Jaipur: Chief Minister
Ashok Gehlot on Sun-
day blamed the Centre’s
policies for the rising
inflation in the country
and said the govern-
ment has taken no con-
crete step in the last
seven years to bring it
down. It has become dif-
ficult for the common
man to run his house-
hold due to the high in-
flation, he said.
According to the la-
bour ministry, the year-
on-year retail inflation
for industrial workers
stood at 5.24 per cent in
May as against 5.14 per
cent in April and 5.10
per cent in May last
year. Similarly, food in-
flation stood at 5.26 per
cent in May as against
4.78 per cent in April
and 5.88 per cent in May
last year, the ministry
had said.
“The central govern-
ment has failed miser-
ably in controlling in-
flation. It neither has
the right policy nor a
clear intention. Every-
thing from petrol, die-
sel, cooking gas to dai-
ly-use items has become
expensive,” Gehlot said.

girl was raped by a man
living in her neighbour-
hood in the Brahmpuri
police station area of
Jaipur. The accused was
arrested from Ajmer.
SHO Bharat Singh said

came to her house
and allegedly raped.
The girl narrated the
incident to her mother
following which she
had a quarrel with
the 19-year old ac-
cused Suraj Baira.
The accused left the
rented accommoda-

Kota: A 32-year-old woman was allegedly raped
by an acquaintance who also thrashed her and
robbed her of Rs 20,000, police said on Sunday.
The victim went to Itawa police station with her
husband on Saturday night and a case was lodged
under Sections 376 (rape), 379 (theft) and 323
(voluntarily causing hurt) of the Indian Penal Code
regarding the incident that took place on Friday,
they said. The accused, Guddu, who hails from
Sheopur in Madhya Pradesh, has absconded and
efforts are on to nab him, DSP and Circle Officer
(CO) Vijay Shankar Sharma said. According to the
complaint, the woman returned from Kota, where
her husband works, and was received by Guddu at
Itawa’’s bus stand, the DSP said. —PTI

Sunday morning.
He was admitted to a
private hospital on Si-
kar Road for the last
several days. About a
month and a half ago,
Amit came under the
grip of a corona infec-
tion.
On examination, in-
fection was found in his
lungs. He also started
having trouble taking
oxygen. He came from
Delhi to Jaipur & was
admitted in private hos-
pitals. But the condi-
tion did not improve.
Hearing the news of his
death, there was a wave
of mourning among the
officers and colleagues
of the Rajasthan Police
Service.

one should sleep hungry’, the Jan Rasoi running through
lockdown in Corona epidemic ended after 63 on Sunday.
Under the leadership of Chief Whip Dr Mahesh Joshi,
former NSUI President Deepak Dandoria and his team fed
thousands of people daily for 63 days. The Jan Rasoi was
operated at last intersection of Nahargarh Road in Hawa
Mahal assembly constituency, from where regular food was
delivered to needy. Dr Mahesh Joshi & his son Rohit Joshi
honoured those who played role of Corona Warriors in Jan
Rasoi. Dandoria said that food was also delivered at hosps.
The campaign also served animals and birds.
NEWBORN GIRL FOUND IN BUSHES,
HANDED OVER TO UMAID HOSPITAL
Anewborn girl, about two days old, was found cry-
ing in the bushes of Canal Road in the Chopasni
Housing Board area in Jodhpur on Sunday. As dogs
gathered around her, a passerby noticed the two days
old newborn girl and rescued from the bushes and later
informed the police officials. Due to the sharp bushes,
the body of the newborn had been scratched. The girl
was wrapped in a blue cloth. Police handed over the girl
to the Child Care Unit of Umaid Hospital.

Amit Alha, 39, was originally from Bagad town in
Jhunjhunu district and his family members lives
in Mansarovar, Jaipur. Prior to this, he was DSP in
many districts including Jaipur Rural & Sawai Mad-
hopur. Amit Alha was a 2010 batch RPS officer. His
wife is an IRS officer and is posted in Delhi. He was
transferred to RAC Battalion in Delhi in July 2018.

Party government. A media re-
port from Paris said that a judge
has been appointed for a judicial
investigation into the “highly
sensitive” Rafale deal. Media-
part, which filed a series of re-
ports alleging corruption, influ-
ence peddling, money launder-
ing, favouritism and undue tax
waiver in the sale of 36 Rafale
fighters to India, also claimed
that the French financial pros-
ecutor first refused to investi-
gate the deal.
The development has come as
a shot in the arm for the Con-
gress which has been accusing
the Central government of cor-
ruption in the purchase of fight-
er jets. Although the Supreme
Court and the Comptroller and
Auditor General gave the gov-
ernment a clean chit, Rahul
Gandhi has renewed his demand
for a probe by a joint parliamen-
tary committee. The Congress
leader should rather wait for the
findings of the French investi-
gation as a clean chit there will
deflate his balloon.

gh Rawat for the post. Among
those who supported the pro-
posal to elect Udham Singh
Dhami, a two-time MLA from
Khatima as the legislature
party leader was Trivendra
Singh Rawat who was re-
moved in March to make way
for Tirath. The reason being
talked about for Tirath Singh
Rawat’s abrupt axing was
that being a Lok Sabha MP he
was required to get elected as
an MLA in a bye-election be-
fore September 10 and his
chances of winning were said
to have been slim. He was also
not considered strong enough
to lead the party to victory in
the Assembly elections which
are due about eight months
from now.
The BJP in Uttarakhand
is faction-ridden, though
may be not as much as it is
in Karnataka but the situa-
tion is bad enough for the
party to strategize for a win-
ning formula in the assem-
bly elections. Like in Karna-
taka the 14 Congress defec-
tors who were elected on
BJP tickets in the hill State
remain disgruntled. There
are differences between
Trivendra and Tirath as the
latter reversed some of his
predecessor’s decisions like
the Char Dham Devasthan-
am Board which was meant
to bring Badrinath, Kedar-
nath and Yamunotri under
its purview. Tirath also re-
versed the decision to set up
a commission on making
Gairsain the new capital of
the State.

Chief Minister Yogi Adity-
anath of Uttar Pradesh suc-

TASK FOR CONGRESS
he crisis in the Punjab unit of
the Congress follows a famil-
iarpatterndoggingmoststate
wings of the party
. Inner-par-
ty factionalism proved to be
the bane of the Congress in
the recent Kerala Assembly
election and is all set to affect
the party’s prospects in Kar-
nataka where polls are due in
2023. In Punjab, where elec-
tions are slated for early next
year, the issue has assumed
urgency and the infighting
has to be stemmed immedi-
ately if the Congress hopes to
retain the state.
The considerable majority
that the party has in the pre-
sent Assembly should have
ensured a cakewalk in 2022
but with a resurgent Aam
Aadmi Party and a reinvigor-
ated Akali Dal snapping at
the heels, the Congress has
its task cut out. At this junc-
ture the all-out war between
Captain Amarinder Singh
and Navjyot Singh Sidhu
which is being played out so
openly in the media has done
immense damage. The party
high command’s dithering
has not helped either with
the mixed signals being sent
to the opposing camps only
complicating the issue. The
Gandhis did not meet the
chief minister during his vis-
its to the Capital and Rahul
Gandhi rubbished media re-
ports of a possible meeting
with Sidhu. But a day later,
the cricketer-turned-politi-
cian tweeted pictures of his
meetings with Priyanka and
Rahul. Though some damage
control was attempted with
reports circulating that Pri-
yanka persuaded her brother
to meet Sidhu, there is in-
tense speculation about Am-
arinder Singh’s position and
his equation with the first
family of the Congress.
The dissidence against
Captain, which was always
simmering under the surface,
cametotheforeaftertheHigh
Court quashed the Special In-
vestigation Team’s report on
the cases of firing over sacri-
lege incidents, prompting
PCC chief Sunil Jakhar to of-
fer to resign. Sidhu has con-
stantly been accusing the
chief minister of going soft
on the Badals and his point of
view began to gain traction in
Punjab Congress circles. Sev-
eral other complaints against
Captain,especiallyof bureau-
crats running the show in the
state leaving elected repre-
sentatives in the cold, started
being aired. Congress presi-
dent Sonia Gandhi finally set
up a committee headed by
leader of the Opposition in
the Rajya Sabha Mallikarjun
Kharge to look into the prob-
lems plaguing the Punjab
unit of the Congress. This
committee heard the views of
MLAs, ministers, MPs, lead-
ers of frontal organisations
in the state and Amarinder
Singh himself. The CM is re-
ported to have responded to
all the issues raised. The com-
mittee has submitted its re-
port to the AICC and is learnt
to have recommended a role
for Sidhu. The high command
is yet to act on the report but
meanwhile Amarinder Singh
has stepped into action mode
meeting several party mem-
bers to dispel the notion that
he is inaccessible. After a
meeting with Congress lead-
ers the CM said he had a fruit-
ful discussion with senior
party colleagues from urban
areas of the state and their
feedback would strengthen
the party at the grassroots
level. According to reports,
the overwhelming view at the
meeting was that a Hindu
should be appointed PCC
chief. Any bid to pacify Sidhu
by making him state Con-
gress chief will meet with
stiff resistance. Amarinder
has made it clear that Sidhu
being made deputy chief min-
ister or PCC chief would not
meet with his approval. The
high command’s headache is
how to accommodate Sidhu
andensurethatthepartyputs
up a united front ahead of the
polls. Rubbing Amarinder
Singh the wrong way will cer-
tainly spell doom for Con-
gress prospects as has been
proved in the past. Never has
the leadership vacuum in the
Grand Old Party been more
felt than now as regional sa-
traps, the few that there are,
assert themselves in the Con-
gress. The party leadership
canaffordtoignorethemonly
at its own peril.
Meanwhile, AAP leader
Arvind Kejriwal has made
his intentions clear by an-
nouncing free electricity if
his party comes to power in
Punjab. He has the Delhi
model to boast of where con-
sumers have enjoyed the ben-
efits of massive reduction in
power bills. In the last elec-
tions, too, the AAP was a
strong contender and many
pre-poll surveys had predict-
ed a win for the party. This
time they will redouble their
efforts. The Akali-BSP tie-up
may also cause a dent in the
Congress votes. Therefore,
the party has to gear up to
beat two rivals and overcome
the burden of incumbency
after five years of rule. The
Congress is in power in only
two states and is a coalition
partner in a couple of others.
Retaining Punjab, therefore,
is imperative.

New Delhi: Heatwaves
have claimed more
than 17,000 lives in 50
years in India, accord-
ing to a paper recently
published by the coun-
try's top meteorolo-
gists. The paper said
there were 706 heat-
wave incidents in the
country from 1971-2019.
The research paper
was authored by M. Ra-
jeevan, Secretary of
Ministry of Earth Sci-
ence, along with scien-
tists Kamaljit Ray, S.S.
Ray, R.K. Giri and A.P.
Dimri, earlier this year.
Kamaljit Ray is the lead
author of the paper.
Heatwave is one of the
extreme weather events
(EWE). In 50 years
(1971-2019) EWE killed
1,41,308 people. Of this,
17,362 people were
killed due to heatwave
— a little over 12 per-
cent of the total deaths
recorded, study said.
The maximum heat-
wave deaths were in
Andhra Pradesh, Telan-
gana and Odisha, it
added.
Core Heatwave Zone
(CHZ) is the most prone
area for heatwave (HW)
and severe heatwave
(SHW) with the highest
frequency of occur-
rence during the
month of May.
The CHZ covers
states of Punjab,
Himachal Pradesh,
Uttarakhand, Delhi,
Haryana, Rajasthan,
Uttar Pradesh, Gujarat,
Madhya Pradesh,
Maharashtra, Chhattis-
garh,Bihar,Jharkhand,
West Bengal, Odisha,
Andhra Pradesh and
Telangana.
In India, the north
Indian plains and the
hills also experienced
heatwave. In the plains,
temperatures rose
above 40 degrees Celsi-
us in many parts earli-
er this week. The paper
also noted that there is
an increase in mortali-
ty due to heatwaves, an
extreme weather event,
and lightning for
vulnerable states.
Heatwave over a sta-
tion is declared only
when the actual temp
of the station is 40 de-
grees Celsius for the
plains and 30 degrees
Celsius for hilly re-

New Delhi: A group of
around 200 farmers will

Astudy has said that people living with more
adults in their households are at increased
risk of contracting the Covid-19. The Scottish
study said that living with children was not a risk
factor. Accinating adults, parents and school staff

of panicking, revealed a Post Covid-19 study. As
per Dr Naveet Wig from AIIMS, “The implications
of this study for the patients recovering from Covid
are that the symptoms during recovery though
common, tend to subside over few weeks. They
need not panic, avoid over-investigation and should
consult their local physician treat them adequately.”

clared as gypsum
stone and talcum
powder, an official
from the Directorate
of Revenue Intelli-
gence (DRI) said. The
import export code
was in the name of
Prabhjot Singh and
the consignment was
supposed to be sent
to Punjab, he said.
Singh was arrested
after the seizure of
the contraband, the
official said, adding
that the accused was
importing gypsum
stone and talcum
powder via the JNPT
for the last one year.

Gandhi International Airport have seized
heroin worth Rs seven and a half crore that
weighed 18 kg and was being smuggled in a
parcel containing bangles. The consignment
seized on Thursday was being sent from
Africa to an address in Delhi, said officials.
Last week, customs officials at Delhi airport
intercepted two South African nationals and
seized heroin worth Rs 126 crore.

Rawat would have to
fight a bypoll within
six months time since
he wasnt a legislator
rather a MP. While
even minutely aware
citizens know about
this rule, yet another
rule, which seasoned
politician those who
know the Constitution

that no bypoll can be
held for an assembly
whose term of less
than a year is left. BJP
leaders are not novices
who do not know the
various rules and regu-
lations which they are
now terming as Consti-
tutional crisis. The
party could have had
said that since Corona
crisis is not over yet,
hence it is not prudent
to hold bypolls as yet.
Notably, even before
the BJP could an-
nounce its rehtoric, the
Election Commission
had already stated that
bypolls on 7 seats in UP

Nagaur: A 17-year-old
girl was allegedly
stabbed to death by a
jilted lover in Nagaur

“After the attack, the
accused posted a video
on social media saying
he wanted to immortal-
ise his love story there-
fore he stabbed the
girl,” they added.
The incident oc-
curred on Saturday
night in Gudha Bhag-
wan Das village where
both the accused Vinod
and the girl reside.
While Vinod was also
injured during the inci-
dent, he managed to es-
caped from the spot, po-
lice said, adding that he
was detained on Sunday

The girl was rushed
to the district hospital
where she was declared
dead while the accused
is undergoing treat-

in April 2021 will be

employees working in
various departments,

er, Bhupendra Dak has
been handed over the
reins of the Jail De-
partment in Rajasthan.
A trusted officer of
CM Ashok Gehlot, Dak
is the only officer, who
has held the post of Po-
lice Commissioner in
Jaipur and Jodhpur.
He was the ADG-
Prisons for 15 months
from January 2014 to
June 2015 and has been
IG in two ranges and
SP in 8 districts. Dak
was at the number two
position in the Police
Headquarters and he
discharged his duty
and looked after sensi-
tive works of the PHQs
without any dispute.
During this, two
DGPs were his boss
and they had confi-
dence in him. A socia-
ble officer, Dak is
known for fast decision
making skills.
As DG Prisons, Dak
will have to face sever-
al challenges during
his second innings in
the department. Use of
prohibited items like
mobile phones and nar-
cotics substances are
the major causes of
concern for him. Jail
administration had
faced embarrassment
in February 2019, when
a notorious Pakistani
prisoner, Shakarullah
was murdered at the
Jaipur Central Jail
over the issue of TV
volume.
Recently, two inci-
dents of jail break in
Phalodi in Jodhpur
and Nokha in Bikaner
also raised questions
on the security of jails.
16 prisoners had
escaped from Phalodi,
while five jail inmates
escaped from Nokha
jail.
Safety of jails is the
main challenge for
Dak. There are nearly
22,000 jail inmates in
145 jails across the
state. Apart from it, the
jail staff expect the of-
ficer to address their
long pending demand
related to pay and ser-
vice conditions. They
want their salary to be
at par with the police
personnel.
Dak has three years
left for retirement and
chances of his appoint-
ment as DGP-Ra-
jasthan are bright.

directed the officials to

OF MEDICINES FOR FORMER MLAS
Jaipur: When the Ashok Gehlot government came
to power, it was decided that the State Government
will fulfill its social responsibility and moving forward
in the same direction, it was decided that the spe-
cially- abled individuals would get representation and
participation in power. As a result, so far, 33 Divyangs
have been made ‘Nominated Councillors’ in Municipal
Bodies. Rajasthan is the first state in the country that
provided participation in power to the specially -abled,
who had been demanding a fair representation for
the past ten years. All the municipal corporations,
municipal councils, municipalities of Rajasthan
reserved seats for the ‘Divyangs’ in the nominated
councillor quota. The sensitive Chief Minister of
the state, Ashok Gehlot, with the notification of the
Rajasthan Municipal Act, 2021, established the
participation of the ‘Divyang’ in power. With
this decision of the government, 300
persons with disabilities will get an
opportunity to become nominated
members in all local bodies of
the state. Also, the ‘Nishaktjan
Aayog’ is yet to be constituted.
Jaipur: CM Ashok Gehlot, while relaxing the provi-
sions of Rule 11(3) of the Rajasthan Legislative
Assembly and the Family Pensioners (Medical
Facilities) Rules, 2010, approved the proposal to
allow the former members of the Legislative As-
sembly to purchase medicines from private medical
stores for the period from April 29 to July 31, 2021
without non-availability proof Letter (NAC).
It is noteworthy that under the orders
of the Finance Department issued on
April 29, in view of the Covid-19
pandemic, while giving relaxation
in para 8(3)(2) of the Rajasthan
State Pensioners Medical Conces-
sion Scheme 2014, permission was
given to buy medicines from private
shops without NAC for the period up
to 31st July 2021. Orders were issued
by the Finance Department on 27 May
2021 for relaxation in the Rajasthan
Civil Services (Medical Attendance)
Rules, 2013, in which relaxation was
given to the state employees.

forests intact, forget
about its land for dec-
ades altogether, so
much so that it has
paved way for major
real estate develop-
ments? While it may
seem to be naught, but
the fact is more bizzare
than fiction here. But
what is even more biz-
zare is the fact that this
land lies on the out-
skirts of Jaipur city!
The year was 1961
when the Rajasthan
government denoted
around 30,000 acres of
land of Amber, Kukasm
Achrol, Nahargarh,
Beed Papad and sur-
rounding areas as forest
land, however, till date,
the said land has not
been recorded as forest
in revenue records.
Now question arises
that- Is RCA's newly ac-
quired land also falling
in the same 'disputed'
region? Few years back
in 2015, senior advocate
AK Jain had filed a PIL
in the High Court de-
manding that the state
government should
take possession of the
land and it was also in-
formed through the PIL
that colonies have been
settled on Forest land
and therefore, the state
government should up-
date its records and
take possession.
On the directions of
the High Court, the state
government formed a
committee in 2016 with
Tehsildar and 3 EX-ENs.
The committee identi-
fied few colonies along
with Shashtri Nagar
and in its primary re-
port, the committee said
it will identify other
colonies soon, and cited
needing time since the
matter pertained to sev-
eral decades before.
However,eventhough
five years have passed,
the committee, which is
more or less defunct as
of now, has not submit-
ted its report.
So now will UDH
Minister Shanti Dhari-
wal 'looked into' the en-
tire matter to ensure
that no legal hassle
erupts at the eleventh
hour to stall the RCA's
'dream project' by some
'vested interest' or land
mafias!

In a landmark order fol-
lowing a case filed by 2 resi-
dents where one was seeking
to restraint the other from
feeding in front of his prop-
erty, the Delhi High Court is-
sued guidelines that uphold
the dignity and rights of ani-
mals and their feeders. Such
order comes as a relief to
feeders in the nation’s capi-
tal. But I also hope that other
states will follow the direc-
tions. The Delhi dispute was
resolved with a consensus- a
designated place was fixed
for feeding the dogs.
Every day animal feeders
face harassment and even
physical abuse, and the dogs
get beaten and poisoned by
people who restrict feeders.
And we are well aware of
how supportive law enforce-
ment is in these matters.
How discouraging to have
them side with the perpetra-
tors! This is why the Delhi
HC order is pivotal as it gives
backing to animal lovers.
In the order, Justice J.R.
Midha said “Community
dogs (stray/street dogs) have
the right to food and citizens
have the right to feed commu-
nity dogs but in exercising
this right, care and caution
should be taken to ensure
that it does not impinge upon
the rights of others or cause
any harm, hindrance, har-
assment and nuisance to
other individuals or mem-
bers of the society.” This
keeping in mind that every
dog is a territorial being and
it has to be fed in places with-
in its territory
.
The court ordered the Ani-
mal Welfare Board of India
to create awareness about
compassion towards ani-
mals. In the verdict issued a
committee comprising the
Director of Animal Husband-
ry Department or his nomi-
nee, senior officers of all mu-
nicipal corporations, Delhi
Cantonment Board, and cer-
tain advocates was created to
implement the guidelines
and asked for the first meet-
ing to be held within the com-
ing weeks. Law Enforcement
too was mentioned in the or-
der. The authorities were
asked to ensure no harass-
ment or hindrance is caused
to the people feeding street
dogs at the designated spots.
Further RWAs or Municipal
Corporation were entrusted
with the responsibility of en-
suring that every community
dog in every area has access
to food and water in the ab-
sence of caregivers or com-
munity dog feeders. This is
indeed a good judgment!
The key lies in ensuring
that feeders know their
rights, aren’t intimidated,
are polite, consistent, and
clear up after feeding leaving
no room for complaints. If
you don’t give them a reason
to dispute, they won’t. At
least that is the hope. But I
know this is not the ground
reality
. I remember having to
respond to many disputes
amongst residents with re-
gards to feeding and tending
of the canines. In each case,
I first resorted to counselling
of both parties and when a
resolution could not be
reached I would involve law
enforcement who never paid
heed. Animals are not a sub-
ject of priority response. We
then would call Maneka Gan-
dhi to apply pressure on the
station head. Most times we
were fortunate, other times
not. But I realized the need
for government intervention
and support.
Since the pandemic, Jaipur
animallovershaveunitedand
organized themselves into
zones and areas. The network
brought together by Raksha
Foundation and supported by
Help in Suffering and other
major donors and organiza-
tions have done phenomenal
work ensuring that animals
do not go hungry during the
pandemic.Ithasnotbeeneasy
though. A lot of the feeders
reported harassment from
residents of a colony who also
have threatened to have the
dogs relocated. But the reloca-
tion of dogs is also illegal.
Andif theMunicipalcorpora-
tion engages in the relocation
of any canines they can be
held in contempt. So before
you dial that Nagar Nigam
helpline,beholdthattheycan-
not help you with relocating
dogs. You must learn to coex-
ist peacefully
.
Such an order at a time
when cruelty against ani-
mals is on a rise might be
signalling the coming of a
bright future for animal wel-
fare. I am keeping my fingers
crossed that it doesn’t end
here and that we will see a
sterner amendment to the
PCA act.

“We are currently feeding
70 dogs and 20 cats. More in
fact because 20 dogs are fed
twice a day. We started
feeding dogs, cats, and
cows during lockdown last
year then changed our fo-
cus during the last puppy
season at the end of last
year to mother dogs and
their babies. At that time
we had around 15 mother
dogs and 60 puppies plus
and 15 other adult dogs.
Last year we encountered
a handful of people who
were indignant that we
were feeding the dogs in
front of or near their hous-
es. This seemed to occur
more during puppy season.
We would politely point out
that we had the right to do
this and that we needed to
feed close to where the
mothers and babies were
sleeping.
Occasionally we had
heated exchanges with
irate homeowners which
were unpleasant and after
these encounters, we were
always worried about retri-
bution. But now everyone
in Bani Park knows me.
The problems that feeders
face from some community
members are in the media
now so that’s a good thing.
It gives our role more cred-
ibility. Though I’d like to
see the communities tak-
ing more responsibility
