TEMPLE AT GUWAHATI, OFFERS PRAYERS
Guwahati: Union Home Minister Amit Shah on
Sunday visited the Kamakhya temple in Guwa-
hati and prayed for the country’s progress and
prosperity. He was accompanied by Assam Chief
Minister Himanta Biswa Sarma. “Worshipped
at Maa Kamakhya Devi Temple, Guwahati and
prayed to the mother for the progress and
prosperity of the country,” Shah tweeted. Sarma
also took to Twitter to share the visit. “Along
with Sri Shah, we paid our obeisance to Maa and
sought her divine grace to keep guiding us in our
pursuit of peace, prosperity and progress for all,”
he tweeted. The Home Minister is currently on
a two-day trip to northeast India. Earlier in the
day, he launched an Assam Rifles’ Green Sohra
Plantation Drive in Shillong.He was later received
by Sarma at the LGBI airport at Guwahati. Shah
also said the BJP is strengthening its base in
the North East region. The formation of the BJP
government in Assam for the second time means
that Assam has permanently rejected terrorism,
riots and is moving towards development, Shah

Kinnaur: At least nine tourists were killed and three others
were injured in multiple landslides that took place on Sun-
day in Himachal Pradesh’s Kinnaur district. The tourists
were travelling in a vehicle on which heavy boulders fell
killing nine of 11 tourists, reports said. Prime Minister’s
office offered condolence over the deaths of the tourists in

but later the govern-
ment said those who
got petrol pumps and
gas agencies will not
get jobs. When the mat-
ter reached the court,
the government again
agreed to give the jobs.
But the matter has
come to a standstill
again on grade pay.

plied for a job in Sainik
Welfare Board in 2015
but the state govern-
ment rejected his ap-
plication saying that
the families who have
got gas agency or pet-
rol pump will not be
given jobs.

also accepted that the
gas agency and petrol
pump allocation is a
facility given by the
Central government
and the compassionate
job of the state govern-
ment and agreed to

Jaipur: A young girl from West Bengal was
raped by the youth and his friends in Jaipur.
They also threatened to make her video viral and
continuously raped her on the pretext of mar-
riage. She was made to abort foetus five times.
When one of his sons was born, the accused
started beating her. The girl has filed a case of
assault, rape, abortion at Chitrakoot Nagar police
station in Jaipur.

Sikar: Four persons were injured in a group clash
that broke out over a land related dispute in Sikar on
Sunday. Two of the injured have received bullet inju-
ries, police said. The incident occurred in Chainpura
village under Dadiya police station where members of
two groups clashed with each. SP Kunwar Rastradeep
said that members armed with sticks clashed and also

City Railway Station
with the objective to

Jaipur: For 17 wards of 15 municipali-
ties in 8 districts of the state, voting
will be conducted today from 8 am
to 6 pm. Counting of votes will be
done on July 28 from 8 am. In this
by-election, 43 candidates are trying
their luck. CEO and Secretary Chi-
tra Gupta informed that safe voting
would be conducted in 17 wards of
15 municipalities in 8 districts with
compliance with all guidelines related
to COVID-19. She said that 60 candi-
dates had filed 67 nomination papers
in this by-election. After scrutiny and
withdrawal of nominations, the fate of
43 candidates will be decided today.

another setback.
For the new route
from Jaipur to Srigan-
ganagar under regional
air connectivity, the
Centre has categorical-
ly refused to bear 80%

ity Gap Funding. The
state will now have to
bear the expenses on its
own. At present, central

of flights in the state.

invoices. The accused
dealer Anil Kumar alias
Senti, originally from

Jaipur: While tightening the noose on illegal
mining in the state, a team of officers conducted
a surprise action near the forest area of Todarais-
ingh of Tonk district and caught 22,680 tonnes of
illegal mining and levied a fine of more than Rs 2
crore. The equipment confiscated in the action of
the Mines Department is estimated to be worth
more than Rs 50 lakh. Under the new strategy, Di-
rector Mines KB Pandya constituted three teams
of officers from different districts on July 23,
and instructed them to report to Jaipur. Without
any information the teams were then sent to the
location which was to be raided. ACS, Mines, Dr
Subodh Agarwal informed that in order to tighten
the grip against illegal mining, it was decided to
conduct raids by putting together officers of dif-
ferent districts into surprise inspection teams on
the lines of revenue departments.

Jaipur: Four of the nine people
who were killed in a landslide
in Kinnaur district of Himachal
Pradesh are from Rajasthan. Of
them, three people from the same
family of Sikar and one girl is from
Jaipur. All four were in a Tempo
Traveller when heavy boulders
fell on the vehicle near Basteri
in Kinnaur. The incident has left
Maya Devi Biyani, her son Anurag
Biyani, daughter Richa Biyani, all
from Sikar, and Deepa Sharma, a
resident of Mansarovar in Jaipur,
dead. Multiple landslides trig-
gered by recent rains occurred
near Basteri on Sangla-Chitkul
road at 1.25 pm, resulting in a
bridge collapse and damage to
some vehicles. A video of a bridge
collapse in Basteri has gone viral
on social media. In the video,
boulders could be seen rolling
downhill, causing the bridge to
collapse. Chief Minister Ashok
Gehlot on Sunday expressed grief
over the landslide incident in
Himachal Pradesh which has left
nine tourists dead.

The car was sighted
in a CCTV camera at
Lakhasar toll. Later,

where they were held

BLOW TO TOURISM DUE TO CORONA
Under this, regional connectivity flights were
started from Jaipur to Jodhpur, Bikaner, Jais-
almer and Udaipur. Before Corona, they were oper-
ating well, but due to the blow to tourism and civil
aviation, this important scheme was also affected.
It is believed that under the dire situation created
after Corona, the central govt is also facing a finan-
cial crisis and to overcome this crisis, it has started

7121) was scheduled to land at Bhopal airport
at 8:45 am but it could not land due to low

Politicians are
the worst of the lot. They are
happy to be corrupted by cor-
porate houses and contrac-
tors and are equally happy
about enticing people to mon-
etary and other forms of al-
lurements, especially at the
time of elections. That makes
elections and the entire dem-
ocratic process sometimes
look farcical. Once elected
they together with bureau-
crats get busy diverting
funds. One may recall how in
the run-up to the 2008 Assem-
bly elections in Karnataka
currency notes were thrown
into the residences of slum
dwellers. While suitcases full
of cash for support at the
time of trial strengths has
been a common practice, the
biggest scam involved former
Prime Minister PV Narasim-
ha Rao who was accused of
bribing MPs from JMM for
parliamentary support.
The infamous JMM brib-
ery case in which Shibu Sor-
en was jailed for taking mon-
ey to save the Rao govern-
ment in 1993 has not deterred
political parties from bribing
people, MPs and MLAs. In
the most recent case that
should be a lesson for politi-
cians Kavitha Maloth, the
Telangana Rashtra Samithi
(TRS) MP from Mahbubabad
Lok Sabha constituency has
been convicted by a special
court for bribing voters be-
fore the general elections.
She has been sentenced to six
months’ imprisonment and a
fine of Rs 10,000. Her associ-
ate Shaukat Ali was caught
red-handed distributing Rs
500 to buy votes for Maloth.

Taiwan, an Emerging Hot Spots
between China and the US
he Communist Party of Chi-
na (CPC) has celebrated the
100 years of its successful po-
litical journey in the signifi-
cant historical and political
place, Tiananmen Square, on
1 st July 2021, the place where
Mao Zedung announced the
creation of the strong, pow-
erful and unified, the Peo-
ple’s Republic of China 1949.
Now after decades of jour-
ney, president Xi Jinping has
advocated for similar objec-
tives from the same place.
While addressing the nation
on this occasion, Xi Jinping
made a powerful statement
that the era of intimidation
or suppression of China is
over. If anyone dares to do so,
their head will be beheaded
and put on the Great Wall of
China which has been built
by 1.5 billion Chinese. The
statement implicitly indi-
cates towards the nations
and peoples which are in-
volved in challenging China
both internally as well as ex-
ternally
.
While demonstrating mili-
tary capabilities in front of a
giant portrait of Mao Zedong
on Tiananmen Square Xi Jin-
pingrestatedChina’scommit-
ment towards increasing its
military might, taking Tai-
wan, Hong Kong and Macau
back to its fold. Pointing to
Taiwan and Ladakh, XI said
that China is capable of both
destruction of the old world
and construction of a new
one. For him there exists one
China in the world and con-
nectingTaiwanwiththesame
is the historical goal of the
ruling party
. Those contem-
plating or plotting to liberate
Taiwan will not end well. In
fact, many questions arise
from the hard-line speech de-
livered by Xi Jinping on this
very historical moment.
Questions such as what is the
reason behind his venomous
speech? Which are the refer-
ent objects of the security
challenges for him. Ironically
,
he made the threatening re-
marks at the time when lots
of voices were raised around
the globe concerning the hu-
man rights abuses and ac-
tions being taken against Ui-
ghur Muslims in Hong Kong
and Xinjiang. It also indicates
insecurity felt by him in the
party due to declining legiti-
macy within the party and
outside and he wished to send
a message for the strong con-
sequences to anti-establish-
ment forces.
Similarly, another ques-
tion is also being raised: why
is China becoming so vocal
about Taiwan? Historically,
China claims Taiwan as an
integral part of the United
Republic of China. Notably,
China is very upset about
Western Countries’ engage-
ment with Taiwan. It is fur-
ther infuriated after discus-
sion on Taiwan at the recent
meeting of the G-7 Group of
countries. The leaders of the
G-7 group issued a statement
calling for a peaceful settle-
ment of the Taiwan Straits.
Earlier, Xi Jinping has also
expressed his objection to the
visit of US Senators to Tai-
wan. The US Senators flew to
Taiwan on a military plane to
announce the donation of the
Covia-19 vaccine. China took
the action as a serious viola-
tion of the one China princi-
ple. China lodged a protest
with the US diplomat and
asked the US to follow its one-
Chinapolicy
.Similarly
,XiJin-
ping has also raised concerns
on growing economic ties be-
tween the US and Taiwan
while stating that it would
havenegativeimplicationson
China- US relationship.
The truth is that the island
(Taiwan), with a population
of 2.4 million, considers it-
self as an independent and
sovereign nation since 1950.
Whereas China considers
Taiwan as part of the ‘ One
China Policy’. To maintain
its dominance over Taiwan,
it has been continuously
sending fighter jets to the
same level for the last one
year. On the other hand, the
US also seeks to enhance the
vital interests regarding Tai-
wan. The US understands
that China’s control on Tai-
wan Would end the ‘ First Is-
land Chins Defense’ policy
and Beijing will become stra-
tegically unbridled.
Although, the US has no
formal diplomatic relations
with Taiwan. However, to
keep China strategically
bound in the Straits of Ma-
lacca. The US expanded its
influence on Taiwan. This is
why Washington continues to
provide financial and mili-
tary aid to Taiwan. In view of
China’s increasing interfer-
enceinTaiwananditsaggres-
sive attitude, the US started
promoting Taiwan as an inde-
pendent entity in Indo-Pacific
region. Additionally, the in-
creasing US vigilance to-
wards China has also an-
noyed Beijing. China is also
unhappy with the way the US
and its supporting countries
are engaged in besieging Chi-
na and its expansionist poli-
cies through meetings of
Quad, G-7 and NATO coun-
tries. With all the reasons, if
Xi Jinping makes Taiwan a
part of the Republic of China
by force in accordance with
his resolution, the US will
come to Taiwan’s aid in ac-
cordance with the commit-
ment of Taiwan Relations Act
(TRA), 1979. In such a situa-
tion, it would not be wrong to
say that in the near future,
Taiwan may become such a
hot spot in the world, where
the conditions of disastrous
war between the US and Chi-
na can be experienced.

that streamed porno-
graphic content.
Kundra was arrested
last week in connection
with a porn racket case.
He is accused of run-

app ‘Hotshots’ through
his company, Viaan In-
dustries. An officer
said, “After Hotshots
was removed from Ap-
ple and Google Play
stores, we believe he set
up a few other apps. We
are now probing it.”

crore to various print media outlets as payment for
government advertisements, according to a recent
response to a Right to Information (RTI) query
made by law student Aniket Gaurav. In fact, there are
more than 76,000 outstanding bills for print media
campaigns pending with the Directorate of Advertis-
ing and Visual Publicity (DAVP), the oldest of which
dates as far back as 2004.

curtail a possible
third wave of COV-
ID-19 as speculated by
many health experts
and COVID manage-
ment bodies which
might hit the country
by September, an ex-
pert panel has recom-
mended the govern-
ment to increase the
vaccination and stick
to non-pharmacologi-
cal interventions.
Speaking to ANI, one
of the experts in the
government-author-
ised panel suggested it
has “recommended
government to in-
crease vaccination and
stick to non-pharmaco-
logical interventions
such as COVID-19 ap-
propriate behaviour,
wearing mask, social
distancing and con-
tainment zone.”
As per the panel’s
recommendations, the
key is to strengthen
health infrastructure
and prepare adequate-
ly so that up to 4 lakh
cases every day can be
handled. In addition,
routine services are
also to be maintained,
they said.
“This will need 2
lakh additional ICU
beds with 1 lakh venti-
lator beds. This will be
in addition to vaccina-
tions and Covid appro-
priate behaviour,”
sources told ANI.
In order to tackle the
COVID-19 situation
and improve the health
infrastructure of the
country, the govern-
ment has announced a
Rs 23,000-crore COVID
management package.
States have already
been directed to send
their plans for building
health infrastructure
to the Union Health
Ministry. Money will
be given to the state im-
mediately as per its

his radio programme

He also urged the na-
tion to come forward

z How is proactive
approach different
from earlier ap-
proach and how has
it helped?
We create presence of
Bureau staff around
the most corrupt offi-
cials after receiving in-
formation from sourc-
es. We try to approach
victims of corruption
and then trap the cor-
rupt and even those,
who give bribe. The
team is motivated with
appreciation, our pros-
ecutors are good, we
have support from the
government, the Bu-
reau has new staff, and
the courts have provid-
ed good support as the
cases are evidence-
based. This not only in-
creased number of cas-
es, but also widened our
reach in terms of area
across the state and
more number of depart-
ments. The Bureau has
even trapped 27 officers
of the Government of
India. The bar of traps
has also been raised as
IAS, IPS, RAS and RPS
officials have been
caught. Earlier, focus
was only on cash trans-
actions, but now focus
is also on other favours.
For instance, an RPS
(Kailash Bohra) was
caught for seeking sex-
ual favours. There has
been action on organ-
ised corruption like
transaction of commis-
sion, cuts, and syndi-
cates. In Disproportion-
ate Assets (DA) cases
also, we have achieved
good success. We even
call all our complain-
ants for a ‘Tea interac-
tion’ once a year.
	
z What is status of
pendency rate?
Therewashugependen-
cy and we have focused
on disposal and clearing
off the pending cases. In
the last six months this
year, we have disposed
off 250 more cases as
compared to 2020. Even
as courts were closed
due to Covid, the Bu-
reau disposed off 55
more cases in these 6
months as compared to
thelastyear.Wehaveset
time limit of 2 months
for disposing off trap
cases and in 80% of the
cases, the accused are
still in the jail.
	
z Does the Prosecu-
tion Sanction remain
an issue?
For this, we are pursu-
ing Prosecution Sanc-
tion at the senior level
now. Earlier, it was han-
dled by Investigating
Officer and there were
delays. But now, it is be-
ing looked after at my
level (DG), the ADG and
the IG level. We have
ensured transparency
and time bound action
in disposal of cases.
	
z What is situation
of conviction rate?
The courts appreciate
evidence produced by
us. In important cases,
like a Collector (IAS In-
dra Rao) and others, the
courts have taken cog-
nizance of evidence
produced by the Bureau
and the accused are not
gettingbails.Thecourts
could not resume regu-
lar trials during the
Covid period and only
emergency work was
being undertaken so,
big decisions weren’t
taken. But I am sure
that the way we are pro-
ducing evidence, there
will be improvement in
conviction rate too.
	
z Is manpower suffi-
cient?
Manpower is less. We
got some staff and pro-
cess is going on for re-
cruiting more staff.
There were restrictions
during Covid, but we
kept minimum 3 teams
at Jaipur and 1 each at
District Headquarters
always ready
. Our ADG
Dinesh MN is doing a
wonderful job. All staff
is motivated as they
even work during holi-
days. The entire credit
goes to the team and the
people, who have re-
posed faith in us.
	
z Do the complain-
ants sometimes feel
harassed after the
trap?
There was a State Gov-
ernment circular is-
sued in December 2019
that the genuine works
of people, who com-
plain against corrup-
tion, should be done on
priority. A committee
headed by Home Secre-
tary monitors such mat-
ters every two months.
So far, about Rs 10 crore
of complainants have
been released from var-
ious departments.
	
z There has been ACB
action in big institu-
tions like RPSC,
Board of Revenue etc.
Did the Bureau face
any difficulties there?
These cases indicate
institutional corrup-
tion like in RPSC,
Board of Revenue,
HPCL, JMC etc. These
cases started with indi-
viduals, but during in-
vestigation, we got
more leads and clues
and by inter-connect-
ing them we are trying
to take them to some
logical end. The trap of
an IRS (Shashank Ya-
dav) is also institution-
al corruption and our
teams waited for long
to take action.
	
z A number of traps
are laid regularly,
but there is no de-
crease in corruption.
What are the reasons
and how can it be
checked?
Actually, the supervi-
sory machinery in all
departments, as we see
in all cases, is very
sketchy and remote. If
senior officials regu-
larly monitor the staff
functioning and files, it
can be checked. There
has to be internal vigi-
lance at the level of the
HoDs and vigilance of-
ficers can be appoint-
ed. Wherever there is
scope for corruption,
the process should be
simplified and eye
should be kept on the
process.
	
z Any other innova-
tion in the Bureau?
We are focusing on
concept of ‘Lessons
Learnt’ so that sugges-
tions can be sent to the
government to curb
institutional corrup-
tion. Every IO is asked
to share experiences
in the case so some
measures can be sug-
gested to check graft
based on various
learnings. We have
suggested to simplify
process of NoC, where
most of the corrup-
tion happens. Despite
digitisation, land re-
cords have a lot of dis-
crepancies and there
is always scope for
corruption. Further,
we swap teams at in-
ter-district level as
sometimes, the com-
plainants feel hesitant
to approach the local
teams.
	
z What is your mes-
sage to the masses?
I would only like to say
that please do not pay
your hard-earned mon-
ey to corrupt people.

stateinthelimelight,evenduringthe
Covid period, is the Rajasthan Anti
Corruption Bureau. With one trap af-
ter another, the Bureau has set a re-
cord of the sorts not only in number of cases,
butalsoininnovations.OneIAS,oneIPS,7RAS,
4 RPS, and a number of other officials have
fallen in the inescapable net of the Bureau.
Fromrevampingthehelplinetorevisingthebar
of traps and boosting morale of the team, the
Bureau is witnessing an image makeover also
so that complainants can fearlessly approach it
to report the corruption in the system.

where the trio could not
reach a consensus was
the inclusion of Pilot
camp rebels in cabinet
since Gehlot also has to
think about the 102
MLAs who stood with
the government and did
not let it fall during Pi-
lot’s rebellion. There-
fore, KC and Maken sug-
gested Gehlot to take
recommendation of
each MLA on the topic
and constitute the Cabi-
net accordingly. With
Gehlot a heavyweight
of the ‘number game’,
how then will the Pilot
camp’s inclusion be
conducted now?
Meanwhile, on Sun-
day, after chairing a
meeting with PCC of-
fice bearers and party
leaders, Maken said,
“We are discussing the
Cabinet expansion, the
appointment of the dis-
trict and block-level
chiefs of Congress, and
appointments in boards
and corporations with
our leaders. Everyone
has said they would ac-
cept what the leader-
ship decides.”
Speaking to media
persons at PCC on Sun-
day, Maken informed
that he will visit the
state again on July 28-29
and a decision about the
Cabinet expansion will
be announced soon.
A senior leader said
party leadership is also
trying to look after oth-
er neutral camps in the
state. While another
source said that a one-
to- one meeting of
AICC in- charge Ajay
Maken with MLAs is
expected to be the last
major exercise to give a
final shape to the Cabi-
net expansion “We will
announce our decision
(regarding the state
Cabinet expansion)
soon. I will visit Ra-
jasthan again on July
28 - 29 to meet Congress
MLAs separately to
take their opinions on
the appointment of dis-
trict and block-level
Congress teams,” he
said.
Highly placed sourc-
es in the grand-old par-
ty said, “Ajay Maken
will also discuss with
the MLAs regarding
the appointment of
Boards Chairman and
District Congress
heads. An initial re-
port for the recommen-
dation of names for
district presidents has
been submitted to the
Pradesh Congress
Committee (PCC) and
AICC in- charge Ajay
Maken by the PCC ob-
servers.”
Meanwhile, Maken
on Sunday, stressed
that there is no contra-
diction among the par-
ty’s leaders in Ra-
jasthan on the issue of
cabinet reshuffle and
that they have ex-
pressed confidence in
the high command for
the decision. After
meeting ministers,
MLAs and office bear-
ers at the party office,
Maken said all of them
have unanimously left
the decision of the cab-
inet reshuffle on the
party High Command.
However, Maken did
not disclose a date for
the Cabinet expansion.

AICC General Secre-
tary (organisation) K C
Venugopal, arrived at
the party office in
Jaipur for the meeting.
He said issues like in-
flation and the Pegasus
matter were discussed.
“People of the country
are suffering from high
inflation, many have
lost jobs during the
pandemic, and instead
of spending money and
resources for people,
the central government
misused the resources
for snooping and spy-
ing on leaders, journal-
ists and judiciary. This
is highly condemna-
ble,” he said.
To a question on the
BJP’s allegations
against PCC chief and
Education Minister Go-
vind Singh Dotasra of
influencing the inter-
view process of the Ra-
jasthan Administrative
Services 2018 examina-
tion in favour of two
relatives, Maken said
Dotasra is being cor-
nered as he had target-
ed RSS leader Nimbar-
am and the BJP.
In anticipation: Leaders make a beeline for PCC!
In the BVG corruption matter, many big names cropped
up. The opposition leaders cautioned that the ACB offi-
cials should stay cautious as time will change and also
alleged that the Bureau acted at the behest of the govern-
ment. Do such things create adverse impact on the Bureau?
Actually, whenever we act against corruption, individ-
uals or groups have money power and they make their
efforts (to scuttle the probe). But our actions are pure-
ly law and evidence based. Like in the BVG action, nei-
ther we made the video, nor did we conduct surveil-
lance or tapped phones of anyone. On a news channel,
a video was broadcast in full public view wherein, there
were talks of money being demanded at the higher
level. We got the video clip, got it examined from ex-
perts who said it was an unedited video. There was is-
sue of payment of a public service in which a close
relative of a public servant (Rajaram Gurjar husband
of suspended JMC Greater Mayor Dr Somya) demanded
money. The public service provider (BVG company) of-
fered money and active presence of another person
(RSS pracharak Nimbaram) was there. Initially, we did
not have idea who the third person was. So, on the law
point, we are 100% true. Leaders can give any remark
and we do not have anything to comment on that. What-
ever we do, we are answerable to the court. The court
asked us questions and was satisfied with our answers.
The case is totally evidence and merit based and it is
not a proactive case by the ACB. The video appeared in
the public space and it is lawfully necessary to take
cognizance of crime that comes in the public domain.

z ACB has been active in Rajasthan
but of late, the number of traps have
recorded a sharp rise, even during the
corona crisis. What has happened?
Has corruption increased or there is
change in Bureau’s approach?
WehaveattemptedtochangetheBureau’s
approach from ‘reactive’ to ‘proactive.’
Earlier,therewasactionwheneveracom-
plaint was received or the complainant
came. Now, we have attempted to widen
the spectrum. We have started proactive
efforts to make people aware of ACB and
to increase the reach. We have asked all
units to approach organisations and as-
sociations to make them aware of the ex-
istence of the Bureau and not to give
hard- earned money to corrupt people.
There was a helpline (1064) which was
earlierhandledbyjuniorrankofficersso,
complainants hesitated to approach. We
gave responsibility of the helpline to an
ASP and an inspector rank officer, made
it 24X7, and publicised it. Based on a pub-
lic idea, a WhatsApp helpline 9413502834
was also launched in June 2020 and infor-
mation flow increased. Later, we started
‘
ACB Apke Dwar’ under which complain-
ant is not called to the Bureau office in-
stead, officials visit the complainant so
thatsecrecyismaintainedandconfidence
of complainant is built. Further, we
trained the staff wherein we also took
help of the CBI officials.

Kinnaur: At least nine tourists were killed and three others were injured in multiple landslides that took place on Sun- day in Himachal Pradesh’s Kinnaur district. For the new route from Jaipur to Srigan- ganagar under regional air connectivity, the Centre has categorical- ly refused to bear 80% of the cost under Viabil- ity Gap Funding. The state will now have to bear the expenses on its own. At present, central govt gives 80% of the amount for operation of flights in the state. Centre denies funds Under this scheme, 3 phases have been suc- cessfully completed but for 4th phase amount to be given by the Centre has been denied. SCRAP DEALER HELD BY CGST TEAM HARASSED FOR DOWRY, WOMAN DIES NEWS DIGEST Jaipur: While tightening the noose on illegal mining in the state, a team of officers conducted a surprise action near the forest area of Todarais- ingh of Tonk district and caught 22,680 tonnes of illegal mining and levied a fine of more than Rs 2 crore. The equipment confiscated in the action of the Mines Department is estimated to be worth more than Rs 50 lakh. Under the new strategy, Di- rector Mines KB Pandya constituted three teams of officers from different districts on July 23, and instructed them to report to Jaipur. Without any information the teams were then sent to the location which was to be raided. ACS, Mines, Dr Subodh Agarwal informed that in order to tighten the grip against illegal mining, it was decided to conduct raids by putting together officers of dif- ferent districts into surprise inspection teams on the lines of revenue departments. The incident has left Maya Devi Biyani, her son Anurag Biyani, daughter Richa Biyani, all from Sikar, and Deepa Sharma, a resident of Mansarovar in Jaipur, dead. In fact, many questions arise from the hard-line speech de- livered by Xi Jinping on this very historical moment. Questions such as what is the reason behind his venomous speech? Which are the refer- ent objects of the security challenges for him. Ironically , he made the threatening re- marks at the time when lots of voices were raised around the globe concerning the hu- man rights abuses and ac- tions being taken against Ui- ghur Muslims in Hong Kong and Xinjiang. It also indicates insecurity felt by him in the party due to declining legiti- macy within the party and outside and he wished to send a message for the strong con- sequences to anti-establish- ment forces. Similarly, another ques- tion is also being raised: why is China becoming so vocal about Taiwan? Historically, China claims Taiwan as an integral part of the United Republic of China. Notably, China is very upset about Western Countries’ engage- ment with Taiwan. It is fur- ther infuriated after discus- sion on Taiwan at the recent meeting of the G-7 Group of countries. The leaders of the G-7 group issued a statement calling for a peaceful settle- ment of the Taiwan Straits. On the other hand, the US also seeks to enhance the vital interests regarding Tai- wan. The US understands that China’s control on Tai- wan Would end the ‘ First Is- land Chins Defense’ policy and Beijing will become stra- tegically unbridled. Although, the US has no formal diplomatic relations with Taiwan. However, to keep China strategically bound in the Straits of Ma- lacca. The US expanded its influence on Taiwan. This is why Washington continues to provide financial and mili- tary aid to Taiwan. In view of China’s increasing interfer- enceinTaiwananditsaggres- sive attitude, the US started promoting Taiwan as an inde- pendent entity in Indo-Pacific region. Additionally, the in- creasing US vigilance to- wards China has also an- noyed Beijing. China is also unhappy with the way the US and its supporting countries are engaged in besieging Chi- na and its expansionist poli- cies through meetings of Quad, G-7 and NATO coun- tries. With all the reasons, if Xi Jinping makes Taiwan a part of the Republic of China by force in accordance with his resolution, the US will come to Taiwan’s aid in ac- cordance with the commit- ment of Taiwan Relations Act (TRA), 1979. In such a situa- tion, it would not be wrong to say that in the near future, Taiwan may become such a hot spot in the world, where the conditions of disastrous war between the US and Chi- na can be experienced. Speaking to ANI, one of the experts in the government-author- ised panel suggested it has “recommended government to in- crease vaccination and stick to non-pharmaco- logical interventions such as COVID-19 ap- propriate behaviour, wearing mask, social distancing and con- tainment zone.” As per the panel’s recommendations, the key is to strengthen health infrastructure and prepare adequate- ly so that up to 4 lakh cases every day can be handled. In addition, routine services are also to be maintained, they said. “This will need 2 lakh additional ICU beds with 1 lakh venti- lator beds. This will be in addition to vaccina- tions and Covid appro- priate behaviour,” sources told ANI. In order to tackle the COVID-19 situation and improve the health infrastructure of the country, the govern- ment has announced a Rs 23,000-crore COVID management package. Earlier, focus was only on cash trans- actions, but now focus is also on other favours. For instance, an RPS (Kailash Bohra) was caught for seeking sex- ual favours. There has been action on organ- ised corruption like transaction of commis- sion, cuts, and syndi- cates. In Disproportion- ate Assets (DA) cases also, we have achieved good success. We even call all our complain- ants for a ‘Tea interac- tion’ once a year. z What is status of pendency rate? Therewashugependen- cy and we have focused on disposal and clearing off the pending cases. In the last six months this year, we have disposed off 250 more cases as compared to 2020. Even as courts were closed due to Covid, the Bu- reau disposed off 55 more cases in these 6 months as compared to thelastyear.Wehaveset time limit of 2 months for disposing off trap cases and in 80% of the cases, the accused are still in the jail. z Does the Prosecu- tion Sanction remain an issue? For this, we are pursu- ing Prosecution Sanc- tion at the senior level now. Earlier, it was han- dled by Investigating Officer and there were delays. But now, it is be- ing looked after at my level (DG), the ADG and the IG level. We have ensured transparency and time bound action in disposal of cases. z What is situation of conviction rate? The courts appreciate evidence produced by us. In important cases, like a Collector (IAS In- dra Rao) and others, the courts have taken cog- nizance of evidence produced by the Bureau and the accused are not gettingbails.Thecourts could not resume regu- lar trials during the Covid period and only emergency work was being undertaken so, big decisions weren’t taken. But I am sure that the way we are pro- ducing evidence, there will be improvement in conviction rate too. z Is manpower suffi- cient? Manpower is less. We got some staff and pro- cess is going on for re- cruiting more staff. There were restrictions during Covid, but we kept minimum 3 teams at Jaipur and 1 each at District Headquarters always ready . Our ADG Dinesh MN is doing a wonderful job. All staff is motivated as they even work during holi- days. The entire credit goes to the team and the people, who have re- posed faith in us. z Do the complain- ants sometimes feel harassed after the trap? There was a State Gov- ernment circular is- sued in December 2019 that the genuine works of people, who com- plain against corrup- tion, should be done on priority. A committee headed by Home Secre- tary monitors such mat- ters every two months. So far, about Rs 10 crore of complainants have been released from var- ious departments. z There has been ACB action in big institu- tions like RPSC, Board of Revenue etc. Did the Bureau face any difficulties there? These cases indicate institutional corrup- tion like in RPSC, Board of Revenue, HPCL, JMC etc. These cases started with indi- viduals, but during in- vestigation, we got more leads and clues and by inter-connect- ing them we are trying to take them to some logical end. The trap of an IRS (Shashank Ya- dav) is also institution- al corruption and our teams waited for long to take action. z A number of traps are laid regularly, but there is no de- crease in corruption. What are the reasons and how can it be checked? Actually, the supervi- sory machinery in all departments, as we see in all cases, is very sketchy and remote. If senior officials regu- larly monitor the staff functioning and files, it can be checked. There has to be internal vigi- lance at the level of the HoDs and vigilance of- ficers can be appoint- ed. Wherever there is scope for corruption, the process should be simplified and eye should be kept on the process. z Any other innova- tion in the Bureau? We are focusing on concept of ‘Lessons Learnt’ so that sugges- tions can be sent to the government to curb institutional corrup- tion. Every IO is asked to share experiences in the case so some measures can be sug- gested to check graft based on various learnings. We have suggested to simplify process of NoC, where most of the corrup- tion happens. Despite digitisation, land re- cords have a lot of dis- crepancies and there is always scope for corruption. Further, we swap teams at in- ter-district level as sometimes, the com- plainants feel hesitant to approach the local teams. z What is your mes- sage to the masses? I would only like to say that please do not pay your hard-earned mon- ey to corrupt people. ACB is always there to serve you. Please come to us. Everyone has said they would ac- cept what the leader- ship decides.” Speaking to media persons at PCC on Sun- day, Maken informed that he will visit the state again on July 28-29 and a decision about the Cabinet expansion will be announced soon. While another source said that a one- to- one meeting of AICC in- charge Ajay Maken with MLAs is expected to be the last major exercise to give a final shape to the Cabi- net expansion “We will announce our decision (regarding the state Cabinet expansion) soon. I will visit Ra- jasthan again on July 28 - 29 to meet Congress MLAs separately to take their opinions on the appointment of dis- trict and block-level Congress teams,” he said. An initial re- port for the recommen- dation of names for district presidents has been submitted to the Pradesh Congress Committee (PCC) and AICC in- charge Ajay Maken by the PCC ob- servers.” Meanwhile, Maken on Sunday, stressed that there is no contra- diction among the par- ty’s leaders in Ra- jasthan on the issue of cabinet reshuffle and that they have ex- pressed confidence in the high command for the decision. In anticipation: Leaders make a beeline for PCC! In the BVG corruption matter, many big names cropped up. The opposition leaders cautioned that the ACB offi- cials should stay cautious as time will change and also alleged that the Bureau acted at the behest of the govern- ment. Do such things create adverse impact on the Bureau? Actually, whenever we act against corruption, individ- uals or groups have money power and they make their efforts (to scuttle the probe). But our actions are pure- ly law and evidence based. Like in the BVG action, nei- ther we made the video, nor did we conduct surveil- lance or tapped phones of anyone. On a news channel, a video was broadcast in full public view wherein, there were talks of money being demanded at the higher level. We got the video clip, got it examined from ex- perts who said it was an unedited video. There was is- sue of payment of a public service in which a close relative of a public servant (Rajaram Gurjar husband of suspended JMC Greater Mayor Dr Somya) demanded money. The public service provider (BVG company) of- fered money and active presence of another person (RSS pracharak Nimbaram) was there. Initially, we did not have idea who the third person was. So, on the law point, we are 100% true. Leaders can give any remark and we do not have anything to comment on that. What- ever we do, we are answerable to the court. The court asked us questions and was satisfied with our answers. The case is totally evidence and merit based and it is not a proactive case by the ACB. The video appeared in the public space and it is lawfully necessary to take cognizance of crime that comes in the public domain. What has happened? Has corruption increased or there is change in Bureau’s approach? WehaveattemptedtochangetheBureau’s approach from ‘reactive’ to ‘proactive.’ Earlier,therewasactionwheneveracom- plaint was received or the complainant came. Now, we have attempted to widen the spectrum. We have started proactive efforts to make people aware of ACB and to increase the reach. We have asked all units to approach organisations and as- sociations to make them aware of the ex- istence of the Bureau and not to give hard- earned money to corrupt people. There was a helpline (1064) which was earlierhandledbyjuniorrankofficersso, complainants hesitated to approach. We gave responsibility of the helpline to an ASP and an inspector rank officer, made it 24X7, and publicised it. Based on a pub- lic idea, a WhatsApp helpline 9413502834 was also launched in June 2020 and infor- mation flow increased. Later, we started ‘ ACB Apke Dwar’ under which complain- ant is not called to the Bureau office in- stead, officials visit the complainant so thatsecrecyismaintainedandconfidence of complainant is built.
