The Centre on Thursday
widened stimulus measures
to boost the economy by
announcing a “Aatmanirbhar
Bharat” package that includes
tax relief on select home sale
deals, enhanced credit guaran-
tee programme for small busi-
nesses and incentives for new
job creation.
The measures that also
include additional fertiliser
subsidy and already announced
production-linked incentive
scheme for manufacturing
units totalled `2.65 lakh crore,
taking the cumulative stimulus
package announced since the
lockdown to almost `30 lakh
crore, or 15 per cent of the
Gross Domestic Product
(GDP).
It also includes additional
funding for real estate devel-
opers and contractors, a new
employment scheme and addi-
tional spending on the rural
jobs plan.
Prime Minister Narendra
Modi has asserted that the
“Aatmanirbhar Bharat” package
continues his Government’s
efforts to help all sections of
society. In a tweet, he said these
initiatives will help create jobs,
alleviate the stressed sectors,
ensure liquidity, boost manu-
facturing, energise the real
estate sector and support
farmers.
Finance Minister Nirmala
Sitharaman cited data, includ-
ing increase in tax collections
for goods and services, rise in
energy consumption and
improvement in bank credit, to
state that the economy was see-
ing “strong recovery” taking
root.
The Indian economy has
recovered from its worst-ever
contraction of 24 per cent in
the April-June quarter but will
end up shrinking by close to 10
per cent in the fiscal year to
March 2021. But she saw hope
in the RBI predicting a strong
likelihood of growth in the cur-
rent quarter.
Doubling down on the
previously announced mea-
sures, she said Income Tax law
will be relaxed to allow prima-
ry or first sale of housing units
of up to `2 crore at a price that
can be 20 per cent below the
stamp duty circle rate.
Currently, the law restricts
differential between circle rate
and agreement value at 10 per
cent, and “the move will help
reduce hardships faced by both
home-buyers and the develop-
ers and help clear unsold inven-
tory,” she said.
Under the new job creation
scheme, the Government will
provide a subsidy equal to the
contribution that an employee
and the employer have to make
towards the retirement fund
(totaling 24 per cent of the
wages) to establishments that
hire new employees or re-hire
those it fired during Covid-19
pandemic, she said.
The `3 lakh crore
Emergency Credit Line
Guarantee Scheme (ECLGS),
under which small businesses
can get collateral-free loans, has
been extended till March 31,
2021.
The same has also been
extended to 26 stressed sectors
identified by a high-level com-
mittee as also the healthcare
sector. The companies will get
a one-year moratorium on
loans and four more years to
repay the amount, she said.
Sitharaman counted a pro-
duction-linked incentive pro-
gramme worth `1.46 lakh crore
for manufacturing units,
already approved by the
Government, as part of the 12
support measures unveiled on
Thursday.
In the past, `51,355 crore
of incentives has been provid-
ed for mobile manufacturing,
drug intermediaries and man-
ufacturing of medical devices
and now automobiles, tele-
com, textile and food products,
white goods, specialty steel
and electronic products have
been included.
An additional outlay of
`18,000 crore will be made
towards the affordable urban
housing programme, she
said.
To provide higher liquidi-
ty to contracts, the
Government has decided to
lower the earnest money
deposit for projects till
December 31, 2021.
Also, `10,000 crore was
provided for rural employ-
ment, `3,000 crore to Exim
Bank for extending lines of
credit, and `10,200 crore addi-
tional budget outlay for defence
and infrastructure.
A `900 crore grant was
made to the Department of
Biotechnology for Covid-19
vaccine research, she said,
adding this did not include the
cost of procuring and distrib-
uting the vaccine which will be
established later.
Sitharaman said the
Government will provide
`65,000 crore of additional
subsidy on fertiliser to ensure
the crop nutrient is available to
farmers during the current
season.
The measures are the
Government’s latest efforts to
boost the economy, which
slipped into an unprecedented
recession after gross domestic
product probably declined for
a second straight quarter in the
three months ended
September.
The `29.87 lakh crore
stimulus package, spread over
five announcements over the
past few months, includes
`12.71 lakh crore of liquidity
boosting measures by the RBI.

welcomed the bouquet of
measures and said these would
deliver festive cheer and have
a multiplier effect on the
growth trajectory through
support to stressed sectors,
thrust to job creation
and increased private
investments.
“It is heartening to note
that despite fiscal constraints,
the Government chose to has-
ten the recovery process by
spending an additional Rs 2.65
lakh crore, thus taking the
cumulative fiscal stimulus (till
date) to Rs 17.2 lakh crore or
9 per cent of GDP,” said Uday
Kotak, CII president.

to take oath as

Nitish Kumar may take oath
as Bihar Chief Minister
for a fourth successive term
next week but the date has not
been finalised yet, a close aide
said on Thurday.
However, speculation is
rife in political circles that he
will be sworn in on Monday,
the day “Bhaiyya Dooj” festival
will be celebrated, as it is con-
sidered an auspicious day.
He will visit the State party
headquarters later Thursday
to meet the newly elected
MLAs and other JD(U) func-
tionaries.
Raj Bhavan sources said
they have not received any
communication about when
the swearing-in ceremony will
take place.
Before he is sworn-in as the
Chief Minister again, Nitish
Kumar has to tender his resig-
nation to the governor.
The newly elected MLAs of
the NDA are yet to meet for-
mally and elect Kumar as their
leader.
However, with top BJP
leaders, including Prime
Minister Narendra Modi,
strongly endorsing Kumar as
the Chief Minister, there are no
doubts over a fourth straight
term for him in the high office.

Talking to reporters for
the first time after the NDA’s
victory, Nitish said the date for
his swearing-in ceremony will

meeting of all the four NDA
constituents on Friday.
He said it is for the alliance
spearhead BJP to take a call on
whether to retain the LJP in the
NDA. “You make suggestions
to this effect,” Nitish replied
laughingly when asked whether
he would ask the BJP to drop
the LJP from the NDA at the
Centre in the wake of its
brinkmanship that scuppered
the chances of JD(U) candi-
dates in several seats.
“In any case, it is for the
BJP to decide. I have nothing
to say in the matter,” said
Nitish.

has issued showcause notice to
Twitter for not showing Leh as
part of Ladakh.
The notice dated
November 9 asked Twitter to
explain within five working
days as to why legal action
should not be initiated against
it for disrespecting India’s ter-
ritorial integrity.
Earlier Twitter faced sum-
monsfrom Parliamentpanelfor

apologised. The IT Secretary
also wrote to Twitter head Jack
Dorsey on this matter.
After the Parliamentary
panel headed by Meenakshi
Lekhi warned the Twitter rep-
resentatives of facing seven
years in jail, the US-based
company submitted a written
apology.

the Secretary, Ministry of
Electronics and IT, wrote to
Twitter CEO Jack Dorsey rais-
ing objection to that.
In response to that Twitter
removed showing Leh as part
of People’s Republic of China,
but it has not corrected the map
to show Leh as part of the
Union Territory of Ladakh.

part of Jammu & Kashmir,
which is against the official
position of the Government of
India,” said the Ministry in a
statement.

The Pune-based Serum
Institute of India (SII) and
Indian Council of Medical
Research (ICMR) on Thursday
announced the completion of
enrolment of phase-3 clinical
trials for potential Covid-19
vaccine “Covishield” in India.
The world’s largest vac-
cine manufacturer SII and
Union Health Ministry’s
research wing ICMR are cur-
rently conducting phase 2/3
clinical trials of Covishield at 15
different centres across the
country. The drugmaker said in
a statement that as many as
1,600 participants were
enrolled on October 31.
“The strategic alliance
between SII and the ICMR will
advance India’s role in the
global race to develop Covid-
19 vaccines,” further said the
statement.
The ICMR has funded the
clinical trial site fees while
Serum Institute has funded
other expenses for the
vaccine.
The SII said that the trials
of the Oxford vaccine have
shown promising results, which
“so far give confidence that
Covishield could be a realistic
solution to the deadly pan-
demic”.
Among the vaccines being
developed in India, Covishield
is in the most advanced stage
of human testing. Based on the
phase 2/3 trial results, SII with
the help of ICMR will pursue
the early availability of this
product for India, the compa-
ny said, adding that it has
already manufactured 40 mil-
lion doses under the at-risk
manufacturing and stockpiling
license from DCGI.
Apart from Covishield,
developed at the Pune labora-
tory with a master seed from
Oxford University/AstraZeneca,
ICMR and SII have also collab-
orated for clinical development
of Covovax developed by US-
based Novavax. The Oxford
Covid vaccine is currently
being tested in large efficacy
trials in the UK, Brazil, South
Africa and the US.

Covishield’s Phase-3 trial enrolment complete

With the likelihood of with-
drawal of tanks and
heavy guns from the Line of
Actual Control (LAC), India
and China may also dismantle
new structures in the Pangong
Tso (lake) area.
The two sides had built
structures like barracks to lodge
additional troops rushed to
the LAC as part of military
build-up. China had also built
a jetty at the lake leading to
strong protest by India.
The proposed removing
of the structures is part of the
proposed three-step plan to
disengage and de-escalate from
the LAC in eastern Ladakh. If
the proposals, including pulling
back tanks and additional
troops from the border, are
agreed upon in the ninth round
of talks between the Corps
Commanders in the next few
days, the disengagement may
begin in middle of next
month.

three-stage proposed plan,
which was discussed during the
eighth round of Corps
Commander talks on
November 6, sources said here
on Thursday the two sides
may also agree to have a buffer
zone between “Finger 4” and
“Finger 8” area at the Pangong
lake. Mountain spurs are
referred to as Finger.
This comes against the
backdrop of the face off there
in early May starting after the
Chinese troops blocked an
Indian Army patrol between
“Finger 4 and 8”. While India
reiterated it was within its
zone, China claimed it was not
so. It led to exchange of blows
between the two armies.
The two armies may also
pull back partially from south
bank of the Pangong lake. The
Indian Army had occupied
crucial high points after the
Chinese tried to forcibly enter
that zone in August. The Indian
troops occupied strategic
heights in the Mukhpari,
Rezang La and Magar hill areas
around the southern bank of
the Pangong lake.

Bollywood actor Asif Basra
allegedly committed sui-
cide on Thursday at his palatial
rented residence in
Dharamshala in Himachal
Pradesh.
The 53-year-old actor com-
mitted suicide by hanging him-
self with a leash of his pet dog
around 12-12.30 on Thursday,
Superintendent of Police
Vimukt Ranjan told the medi-
apersons.
No suicide note has been
recovered, he added.
As per the police, just
before the alleged suicide, the
“Jab We Met” actor had
returned from a stroll in the
locality along with his dog. The
actor was staying in the town
for nearly four years.
Basra is known for his
roles in films like “Black
Friday”, “Parzania”, “Jab We
Met” and “Kai Po Che”, among
many others. He played the
father of Emraan Hashmi’s
Shoaib Khan in Milan Luthria’s
“Once Upon a Time in
Mumbaai” (2010).
His most recent outing
was in Amazon Prime Video’s
smash-hit series “Paatal
Lok”.
He was last seen in the web
series Hostages, which released
earlier this year.

Seva app, a dedicated service for
transportation of Covid
patients. Satyendar Jain said
with the Jeevan Seva app health
facilities are now just a click
away. Delhiites will get access to
an e-vehicle which will provide
free pick up and drop services,
Jain said. The patients can
download the app through the
link which will be sent through
SMS and QR code to every pos-
itive tested Covid patient in
Delhi.
The app, launched in col-
laboration with EVERA will
use electric vehicles as an
ambulance to transfer non crit-
ical cases to health care facili-
ty within Delhi free of cost.
Jain said, “We are launch-
ing the Jeevan Seva app today
to facilitate Delhi residents in
home isolation in case of need.

sion in hospitals, health ameni-

Kejriwal felicitated 77 top
level performing sports people
under the ‘Mission Excellence
Scheme’ on Thursday that pro-
vides financial assistance to
players for training. Kejriwal
said, “This scheme is not just
for the people of Delhi, but for
the entire country. Because
when these sports people win
laurels globally, not just Delhi
but the whole nation will feel
proud and celebrate them.”
Launching the ceremony,
he said, “Just how the Delhi
Government has been deliver-
ing on the promises of pro-
viding electricity, water, edu-
cation and health, we are doing
the same for sports. Our dream
is that India should bring more
medals than China in interna-
tional games. We have made
several plans, including build-
ing a Delhi Sports University,
to fulfil this dream.” Kejriwal
appealed to the players to
work hard, and to do their best
to make the country proud.
Kejriwal and Deputy Chief
Minister Manish Sisodia pro-
vided financial assistance of Rs
4.39 crore to 77 players from
Delhi. At the ceremony held at
Delhi Secretariat, Sisodia
informed the players about
the scheme, and said a
‘Committee of Experts’ was set
up that selected the players
which included Karnam
Malleswari, Akhil Kumar,
Manisha Malhotra, Gagan
Narang and Ronjan Sodhi.
Kejriwal while congratu-
lating the players said, “When
a player wins a medal in our
country, a lot of people stand
with that player. But when the
player is struggling in his jour-
ney to achieve those medals,
not just financially but also
emotionally, he is often alone.
We want to change that.”
He also discussed the
challenges sports aspirants
face in India. He said that in
India, there is a notion that
playing sports means one is
wasting their time, time that
could be spent on studying,
and excelling in academics.
Because of this belief system,
the dynamic field of sports
does not receive the support
it rightly deserves. “Despite
this, players like you, over-
come your struggle and reach
massive heights of success,”
said Kejriwal while praising
the determination of the play-
ers.
He also said our country of
1.3 billion has so much talent
yet is unable to match other
countries in bringing home
medals. “There are talented
players in every village and
every locality, but they do not
get the support of any govern-
ment. The Delhi government
will provide that ray of hope
for such players and nurture
them,” he added.
He said that just how the
Delhi Government has been
succeeding in providing clean
water, subsidized electricity,
and quality education, it is also
leading in supporting sports.
“Our dream is that our coun-
try should bring more medals
than China in international
games. There is a complete
vision for the development of
sports. We are building a sports
university in Delhi so that
players like you can get world-
class training and coaching.
School- level players will be
assisted under the Early
Childhood Scheme who show
potential in the field of sports.
Similarly, the Mission
Excellence Scheme has been
created for middle and high
level players,” he said.
He also said that the Delhi
government is doing this to
prepare the players and help
them develop an edge over
their competitors, nationally
and internationally. He reas-
sured the players present there,
and asked them to come to
him if they ever need any sup-
port.
“If the country and the
government is doing this for
you, then you too should leave
no stone unturned in doing
something for the country,”
said Kejriwal.
Following this, the Chief
Minister and Deputy Chief
Minister distributed cheques to
the players.
Sisodia also congratulated
the players, and said that when
Delhi’s players achieve success
in sports, the government gets
encouraged. “Our Chief
Minister is always asking us,
what else can we do for the
players? So we take your feed-
back. This way, when we do
something new for the players,
you get encouraged. This is a
cycle which is in the interest of
Delhi and the country to keep
going upwards.”
“In India, generally, sports
people are felicitated and given
grants after they've already
won the laurels. But who sup-
ports the upcoming sports
people, the ones who keep toil-
ing to achieve their goals. Our
Hon. CM wants to stand with
these players because there’s no
one to stand with them,’
Sisodia said.
Encouraging the young-
sters, Sisodia said, “You all are
Delhi's Promising Stars, and
Delhi is looking at you. You
should play well and bring
medals for the country, and we
are ready to help you in every
way possible.” He added that a
total of 708 applications were
received this year. Out of these,
77 players have been selected
by a prestigious expert com-
mittee without any interference
from the government.
He said that due to the
Corona crisis, sporting events
have suffered a lot which has
impacted the players severely.
However, he said that it is
imperative to move forward in
the world of sports, and adapt
to the circumstances.
“Delhi Sports University is
a step forward in that direction.
We also need your suggestions.
Tell us what you need from us,
and we will do our best to
deliver that,” Sisodia said.
At the ceremony, famous
wrestling player Sushil Kumar
said that such a scheme is
unique, and a one-of-its-kind
in the country. “It surely boosts
the morale of the players,”
said Kumar.
The players who received
the financial assistance at the
ceremony were also over-
whelmed at the support, and
called it “Kejriwal's Diwali gift.
Para athlete, Reena, said that
she received a cheque of eight
lakh rupees from the Delhi
Government. “I will be using
this for my training and I will
try to become a player of inter-
national level. I will try my best
to fulfill CM’s vision for us.”
Junior Judo national level
player, Harsh Dalal said, “I
never thought that a govern-
ment could provide so much
financial support to the play-
ers to prepare and improve our
skills. If the government con-
tinues to provide us this assis-
tance, we will do our best to

Delhi Chief Minister Arvind
Kejriwal on Wednesday
directed the officials of the
‘Public Works Department’
(PWD) to remove all obstacles
under the pilot project to
redesign the seven identified
roads of Delhi along the lines
of European cities at the earli-
est.
The Chief Minister said the
process of appointing a con-
sultant for the redesigning of
roads is in the final stage and
the PWD should complete the
appointment process soon.
The direction came in a
review meeting convened by
the Chief Minister with PWD
officials on the ongoing road
redesigning project in Delhi
along the lines of European
cities.
The project will follow the
Build–Operate–Transfer
(BOT) model. The constitution
company will have the respon-
sibility to maintain the road for
15 years. The deadline for
redesigning the first seven
roads has been extended till
March 2021 due to COVID-19.
The earlier deadline was
December 2020.
The Delhi government is
working to redesign the 100
feet wide and 500 km long
roads of the national capital on
the lines of European cities.
Kejriwal has envisaged the pro-
ject to develop the roads of the
national capital similar to any
developed country in the
world.
Kejriwal approved the pro-
ject of redesigning some of the
roads falling under the juris-
diction of PWD in November
2019. Under the pilot project,
the Delhi government has
decided to redesign 100 feet
wide and 500 kilometers on the
lines of European cities.
The chief minister had
recently redeveloped the
Chandni chowk road as a pilot
project, extending the scheme
to 100 feet wide and about 500
km long road in Delhi. The
development of these roads
will be on the lines of built-
operate-transfer (BOT) and
the construction company will
take care of the maintenance
for 15 years.
“People face issues because
there are bottleneck roads,
which create the problem of
traffic congestion at various
locations in the city. The wide
roads in many parts of Delhi
differently turn into a narrow
road, and then back into a wide
road after a few km, which cre-
ates a bottleneck situation and
heavy traffic at particular loca-
tions. The priority will be
removing those bottlenecks
first, for a smooth flow of traf-
fic and an organized lane sys-
tem,” the government said in a
statement.
“The second goal would be
to increase the efficiency of the
existing space of the roads in
the city so that spaces are best
utilized as per their abilities.
There will be measured and
planned spaces for vehicles,
non-motorized vehicles, foot-
paths, and side-lanes. The foot-
paths will be widely mapped to
an average of 10 feet for the
convenience of the pedestrians.
These footpaths will be
redesigned and reconstructed
as per a standard height for the
convenience of the physically
handicapped,” it added.
The project will help
increase greenery; a re-har-
vesting system will be imple-
mented in the sewer drains.
There will be separate spaces for
the planting of trees on the sides
of the footpaths. There will be
separate parking spaces for the
electric vehicles and auto-rick-
shaws alongside the footpaths.
As per the plan, the slope
of the roads, as well as the
drains, will be redesigned to
tackle the problem of water-
logging on the roads. Rainwater
harvesting structures will be
built inside the drainage sys-
tems to store rainwater as
groundwater.
“Not even an inch of the
surface of any road or roadside
will be left uncovered in order
to ensure that there is no dust
on the roads. Adequate grass-
es and shrubs will be planted
on all surfaces to ensure dust
control,” it said.

Rejecting the representation
by Chandigarh Cracker
Dealers Association, the
Chandigarh Administration on
Thursday decided to continue
the ban on sale and bursting of
firecrackers in the city till fur-
ther orders.
A day before, the Punjab
and Haryana High Court had
denied any respite to
Chandigarh Cracker Dealers
Association and asked the asso-
ciation to approach the

with a representation on the

uation further, by adversely

noted that despite restrictive
hour crackers bursting allowed
during last year’s Deepawali,

poor’ in Chandigarh.”
“Chandigarh is one of the
non-attainment cities included
in the list notified by Central
Pollution Control Board.
Medical experts are of unani-
mous opinion that crackers’
bursting leading to air pollution
will further aggravate the
COVID situation in the union
territory of Chandigarh,” the
order said.

cumstances, the ban imposed

union territory of Chandigarh

The festival season, the
crowded markets and flay-
ing of social distancing norms
is getting reflected in the num-
ber of Covid-19 cases in
Haryana.Nineteen more people
died from coronavirus in the
state on Thursday as 2788
fresh cases surfaced, pushing
the state’s infection count to
1,93,111, according to a health
bulletin. So far, 1979 people
have died from the infection in

Thursday.“The death toll

The Covid-19 mortality
rate stood at 1.56 percent in the

triggered by blatant flaying of social distancing norms by gen-
eral public during the ongoing festival season is posing a seri-
ous threat to safety and is a major challenge for the authorities.

A Sub Divisional Magistrate (SDM) deployed in a small
mountainous district of the Himalayan state is said to be so fright-
ened with the prospect of working in the area where natural dis-
asters are more of a norm than an exception that he has virtu-

The number of novel
Coronavirus (Covid-19)
patients in Uttarakhand mount-
ed to 67,239 on Thursday with
the state health department
reporting 451 fresh cases of the
disease. The department also
reported the death of seven
patients from the disease on the
day after which the death toll
from Covid-19 climbed to 1093
in the state.
The authorities discharged
532 patients of the disease from
different hospitals of the state
after their recovery from the
disease on the day. A total of
61432 patients of Covid-19
have so far recovered from the
disease in the state. The recov-
ery percentage from the disease
is now at 91.36 percent.

The directions of the State
government that the sale of
only green crackers will be
allowed in urban areas of
Dehradun and five other cities
while bursting of fireworks will
be allowed only from 8 PM to
10 PM, are impractical to
implement. Stating so, the asso-
ciation of local businessmen
termed these orders as imprac-
tical to follow during Deepawali
at such a short notice. Talking
about this, the president of
Doon Valley Mahanagar Udyog
Vyapar Mandal (DVMUVM),
Pankaj Masson stated that if the
Government wanted business-
men and local residents to fol-
low such orders, it should have
issued the orders at least one
month ago. Most of the busi-
nessmen do not know what
green crackers are. I am myself
not completely aware of the
concept of the green crackers.
When most of the customers
and the shopkeepers do not
know about such crackers, how
are they going to sell and buy
them? I don't think that there
are even one per cent of the
crackers stores in Dehradun city
that sell green crackers, said
Masson. He added, Most of the
shopkeepers have already
invested lakhs of rupees in the
crackers business with the hope
that they will earn better dur-
ing Deepawali and now, the
government is issuing orders lit-
erally just hours before the cel-
ebrations. The administration
should have at least made the
people and businessmen aware
about green crackers months
before Deepawali so that they
could invest accordingly. We do
not know who is advising our
government to take such
impractical decisions but the
government should also think
about the welfare of local busi-
nesses and public before issu-
ing any last minute

Even though people have
been talking about vocal for
local campaign to support the
local businesses for months,
most of the earthen Diya mak-
ers and sellers in Dehradun
state that their business is 50
percent down this Diwali than
last year. According to a local
seller in Dharmpur, Himanshu
Bohra, he has been selling
Diyas during Deepawali for the
last eight years but this is the
year when he faced the maxi-
mum loss.
Every year I buy about
four quintals of Diyas, most of
which used to get sold before
Dhanteras. This time, I bought
only one quintal Diyas due to
financial restraints and still
more than 70 per cent of Diyas
remain to be sold, said Bohra.

we made Diyas during the
lockdown hoping that the sale
will be better this year. I came
to this area thinking this area
remains crowded so chances of
selling Diyas and other prod-
ucts will be more here but the
situation is not much different
here than the other areas. I am
selling small Diyas for Rs three
each. Some of those customers
who did not budge and kept
insisting on buying three Diyas
for Rs three, I sold them Diyas
at the same rate because I have
small kids to take care of and
something is better than noth-
ing in this pandemic, said
Prajapati.
It is pertinent to mention
here that due to varied factors,
people appear to prefer light
strings more than Diyas. The

Seventy-eight per cent of the
new 47,905 coronavirus
infections reported in the past
24 hours on Thursday are from
10 States and Union Territories
with Delhi topping the list, reg-
istering the highest single-day
cases at 8,593 followed by
Kerala and Maharashtra.
Much to the worry of the
Government, four northeastern
States — Tripura, Manipur,
Meghalaya and Mizoram — are
reporting increase in cases,
prompting the Union Health
Minister Dr Harsvardhan to
ask them to increase testing on
high risk groups and vulnera-
ble population to check the
spread of Covid-19.
For the successive fifth
day, new Covid-19 cases
reported in a span of 24 hours
did not cross the 50,000 mark,
while the trend of daily new
recoveries outnumbering daily
new infections continued for
the 40th day. As many as
52,718 new recoveries were
registered in a day as against
47,905 infections during the
same period.
Ten states and union terri-
tories reported 78 per cent of
the new cases registered in a
span of 24 hours. This trend
has continued to compress the
active Covid-19 caseload which
is currently 4.98 lakh and com-
prises only 5.63 per cent of
India’s total coronavirus cases.
The recovery rate has also
been boosted with the trend of
recoveries exceeding new cases
and currently stands at 92.89
per cent with 80,66,501 people
having recuperated from the
disease so far.
:The gap between recov-
ered cases and active cases has
steadily widened to 75,77,207,:
the Health Ministry said.
Delhi observed another
spike and reported the highest
daily new cases, also its high-
est tally so far with 8,593 new
cases. Delhi is followed by
Kerala with 7,007 cases and
Maharashtra with 4,907 cases.
As many as 550 case fatal-
ities have been reported in a
day of which 10 states and
union territories account for
80 per cent. Maharashtra
accounted for 22.7 per cent
share with 125 fatalities. Delhi
and West Bengal follow with
85 and 49 new deaths, respec-
tively.
Meanwhile, Dr Harsh
Vardhan, during a meeting via
video conferencing with seven
states, including the four
northeastern states, said that
active cases are on the rise in
Manipur and higher positivi-
ty in the state is indicative of
hidden transmission.

At a time when India is pro-
moting Ayush including
ayurveda decoction such as
kadha or ayush kwath as
immunity boosters to keep
the Covid-19 at a bay,
researchers from Tehran have
suggested use of anti-oxidative
herbal drugs as an adjuvant
therapy to currently prescribed
conventional treatments in
Covid-19 infected diabetic
patients.
Following an analysis of
various studies, they said In an

National Centre for

(NCBI), : anti-oxidative herbal
medicines with evidence-based
beneficial impacts in the treat-
ment of diabetes mellitus can
be suggested as an adjuvant
therapy to its conventional
treatments in patients infected

senior scientist with CSIR-
National Botanical Research

diabetic herbal formulation,
BGR-34 which was scientifi-
cally developed under his guid-
ance among other scientists at
the NBRI in collaboration with
Central Institute for Medicinal
and Aromatic Plant
(CIMAP),both Lucknow-
based, using extracts of herbs
like Daruharidra, Giloy,
Vijaysar, Gudmar, Majeeth
and Methika.
:At least 500 herbs were
analysed after which we select-
ed best six herbs having dia-
betes management properties
to develop BGR-34.:
In fact, an independent
clinical trials conducted at
Banaras Hindu University
(BHU), Varanasi last year too
showed the BGR-34 has ther-
apeutic efficacy for treating
newly diagnosed type 2 dia-
betes. The drug is commer-
cially manufactured by Aimil
Pharmaceuticals.

November 14 as Diabetes Day,
Dr Rawat also said that com-
pounds in herbal ingredients
like giloy used in BGR-34
also corrects immunity while
compounds in Dharuharida
helps in insulin release in
Type II diabetic patients.

International Diabetes
Federation (IDF) report, the
world prevalence of diabetes
was 463 million, and is
expected to reach 578 million
in 2030, and 700 million in
2045. According to doctors,
patients with co-morbidities
like diabetes are more vul-
nerable to Covid-19 because
of their compromised immu-
nity.
It is estimated that nearly
20–50 per cent of patients
infected with Covid-19 have
diabetes, much higher than

To commemorate 75 years of
Independence being cele-
brated in 2022, the Central
Government has decided to
build an ‘iconic structure’ called
the ‘Nav Bharat Udyan’, or
New India Garden, next to the
Yamuna river bank spread over
22 acres in the national Capital.
The ‘iconic structure’ will be
dedicated to the nation by
August 15, 2022, which pro-
vides execution time of about
one year for the project. The
Central Public Works
Department (CPWD), falling
under the Ministry of Housing
and Urban Affairs called a
design competition for the new
structure.
The Centre has decided to
double the length of the
Central Vista from 2.9 km to
6.3 km, beyond the
Rashtrapati Bhawan to the
Mother Teresa Crescent in
the west and from the India
Gate to the banks of the river
Yamuna in the east.
According to the ministry,
an iconic structure is being
planned to be built in Nav
Bharat Udyan (New India
Garden) in the national capi-
tal, symbolizing emerging
New India with equitable
growth opportunities, rooted
in values of ‘Sabka Saath,
Sabka Vikaas, Sabka Vishwaas’
and representing the aspira-
tion of clean India, free from
poverty, corruption, terror-
ism, communalism and
casteism.
The CPWD’s proposal
says the ‘iconic structure’
should be constructed with
materials and technology
which would last for ages,
like :Ashoka’s edicts, Iron Pillar
in Qutub Minar complex, etc:.
It should be robust and with-
stand the vagaries of nature
and remain as such for mil-
lennia to represent the current
age, it added.
:Under the Master Plan,
the Central Vista Axis will be
extended from the present 2.9
km to 6.3 km from ridge to
river. On the eastern side, it
will culminate at the western
bank of River Yamuna. This
will restore the original design
envisioned for Central Vista,:
the CPWD’s proposal said.
Spread over 20.22 acres,
New India Garden will be
open to the public and is
being designed to have an
iconic structure and infotain-
ment facilities such as Sphere
of Unity, Milestones Walkway,
Journey of India, Tech Dome,
Amphitheatre, public ameni-
ties etc. to showcase India’s
rich historical and cultural
heritage, scientific achieve-
ments, and will symbolize
unity in diversity and aspira-
tions of the New India.
:The structure should be
iconic in design and represent
the national capital. For exam-
ple, the India Gate erected by
the British in the Central Vista
in the early 20th century
prominently signifies Delhi.
The proposed iconic structure
being built in independent
India should now become a
new symbol of the national
capital,: CPWD’s proposal

The central axis of the Vista
starts from the Rashtrapati
Bhawan, moves on the central
line between North and South
Blocks and Rajpath and culmi-
nates at India Gate. The iconic
structure should be aligned
exactly on this central axis, as
per the design competition’s
rules. It will be located on the
western bank of river Yamuna.
Hence, the foundation is to be
sited in sandy soil with a high
water table.
The ministry says the reg-
istration will close on December
11. The presentations before the
jury (if required) will be during
the 2nd fortnight of December,
2020 and the winners will be
announced in the last week of
Dec, 2020.
Officials said that struc-
ture can be a tower/sculpture or
any other built form but not a
building to be occupied.
Maximum permissible height at
the proposed site as per colour
coded zonal map prepared by
Airports Authority of India is
134 metres from the present

Lucknow: The Yogi Adityanath Government in Uttar Pradesh
is planning to promote the Sanskrit language in a big way.
The government is working on the modernization of the
Sanskrit language schools and their upgradation.
According to Acharya Dr. Vachaspati Mishra, President of
Uttar Pradesh Sanskrit Sansthan, the upgradation of Sanskrit
schools is one of the priorities of Chief Minister Yogi
Adityanath.
He said that the state government has started issuing press
releases in Sanskrit language also in order to make the language
popular.The government spokesman said that students study-
ing in Sanskrit schools of Uttar Pradesh will now get computer
education also and for this, computers are being installed in all
such schools in the state.
Last year, computers were installed by the Uttar Pradesh
Sanskrit Sansthan in Sanskrit schools in 72 districts. The remain-
ing schools in the state will be computerized by the Uttar Pradesh

Jammu:For the third consecu-
tive day on Thursday Pakistan
resorted to unprovoked cease-
fire violation in three sectors of
the Line of Control (LoC) in
JK's Poonch district.
Colonel Devender Anand,
defence ministry spokesman
said at about 9 a.m. Pakistan
initiated unprovoked ceasefire
violation by firing with small
arms and shelling mortars
along the LoC in Shahpur,
Kirni and Qasba sectors of
Poonch district.
The spokesman said Indian
army retaliated befittingly.
Pakistan has violated cease-
fire on Thursday for the third
consecutive day in these three
sectors of the LoC.
Since the beginning of this
year Pakistan has been violat-
ing with impunity the bilater-
al ceasefire agreement signed
by the two countries in 1999.
In over 3,200 such ceasefire
violations by Pakistan since
January, 24 civilians were killed
and over 100 injured.

only boost the Indian Navy’s

in submarine operations, the
fifth Scorpene submarine of
Project-75 “Vagir” was
launched at the Mazagon Dock
here on Thursday.
With the launch of “Vagir”

India has cemented its position
as a Submarine Building
Nation.
The development is in sync
with the current impetus of the
Government towards 'Make in

marines of the Project-75 have
been commissioned into the
Navy and the third and fourth
submarines are progressing
their Sea Trials.
After its launch on
Thursday, Vagir will commence

Harbour Acceptance Trials.

marine is christened after Vagir,
an ex-Russia that had been
named after the Sand Fish, a

on December 3, 1973, and was
later decommissioned on June
7, 2001, after almost three
decades of yeoman service to
the nation.
In true nautical tradition,
the new incarnation “Vagir” is
infused with new life, by
Mazagon Dock, is once again
a very powerful predator of the
deep, guarding the vast mar-
itime interests of our nation.
The state-of-the-art tech-
nology utilized in the rebuilt
Scorpene has ensured superi-

Rampal’s live-in partner
Gabriella Demetriades was
grilled by the Narcotics Control
Bureau (NCB) sleuths for six-
long hours for the second con-
secutive day on Thursday, in
connection with the in the
much-discussed Bollwyood-
drug mafia nexus case.
Thirty-three-year-old
Gabriella, whose brother
Agisialos Demetriades was
arrested in a drugs-related case
last month, had earlier been
questioned for six hours on
Wednesday.
Gabriella’s second round
of questioning came a day
ahead of the questioning of
actor Arjun Rampal, who has
been summoned by the NCB to
its headquarters on Friday.
The development came on
the heels of searches carried out
by the NJCB officials at
Rampal’s Banda residence for
seven hours on Monday.
During Monday’s raid, the
NCB officials seized 11 elec-
tronic gadgets including a lap-
top, mobile phones and tablets
from there. They also seized
some documents from
Rampal’s residence.
The NCB officials had also
raided two other places at Khar
and Andheri. They had also
detained a driver working for
Rampal and took him to their
office for questioning. The dri-
ver was let off later in the
evening.
The raid on Rampal’s resi-
dence, the subsequent ques-
tioning of Gabriella and sum-
mons issued to Arjun Rampal
should be seen in the context of
the arrest of Gabriella’s broth-
er Agisilaos Demetriades made
by the NCB from Lonavala
near Pune on October 19.
Agisilaos is alleged to be a part
of a larger drug syndicate oper-
ating in Bollywood, which is
being investigated after the
death of actor Sushant Singh
Rajput.
Informed NCB sources said
that Agisialos was in touch
with Omega Godwin, a
Nigerian national who had ear-
lier been arrested for supply of
cocaine in Mumbai. During his
custodial interrogation,
Godwin had named Agisialos.
Earlier, ex-Dharma Productions
employee Kshitij Prasad had
earlier been arrested by the
NCB in the in connection with
the Sushant Singh Rajput’s
death-related drug case and
expanded Bollywood-drug
nexus case.
Sushant, it may be recalled,
was found hanging from a ceil-
ing fan in his closed room of his
duplex flat at Mont Blanc build-
ing at Bandra’s Carter Road in
north-west Mumbai on June 14.
The raid on Rampal’s resi-
dence had come a day after the
NCB officials carried out
searches at film producer Firoz
A. Nadiadwala’s residence along
Gulmohar Cross Road at Juhu
Vile Parle Development (JVPD)
Scheme in north-west Mumbai.
During the searches, the NCB
sleuths seized a total of 717.1
gm of Ganja, 74.1 gm charas
and 95.1 gm MD (Commercial
Quantity) along with Rs
3,58,610. They also seized 10
gm of Ganja from another
accused Wahid Abdul kadir
Sheikh @ Sultan.
After the seizure of drugs
and cash, the NCB officials
arrested five persons, including
Firoz A. Nadiadwala’s wife
Shabana Saeed.
The NCB has registered
two drugs cases in the wake of
the investigations launched by
the CBI into the death of actor
Sushant Singh Rajput in June
this year upon the directive
issued by the Supreme Court
Nearly twenty persons
–including Sushant’s girlfriend
Rhea Chakraborty and her
brother Showik --- were arrest-
ed in connection with a case
registered by the NCB on
August 28, two days after it reg-
istered a case suo moto. It reg-
istered a second case after it told
the Mumbai court that it wants
to to uproot the drug citadel in
Mumbai especially in
Bollywood”. Subsequently,
Rhea was granted conditional
bail by the Bombay High Court
in the Sushant death-related
drug case on October 7, 2020.
As part of the investiga-
tions, the NCB had earlier
questioned Bollywood’s promi-
nent actresses Deepika
Padukone, Sara Ali Khan,
Shraddha Kapoor and Rakul

Aligarh: Lakshmi Lotus and
Vishnu Lotus plants from the
mountains of Uttarakhand are
in high demand in UP and
other parts of the country.
They are selling well in nurs-
eries before Deepawali.
After getting a promo-
tion on social media, these are
now available in common nurs-
eries as well and the pair has
become a source of income for
nursery owners due to their
religious, medicinal and archi-
tectural importance. It is the
belief that they should be kept
in Deepavali Pujan and this is
evident from their name
also.
Nurseries are earning up to
60 percent out of these plants.
In addition to small and big
nurseries in Farrukhabad and
nearby districts, unemployed
youth also prepare their
saplings in the garden and get-
ting good income from this till
Deepawali.
In Farrukhabad district,
nurseries of villages like Papdi
and Barjhala of Kayamganj

Lotus plants are prepared and
sold for up to Rs 900. Here,

plants (Aquaria Lotus) through
Amazon and other such e-
commerce platforms, where it

while the pair is getting up to

logical differences but ideolo-

CAPSULE PNS PTI n NEW DELHI The Centre on Thursday widened stimulus measures to boost the economy by announcing a “Aatmanirbhar Bharat” package that includes tax relief on select home sale deals, enhanced credit guaran- tee programme for small busi- nesses and incentives for new job creation. The measures that also include additional fertiliser subsidy and already announced production-linked incentive scheme for manufacturing units totalled `2.65 lakh crore, taking the cumulative stimulus package announced since the lockdown to almost `30 lakh crore, or 15 per cent of the Gross Domestic Product (GDP). It also includes additional funding for real estate devel- opers and contractors, a new employment scheme and addi- tional spending on the rural jobs plan. Prime Minister Narendra Modi has asserted that the “Aatmanirbhar Bharat” package continues his Government’s efforts to help all sections of society. In a tweet, he said these initiatives will help create jobs, alleviate the stressed sectors, ensure liquidity, boost manu- facturing, energise the real estate sector and support farmers. Finance Minister Nirmala Sitharaman cited data, includ- ing increase in tax collections for goods and services, rise in energy consumption and improvement in bank credit, to state that the economy was see- ing “strong recovery” taking root. The Indian economy has recovered from its worst-ever contraction of 24 per cent in the April-June quarter but will end up shrinking by close to 10 per cent in the fiscal year to March 2021. But she saw hope in the RBI predicting a strong likelihood of growth in the cur- rent quarter. Doubling down on the previously announced mea- sures, she said Income Tax law will be relaxed to allow prima- ry or first sale of housing units of up to `2 crore at a price that can be 20 per cent below the stamp duty circle rate. Currently, the law restricts differential between circle rate and agreement value at 10 per cent, and “the move will help reduce hardships faced by both home-buyers and the develop- ers and help clear unsold inven- tory,” she said. Under the new job creation scheme, the Government will provide a subsidy equal to the contribution that an employee and the employer have to make towards the retirement fund (totaling 24 per cent of the wages) to establishments that hire new employees or re-hire those it fired during Covid-19 pandemic, she said. The `3 lakh crore Emergency Credit Line Guarantee Scheme (ECLGS), under which small businesses can get collateral-free loans, has been extended till March 31, 2021. The same has also been extended to 26 stressed sectors identified by a high-level com- mittee as also the healthcare sector. The companies will get a one-year moratorium on loans and four more years to repay the amount, she said. Sitharaman counted a pro- duction-linked incentive pro- gramme worth `1.46 lakh crore for manufacturing units, already approved by the Government, as part of the 12 support measures unveiled on Thursday. In the past, `51,355 crore of incentives has been provid- ed for mobile manufacturing, drug intermediaries and man- ufacturing of medical devices and now automobiles, tele- com, textile and food products, white goods, specialty steel and electronic products have been included. An additional outlay of `18,000 crore will be made towards the affordable urban housing programme, she said. To provide higher liquidi- ty to contracts, the Government has decided to lower the earnest money deposit for projects till December 31, 2021. Also, `10,000 crore was provided for rural employ- ment, `3,000 crore to Exim Bank for extending lines of credit, and `10,200 crore addi- tional budget outlay for defence and infrastructure. A `900 crore grant was made to the Department of Biotechnology for Covid-19 vaccine research, she said, adding this did not include the cost of procuring and distrib- uting the vaccine which will be established later. Sitharaman said the Government will provide `65,000 crore of additional subsidy on fertiliser to ensure the crop nutrient is available to farmers during the current season. The measures are the Government’s latest efforts to boost the economy, which slipped into an unprecedented recession after gross domestic product probably declined for a second straight quarter in the three months ended September. The `29.87 lakh crore stimulus package, spread over five announcements over the past few months, includes `12.71 lakh crore of liquidity boosting measures by the RBI. India Inc on Thursday welcomed the bouquet of measures and said these would deliver festive cheer and have a multiplier effect on the growth trajectory through support to stressed sectors, thrust to job creation and increased private investments. “It is heartening to note that despite fiscal constraints, the Government chose to has- ten the recovery process by spending an additional Rs 2.65 lakh crore, thus taking the cumulative fiscal stimulus (till date) to Rs 17.2 lakh crore or 9 per cent of GDP,” said Uday Kotak, CII president. Showcause to Twitter for not showing Leh as Ladakh part PNS n NEW DELHI The Pune-based Serum Institute of India (SII) and Indian Council of Medical Research (ICMR) on Thursday announced the completion of enrolment of phase-3 clinical trials for potential Covid-19 vaccine “Covishield” in India. The world’s largest vac- cine manufacturer SII and Union Health Ministry’s research wing ICMR are cur- rently conducting phase 2/3 clinical trials of Covishield at 15 different centres across the country. The drugmaker said in a statement that as many as 1,600 participants were enrolled on October 31. “The strategic alliance between SII and the ICMR will advance India’s role in the global race to develop Covid- 19 vaccines,” further said the statement. The ICMR has funded the clinical trial site fees while Serum Institute has funded other expenses for the vaccine. The SII said that the trials of the Oxford vaccine have shown promising results, which “so far give confidence that Covishield could be a realistic solution to the deadly pan- demic”. Among the vaccines being developed in India, Covishield is in the most advanced stage of human testing. Based on the phase 2/3 trial results, SII with the help of ICMR will pursue the early availability of this product for India, the compa- ny said, adding that it has already manufactured 40 mil- lion doses under the at-risk manufacturing and stockpiling license from DCGI. Apart from Covishield, developed at the Pune labora- tory with a master seed from Oxford University/AstraZeneca, ICMR and SII have also collab- orated for clinical development of Covovax developed by US- based Novavax. The two sides had built structures like barracks to lodge additional troops rushed to the LAC as part of military build-up. China had also built a jetty at the lake leading to strong protest by India. The proposed removing of the structures is part of the proposed three-step plan to disengage and de-escalate from the LAC in eastern Ladakh. If the proposals, including pulling back tanks and additional troops from the border, are agreed upon in the ninth round of talks between the Corps Commanders in the next few days, the disengagement may begin in middle of next month. Elaborating upon the three-stage proposed plan, which was discussed during the eighth round of Corps Commander talks on November 6, sources said here on Thursday the two sides may also agree to have a buffer zone between “Finger 4” and “Finger 8” area at the Pangong lake. Mountain spurs are referred to as Finger. This comes against the backdrop of the face off there in early May starting after the Chinese troops blocked an Indian Army patrol between “Finger 4 and 8”. While India reiterated it was within its zone, China claimed it was not so. It led to exchange of blows between the two armies. The two armies may also pull back partially from south bank of the Pangong lake. The Indian Army had occupied crucial high points after the Chinese tried to forcibly enter that zone in August. The Indian troops occupied strategic heights in the Mukhpari, Rezang La and Magar hill areas around the southern bank of the Pangong lake. The Chief Minister said the process of appointing a con- sultant for the redesigning of roads is in the final stage and the PWD should complete the appointment process soon. The direction came in a review meeting convened by the Chief Minister with PWD officials on the ongoing road redesigning project in Delhi along the lines of European cities. The project will follow the Build–Operate–Transfer (BOT) model. The constitution company will have the respon- sibility to maintain the road for 15 years. The deadline for redesigning the first seven roads has been extended till March 2021 due to COVID-19. The earlier deadline was December 2020. The Delhi government is working to redesign the 100 feet wide and 500 km long roads of the national capital on the lines of European cities. Kejriwal has envisaged the pro- ject to develop the roads of the national capital similar to any developed country in the world. Kejriwal approved the pro- ject of redesigning some of the roads falling under the juris- diction of PWD in November 2019. Under the pilot project, the Delhi government has decided to redesign 100 feet wide and 500 kilometers on the lines of European cities. The chief minister had recently redeveloped the Chandni chowk road as a pilot project, extending the scheme to 100 feet wide and about 500 km long road in Delhi. The development of these roads will be on the lines of built- operate-transfer (BOT) and the construction company will take care of the maintenance for 15 years. “People face issues because there are bottleneck roads, which create the problem of traffic congestion at various locations in the city. The wide roads in many parts of Delhi differently turn into a narrow road, and then back into a wide road after a few km, which cre- ates a bottleneck situation and heavy traffic at particular loca- tions. The priority will be removing those bottlenecks first, for a smooth flow of traf- fic and an organized lane sys- tem,” the government said in a statement. “The second goal would be to increase the efficiency of the existing space of the roads in the city so that spaces are best utilized as per their abilities. There will be measured and planned spaces for vehicles, non-motorized vehicles, foot- paths, and side-lanes. The foot- paths will be widely mapped to an average of 10 feet for the convenience of the pedestrians. These footpaths will be redesigned and reconstructed as per a standard height for the convenience of the physically handicapped,” it added. The project will help increase greenery; a re-har- vesting system will be imple- mented in the sewer drains. There will be separate spaces for the planting of trees on the sides of the footpaths. There will be separate parking spaces for the electric vehicles and auto-rick- shaws alongside the footpaths. As per the plan, the slope of the roads, as well as the drains, will be redesigned to tackle the problem of water- logging on the roads. The authorities discharged 532 patients of the disease from different hospitals of the state after their recovery from the disease on the day. The Centre has decided to double the length of the Central Vista from 2.9 km to 6.3 km, beyond the Rashtrapati Bhawan to the Mother Teresa Crescent in the west and from the India Gate to the banks of the river Yamuna in the east. According to the ministry, an iconic structure is being planned to be built in Nav Bharat Udyan (New India Garden) in the national capi- tal, symbolizing emerging New India with equitable growth opportunities, rooted in values of ‘Sabka Saath, Sabka Vikaas, Sabka Vishwaas’ and representing the aspira- tion of clean India, free from poverty, corruption, terror- ism, communalism and casteism. Thirty-three-year-old Gabriella, whose brother Agisialos Demetriades was arrested in a drugs-related case last month, had earlier been questioned for six hours on Wednesday. Gabriella’s second round of questioning came a day ahead of the questioning of actor Arjun Rampal, who has been summoned by the NCB to its headquarters on Friday. The development came on the heels of searches carried out by the NJCB officials at Rampal’s Banda residence for seven hours on Monday. During Monday’s raid, the NCB officials seized 11 elec- tronic gadgets including a lap- top, mobile phones and tablets from there. They also seized some documents from Rampal’s residence. The NCB officials had also raided two other places at Khar and Andheri. They had also detained a driver working for Rampal and took him to their office for questioning. The dri- ver was let off later in the evening. The raid on Rampal’s resi- dence, the subsequent ques- tioning of Gabriella and sum- mons issued to Arjun Rampal should be seen in the context of the arrest of Gabriella’s broth- er Agisilaos Demetriades made by the NCB from Lonavala near Pune on October 19. Informed NCB sources said that Agisialos was in touch with Omega Godwin, a Nigerian national who had ear- lier been arrested for supply of cocaine in Mumbai.
