for his alleged
role in the Lakhimpur Kheri violence.

• The Ministry of Defence informed on October 11, 2021, that as part of the
corporatisation of the Ordnance, the Government of India will formally
launch seven new defence firms on October 15.
• The move of launching 7 new defence companies out of the ordnance
Factory Board came after the government issued an order of dissolving
the OFB with effect from October 1, 2021.
• These new government entities will be producing ammunition, vehicles,
explosives, weapons and equipment, among others.
• The Defence Ministry also informed that these 7 new companies will have 66
firm contracts that are worth Rs. 65,000 crores from the three services
and the paramilitary forces.
• The Union Cabinet earlier had approved the corporatization of the
Ordnance Factory Board (OFB) in order to boost its efficiency and
effectiveness.
• OFB was the oldest and the largest industrial set-up that used to function
under the Department of Defence Production of the Defence Ministry.

5. Rajasthan decides to recall controversial Marriage
Registration Bill amid concern over child marriage
• The Chief Minister of Rajasthan Ashok Gehlot said on October 11, 2021,
that the state government has decided to recall the recently passed
marriage registration bill to re-examine it. The step has been taken
amid the concerns that it will encourage child marriages in the state.
• Chief Minister Gehlot said that the Rajasthan Government will urge the
governor to return the bill for legal consultations.
• The party in opposition in Rajasthan, BJP, and various activists had
objected to a provision in the ‘Rajasthan Compulsory Marriage
Registration (Amendment) Bill 2021’ that allowed the registration of
marriage even if the bride and groom had not attained the legal age to
tie the knot.
• While addressing a programme on International Girl Child Day, Gehlot
said, “There has been a controversy in the country that this law will
encourage child marriage. We decided that it was not a question of our
prestige. We will request the governor to return the bill we have passed.”
• He further added that only after the legal consultations from the lawyers,
it will be considered whether to take the bill forward or not.

6. COVID-19: WHO experts recommend extra COVID jab for
people with weak immune systems
• The vaccine advisers of the World Health Organisation

individuals with weakened immune systems should
be offered an additional dose of all WHO-approved

• The global health agency’s experts also said that

• The Subject Expert Committee on COVID-19 has
recommended emergency use of Bharat
Biotech's Covaxin for children aged between 2-
18 year-olds.
• Bharat Biotech, the Hyderabad-based company,
had submitted data from Covaxin's clinical
trials on children aged between 2 to 18 years
to the DCGI on October 6, 2021.
• The data was thoroughly reviewed by the
Central Drugs Standard Control Organisation
(CDSCO) and Subject Experts Committee (SEC)

14. Government accords ‘Maharatna’ status to Power Finance

• The Government of India has accorded ‘Maharatna’ Status to
state-owned Power Finance Corporation (PFC). As per the
statement by the company, the move will pave the way for the
company’s greater financial and operational efficiency.
• PFC in an official statement said, “Government of India accorded
the prestigious ‘Maharatna’ status to state-owned Power Finance
Corporation, thus giving PFC greater operational and financial
autonomy.”
• An order to this effect was issued on October 12, 2021, by the
Department of Public Enterprises, under the Ministry of Finance.
• RK Singh, the Union Power, and New & Renewable Energy Minister
congratulated PFC and said that the conferment of ‘Maharatna’
