Chandigarh: Illegal
sand mining is taking
place in Punjab Chief
Minister Charanjit
Singh Channi’s con-
stituency, and theft of
sand worth `20,000
crore is underway in
the state, AAP nation-
al convener Arvind
Kejriwal claimed on
Tuesday
.
Kejriwal, the chief
minister of Delhi, also
demanded an inde-
pendent probe into the
alleged illegal sand
mining in Channi’s
home constituency
and the registration of
an FIR.
Kejriwal is in Am-
ritsar on a day-long
visit ahead of the as-
sembly elections in
Punjab scheduled for
early next year.
“If illegal mining is
going on in the chief
minister’s own con-
stituency then it is dif-
ficult to think that he
(Channi) is not aware
about it,” the Delhi
chief minister said
outside the Amritsar
airport.
Kejriwal’s accusa-
tions comes days after
his party’s leader Ra-
ghav Chadha made a
surprise visit to Jin-
dapur village in Cham-
kaur Sahib and
claimed that illegal
sand mining activity
was going on in Chan-
ni’s home constituen-
cy
.
Channi had on Sun-
day refuted Chadha’s
claims.
Kejriwal sought to
know who was patron-
ising alleged illegal
sand mining in Chan-
ni’s constituency
.
“People of Punjab
want to know whether
he is the owner or has
partnership in the il-
legal sand mining in
his constituency or is
he patronising it,” he
said.
“What is the truth
and it should come
out,” he told reporters
in Amritsar.
Kejriwal said for-
mer chief minister
Amarinder Singh had
said a few days back
that there were several
MLAs and ministers
who either patronise
illegal sand mining or
are involved in it.
The AAP leader also
alleged that illegal
mining was taking
place in a large scale in
Punjab.
“If people who are at
the helm are involved
in it and ministers and
the chief minister face
such accusations then
where the public will

opment take place,” he

raised in the petition, re-

New Delhi: The Delhi
High Court on Tuesday
directed Delhi Police to
ensure that shopkeepers

The direction of the
Delhi High Court came
while hearing a plea
seeking direction to take

duty themselves and for
not implementing COV-
ID-19 guidelines in soci-
ety even after many or-
ders passed by the Min-

journed the matter for
January 2022 and asked
the petitioner to implead
as a party to police per-
sonnel allegedly violat-
ing covid guidelines and

petitioner.
Petitioner Shalen

New Delhi: Despite all
the talk and lobbying,
the suspension of MPs
of Rajya Sabha does not
seem to be ending any
time soon. Rajya Sabha
Chairman Venkaiah
Naidu and Leader of the
House in Rajya Sabha
Piyush Goyal have
made it clear that the
suspended MPs are not

suspension will not end.
On the other hand,
the suspended MPs and
their parties—Con-
gress, Shiv Sena, Trina-
mool Congress, CPM

refused to express re-
gret or apologise. Just
think, how much will
the government benefit
if the suspension of 12
Opposition MPs is not
revoked.
Despite all its efforts,
the ruling coalition has
not been able to get a
majority in the Rajya
Sabha and has to take
indirect help of parties
like YSR Congress, BJD,
BSP etc. to get the neces-
sary bills passed. Their
leaders help the govern-
ment by voting or by
abstaining from voting.
But there are also many
bills, on which there is a
dilemma for them as
well. For example, in
this session, the govern-
ment has to pass a bill to
extend the tenure of di-
rectors of CBI and ED to
five years. Most of the
Opposition parties are
opposing it but now the
government doesn’t
care. In the absence of
these 12 MPs, only the
BJP and the parties in

Initiating the de-

RALLIES IN UP
MARKS BEGINNING

t was a day of rallies
in Uttar Pradesh, one
addressed by Prime
Minister Narendra
Modi in Chief Minis-
ter Yogi Adityanath’s constitu-
ency Gorakhpur and the other
by Samajwadi Party chief Akh-
ilesh Yadav and RLD chief Jay-
ant Yadav in Meerut. The Prime
Minister came with a bagful of
goodies which included an
AIIMS facility, a fertiliser plant
and ICMR’s Regional Medical
Research Centre costing over Rs
9600 crore. The Prime Minister
also addressed a rally in which
he attacked Akhilesh. Indirectly
referring to SP as “red caps” the
PM cautioned his audience
against their return to power.
Never mind the other political
parties in the fray
. The repeated
reference to the SP at different
rallies by the PM and other BJP
leaders has made the forthcom-
ing state elections a straight con-
test. Far away in Meerut, Akh-
ilesh and Jayant also addressed
a massive rally in the land of Jat
farmers. To PM’s “red cap” jibe,
the SP chief tweeted that “red
cap will oust BJP”.
I
lastic waste of all
shapes and sizes
permeates the
world’s oceans. It
shows up on
beaches, in fish and even in
Arctic sea ice. And a new re-
port from the National Acad-
emies of Sciences, Engineer-
ing, and Medicine makes
clear that the U.S. is a big
part of the problem.
As the report shows, the
U.S. produces a large share of
the global supply of plastic
resin – the precursor mate-
rial to all plastic industrial
and consumer products. It
also imports and exports bil-
lions of dollars’ worth of
plastic products every year.
On a per capita basis, the
U.S. produces an order of
magnitude more plastic
waste than China – a nation
often vilified over pollution-
related issues. These find-
ings build off a study pub-
lished in 2020 that concluded
that the U.S. is the largest
global source of plastic
waste, including plastics
shipped to other countries
that later are mismanaged.
And only a small fraction
of plastic in U.S. household
waste streams is recycled.
The study calls current U.S.
recycling systems “grossly
insufficient to manage the
diversity, complexity and
quantity of plastic waste.”
As scientists who study ef-
fects of plastic pollution on
marine ecosystems, we view
this report as an important
first step on a long road to
reducing ocean plastic pollu-
tion. While it’s important to
make clear how US is con-
tributing to ocean plastic
waste, we see a need for spe-
cific, actionable goals and
recommendations to miti-
gate the plastic pollution cri-
sis, and would have liked to
see the report go further in
that direction.

P
ven as the Grand old Party is
on the wane nationwide,
West Bengal Chief Minister,
Mamata Banerjee, seems to
be in a hurry and is rushing
in to stake TMC’s claim to
grab the Opposition baton at
the national level.
Of late,Mamatahasmadeit

shoulder Sonia Gandhi by
staying away from meeting
her during her recent visit to

Arvind Kejriwal busy cam-
paigningindifferentstatesfor
the upcoming Assembly elec-
tions in Punjab, Goa and Utta-
rakhand, Mamata has seized
the opportunity to take the
lead in Opposition politics.
Maintaining a “distance”
from the Congress, Mamata
has made extensive visits to
other Opposition camps to
catapult TMC into the centre
stage of the Opposition poli-
tics.
Unlike her earlier attempts
to garner support to form the
Opposition alliance, Mamata
this time is not only visiting
the Opposition leadership
but her attempt has been to
expand her party’s imprint
across the nation by induct-
ing leaders from various par-
ties – AND especially the
Congress!
TMC went several notches
in this regard when it said,
“Congress is a failure...UPA
is over...,” this was mentioned
by Trinamool Congress in its
latest attack on the Congress
and the “squabble over its
leadership” in TMC’s mouth-
piece Jago Bangla, the TMC
yet again launched a scathing
attack on the Congress, say-
ing that the party “has locked
itself in the freezer”.
Not stopping at that, Didi
went on to say “What is UPA?
There is no UPA,” Banerjee
told reporters after meeting
Nationalist Congress Party
(NCP) chief Sharad Pawar at
his residence on the second
day of her three-day visit to
Mumbai. On Tuesday, Baner-
jee met leaders of the Shiv
Sena, the biggest constituent
of Maharashtra’s ruling alli-
ance that also comprises the
NCP and Congress.
“Despite being the largest
opposition party, the Con-
gress has locked itself in the
freezer...Instead of organiz-
ing people’s movements, Con-
gress leaders have locked
themselves up in their house,
happily tweeting,” the TMC
said in the editorial titled
‘Congress in deep freezer’.
“Despite questions about
the leadership crisis, the
Congress has gone dormant
and not even aggressively
countering it,” the TMC said.
Picking up from Ghulam
Nabi Azad recent tweet…
“The Congress remains rid-
dled with internal squabbles
over leadership,” the TMC
also referred to this state-
ment in its editorial and went
on to say the Congress leader
“has openly stated how there
is no hope for the Congress to
return to power in the next
Lok Sabha polls”.
“...the party is gradually
moving away from power --
what the TMC has been reit-
erating in recent times,” The
TMC said in its editorial.

In the editorial, the TMC
said Mamata Banerjee has
been handed over the onus of
the “coalition of the Opposi-
tion forces”.
“The country today needs
a coalition of the Opposition
forces and that onus has been
handed to the TMC supremo
by the Opposition, because
she is the most popular and
most acceptable face of the
Opposition. Everyone is look-
ing up to her,” TMC said.
Taking this stand further,
aspartof theTMC’sblueprint
to expand nationally…,
Mamata has been especially
inductingleadersof Congress
into her party
. In Goa, TMC
got hold of the prized former
CMandCongressleaderLuiz-
inho Faleiro. During her visit
tothecoastalstate,tennisstar
Leander Paes was inducted
into the TMC.
TMC on October 25, induct-
ed two senior Congress lead-
ers of UP, Rajeshpati Trip-
athi,anex-MLC,andLalitesh-
pati Tripathi, a former UP
Congress vice-president and
an ex-MLA. Rajeshpati and
Laliteshpati are, respectively
,
grandson and great-grandson
of late UP Congress stalwart
and former Chief Minister
Kamalapati Tripathi.
Meanwhile, her nephew
and party national general
secretary Abhishek Banerjee
is playing a pivotal role in
TMC’s expansion plan in sev-
eral Northeastern states
such as Tripura, Meghalaya
and Assam.
Displaying her ambition to
spread across nationally,
Mamata in Mumbai also held
an interaction session with
civil society members, with
Javed Akhtar, Medha Patkar,
Mahesh Bhatt, Swara
Bhaskar, Richa Chadha and
stand-up comedian Munawar
Faruqui among others.
As the winter session of
Parliament, the TMC decided
to stay away from the Con-
gress-held meetings of the
Opposition parties.
Theimage-consciousTMC,
it seems, is planning to build
a “brand” as an alternative to
the Congress and to project
Mamata as a key leader of
the Opposition force which
can give a “credible fight” to
the BJP in the 2024 Lok Sab-
ha polls.

New Delhi: The gov-
ernment is consider-
ing appointing the
Securities and Ex-
change Commission
of India (Sebi) to
oversee cryptocur-
rencies as authorities
are trying to classify
them as financial as-
sets.
PM Narendra Modi
government, who
plans to introduce the
law in an ongoing par-
liamentary session,
will probably give
crypto holders a dead-
line to declare their
assets and meet the
new rules, people in
the know of develop-
ment said.
One said the bill is
likely to use the
term “cryptoassets”
rather than “crypto-
currency” and does
not mention the cen-
tral bank’s plans to
create its own digital
currency. According
to proposal, people
said the offender
could be fined 200 mil-
lion rupees or sen-
tenced to 1.5 years in
prison.
As Bloomberg
News previously re-
ported, the govern-
ment may also con-
sider setting mini-
mum thresholds for
investing in crypto
assets to protect small
investors.
Finance Minister
Nirmala Sitharaman
last week said
that the government
was rewriting its
previous bill,
which had pro-
posed a ban on
all private
cryptocurren-
cies, to take
into account
new develop-
ments.
She added
that there was
no proposal to
recognize Bit-
coin as the do-
mestic currency.
According to an
Oct report from
crypto analysis firm
Chainalysis, the In-
dian crypto market
grew 641% in the
year to June 2021. The
government is cur-
rently considering
taxing profits from
digital currencies and
is required to impose
stricter rules on trad-
ing virtual coins due
to the unregulated na-
ture of the business.

lated crypto market

Sebi amends delisting
rules to make MA
more convenient
New Delhi: Sebi has amended
rules pertaining to delisting of
equity shares of a company
following an open offer as part
of efforts to make merger and
acquisition transactions for
listed companies more conven-
ient.
Under the new frame-
work, promoters or ac-
quirers need to dis-
close their in-
tention to
delist the
f i r m
through an
initial pub-
lic announce-
ment, accord-
ing to a notifica-
tion.
If the acquirer is
desirous of delisting
the target company, the
acquirer must propose a
higher price for delisting
with suitable premium over
open offer price.
In case the open offer is
for an indirect acquisition,
the open offer price and
indicative price will be
notified by the acquirer at
the time of making the de-
tailed public statement and in
the letter of offer.
“The indicative price shall
include a suitable premium re-
flecting the price that the ac-
quirer is willing to pay for the
delisting offer with full disclo-
sures of the rationale and jus-
tification for the indicative
price so determined that can
also be revised upwards by the
acquirer before the start of the
tendering period,” Sebi said in
a notification on Monday
.
In the existing framework, if
an open offer is triggered, com-
pliance with takeover regula-
tions could take the incoming
acquirer’s holding to above 75
per cent or perhaps even 90 per
cent.
However, to ensure compli-
ance with the Securities Con-
tract (Regulation) Rules, the
acquirer would be forced to
first bring his stake down to 75
per cent as the Sebi delisting
norms would not let the ac-
quirer even to attempt at
delisting unless the
h o l d - ing is first
brought down to
7 5 % .

OCT-SEPT TERM
India amongst the most unequal countries in the world
New Delhi: As per the
‘World Inequality Re-
port 2022’, India is
among the most une-
qual countries in the
world, with rising pov-
erty and an ‘affluent
elite.’
The report high-
lights that the top 10%
and top 1% in India
hold 57% and 22% of
the total national in-
come respectively
while the bottom 50%
share has gone down to
13%. The report was
authored by Lucas
Chancel and co-ordi-
nated by renowned
economists Thomas
Piketty, Emmanuel
Saez and Gabriel Zuc-
man.
The average nation-
al income of the Indian
adult population is
`2,04,200. Here, the bot-
tom 50% of earns
`53,610 while the top
10% earns `11,66,520,
over 20 times more.
The report goes on to
say that over the past
three years, the quality
of inequality data re-
leased by the govern-
ment has seriously
deteriorated which
has made it particu-
larly difficult to as-
sess recent inequality
changes.
The report notes
that the share of public
wealth across coun-
tries has been on a de-
cline for decades now.
Public assets typically
include public build-
ings, housing adminis-
trations, schools, uni-
versities, hospitals and
other public services.
The ‘secular decline’ in
public wealth and rise
in private wealth was
exacerbated by
the outbreak of the
coronavirus pandemic.
The report says that

ulated economies. In
India, particularly,
private wealth went
up from 290% in
1980 to 560% in
2020.
Going back in time,
the report shows that
the income inequality
in India under the Brit-
ish colonial rule (1858-
1947) was very high,
with a top 10% income
share around 50%. Af-
ter independence, due
to socialist-inspired
five-year plans, this
share was reduced to
35-40%. Owing to poor
post-Independence eco-
nomic conditions, In-
dia embarked upon de-
regulation and loosen-
ing controls in the
form of liberalisation
policies. The report ar-
gues that these policies
have led to one of the
most extreme increas-
es in income and
wealth inequality ob-
served in the world. It
says that while the top
1% has largely benefit-
ed from these econom-
ic reforms, the growth
among low and middle-
income groups has
been relatively slow
and poverty persists.
—Agencies
The average household wealth in India is
around `9,83,010. The bottom 50% of the
nation can be seen to own almost nothing, with
an average wealth of `66,280 or 6% of the total
pie.
The middle class is relatively poor with an
average wealth of `7,23,930 or 29.5% of the
total.
The top 10% owns 65% of the total wealth,
averaging `63,54,070 and the top 1% owns
33%, averaging `3,24,49,360.
In 2021, the wealthiest 10% of the
population own 65% of total household
wealth in India.

adding that among
the 22 HFIs, full re-

levels of these 19 eco-
nomic indicators, the
Centre said, are high-
er in September, Oc-
tober and November
this year, as com-

during the same
months in 2019.
“High Frequency

the progress of eco-
nomic recovery in In-
dia since the first
Covid-19 case was re-
ported in January
2020. Among the 19
indicators which

covery, the improve-
ment in some is at
way more than 100
per cent. These in-
clude E-way bill vol-
ume, merchandise
exports, coal produc-
tion, rail freight etc.
This suggests that not
only is the recovery
complete, the eco-
nomic growth is now
gathering momen-
tum over the pre-pan-
demic levels of out-
put,” PTI quoted offi-
cials as saying.
As per the latest
data, E-way bill vol-
ume was at `7.4 crore
in October 2021, up
139 per cent from Oc-
tober 2019. The rise
for merchandise im-

recorded at 146%,

Lucknow: With caste politics playing significant
role in boosting the electoral prospects of vari-

which has entered into alliance with several
caste-based smaller parties, seems to have
made considerable headway in matching the
ruling BJP, which has aggressively pursuing
“Mandal and Kamandal” politics in the run up
to 2022 elections. Though trying to keep away
from BJP’s Kamandal poitics and not fall into its
trap, the SP has also been following in the foot-
prints of saffron brigade to sew up cased-based
alliances. The apparently rising graph of the SP
has given enough indication that by and large in
most of the constituencies the contest is likely to
be between BJP and SP as against triangular or

at Air Suvidha Portal.
The portal was
launched in August
2020 and now has been
strengthened to accom-

kind digital portal for
easing international
passenger arrival in In-

oped by MOCA aids pas-

their details of travel
and final stay along
with RTPCR, Vaccina-

state officials in contact

To ensure the preven-

Indian National Birds are born in an incubator

Pingori (Pune): Pea-
hens are very wary dur-
ing the breeding season.
They lay eggs on ground
on farm bunds or con-
ceal them in thorny veg-
etation. If they are
found by humans or if
the hens get disturbed,
the peahens abandon
the eggs. Since it is a
Schedule 1 bird under
WLP Act 1972, handling
the eggs is prohibited.
However, out of sym-
pathy, people rescue the
eggs and keep them un-
der chicken for warm-
ing and assist hatching.
However, in such cases,
due to mismatch in the
size of the small brood
patch of the poultry
chicken and larger size
of peahen eggs, the eggs
most often than not,
fail. So also, this is not
allowed by law.
The ELa Foundation
experts succeed in suc-
cessfully hatching pea-
fowl eggs in an artificial
home made incubator at
the ‘ELa Transit Treat-
mentCenter’atELaHab-
itat, Pingori. The centre
is run by Maharashtra
Forest Department and
ELa Foundation.
“We are glad that four
peafowl eggs hatched
with 100% success. This
happened for the first
time in India and it
paves the path for the
survival of abandoned
peafowl eggs or any
other avian eggs, which
would otherwise be
doomed,” said Dr Satish
Pande, a famous bird
researcher and Found-
er of ELa Foundation.
The temperature and
humidity should be
maintained correctly
and eggs need frequent
turning. We can guide
other Forest Depart-
ment approved centers
for helping the peafowl
eggs to hatch.
“Today
, the incubator
born peafowl chicks are
growing well at ELa
Transit Treatment
Center, Pingori. They
will soon be re-wilded in
their natural habitats.
The successful hatching
of Indian peafowl eggs,
for the first time ever in
the country, in an incu-
bator opens new hope
for abandoned eggs,” Dr
Pande said.

t wasn’t until I was in
my second job, several
years after college,
that I had developed
my own Emotional In-
telligence. And then it
hit me. I had suffered
as a consequence of my primi-
tive emotions-management
when in actual fact, had I the
foresight and maturity to have
worked on my own EQ earlier
on in life, I could have benefit-
ted immensely as a student.
Emotional Learning, along
with all and any types of cogni-
tive education, is absolutely
vital in order to optimize one’s
productivity. Generally, we
make the mistake of equating
emotional learning only with a
superficial level of social skills,
otherwise known as a
good bedside man-
ner. However,
along with
that key fac-
tor called
g o o d
social
skills, emotional learning un-
derstanding can stand as the
difference between success at-
tained, and success denied!
How, let us find out.
WHAT IS IT?
So how could I have been a bet-
ter student and a learner if I
had good Emotional Learning?
In order to understand that, let
us first demystify and simplify
Emotional Learning in the first
place. EQ, Emotional Quotient,
a measure similar to IQ, is a
term, not unlike Emotional
Learning itself, that is thrown
around a lot these days. This
kind of jargon has become
fashionable to use, with-
out properly discerning
what it essentially
means. Let us first do
that.
The acknowledg-
ment, recognition
and acceptance of
one’s own range of
different emotions is the start
of developing one’s emotional
learning or intelligence. It
means that as human beings,
we experience a myriad of emo-
tions, some positive, others
negative.
That each has a reason, a
place, a space, a function. And
each has pros and cons but
more importantly, each can be
USED to harness good within
us. Let me give you a simple ex-
ample. Say one is feeling angry
.
If we did not have a well-devel-
oped emotional understanding
of our own emotions, we would
‘waste’ that anger by directing
it negatively, screaming at a
loved one, for instance. The
same anger, if we focused on
recognizing it objectively
, could
be channelized positively by
, for
example, going and having a
great workout at the gym!
Therein lies the difference be-
tween emotional intelligence,
and emotional ignorance.
FOR STUDENTS
Now we can relate this emo-
tional enlightenment to stu-
dents and their lives.
In today’s high-stress student
lives with grades/performance
pressure, recognition of emo-
tions would be immensely de-
sirable as it would help them
cope better with frustration,
disappointment and the almost
everyday mountain of high ex-
pectations that they experience.
With a better understanding
of their own emotions, they
will also be able to ‘manage’
their emotions in a more ma-
ture manner. Negative emo-
tions will either be dissipated
using constructive activities
such as sport, or their effects
will last much lesser than they
ordinarily would (because they
have an intellectual apprecia-
tion of their emotions’ origins)
and therefore leave MORE time
in a better, more positive frame
of mind, having dealt with the
negativity quicker and more ef-
fectively
.
Finally, this will reflect in
their regular and exam-related
grades because if through the
year they are in a relatively
happier and calmer emotional
state, naturally that will trans-
late into better preparedness
for exam-time, leading to tangi-
bly better results as well! A win-
win situation for all concerned
– student, school, sponsor.
Students are, at the end of
the day, a set of people who will
grow up to occupy the next gen-
eration of our beloved planet.
For a moment if we broaden
the scope of this subject and
think, is it not important, aside
from good grades, for the planet
to be inhabited by individuals
who are happy, calm, at peace
with themselves, and content;
we will find that developing
emotional intelligence in our
children isn’t just about scho-
lastic performance, rather a
vital prerequisite to solving
many of the human race’s
problems.
So as adults who constitute
the roles of teachers, parents,
caregivers, educators, guardi-
ans, friends and guides to chil-
dren, we owe it to them to help
them develop their emotional
centers, so that we can all look
upon a tomorrow that is bright,
healthy, and full of happy po-
tential.
