The inter workings of Congress have been studied extensively by Richard Fenno and David R.
Mayhew. Mayhew's study of Congress took place in Washington, while Richard Fenno conducted
his research by following politicians within their congressional district. Mayhew attributes three
primary goals to congressmen– getting reelected, achieving influence within Congress and making
"good Policy". Fenno also attributes three basic goals, having influence inside the House than other
congressmen. Second, helping their constituents and thereby insuring their reelection, and lastly
helping make good policy. The purpose of this paper is to research a member of Congress and to
make a direct connection between his activity in Washington and his home district. The paper will
answer whether the congressmen is a delegate or trustee. Are the actions a pursuit for reelection?
Are the committee assignments a path for movement within the House or outside? What legislation
has he/she sponsored or co–sponsored and does it directly reflect his/her districts political view. And

the definition of the Legislative branch is: the part of the United States government that creates
laws. Whenever you read about congress people in the Senate or House debating a law, you 're

Investigate an international terrorist organization (al–Qaeda) Al–Qaeda is an international terrorist
organization that was founded in the late 1980's by Osama bin Ladin and Abdullah Azzam. The
organization is still currently active today, even though it has become largely decentralized with the
deaths of many of its leaders following their attack on the twin towers in New York City, on
September 11th, 2001. Al–Qaeda was founded towards the end of the Soviet Union's attempted

This is probably due to the fact that the House of Commons is the one that the people show up to
vote for. Currently there are 650 members of the House of Commons (). Elections for these seats are
held based on something called constituencies. These are based on geographical features, local
government boundaries, land area and population ("Parliamentary Elections" 2007, 5). The average
population of a constituency is about 68,500 people ("Parliamentary Elections" 2007, 5). These seats
are all vacated at least once every five years, and new elections are held to fill them. Interestingly,

of the framers around creating a bicameral legislature. This would take me to the first section of our
class regarding the debates the founding fathers had about equal representation of the states in the

Each congressional member also has a plentiful staff assigned to them who help deal with the many
demands of being an agent of the people. Responsibilities of staff include, but are not limited to
dealing with details, organizing hearings, handling constituency requests, and negotiating with
lobbyist. Additional joint powers of the Congress are that of oversight, which conduct hearings and
investigations on government agencies as well as grant appropriations, Advice and Consent, which

reforms that have been proposed have been based off of other country upper house configurations.
Those countries have shown working alternative ways of how to separate powers over the legislative

The Bundesrat is a body within the German government that represents the interests of the
individual states and thus acts as a link between the Federation and the federal states. The Bundesrat
is made up of appointed representatives of the federal state government with each state given a
certain amount of votes in regards to their population. In total there are 69 seats with each Lander
given between three to six seats. (Reuter 2009, pg. 17) The Bundesrat democratic legitimacy comes
from the fact that its state governments are elected and thus those appointed to the Bundesrat were
theoretically chosen by the people. Thus to be a member of the Bundesrat the person must have a
role in the government at the federal state level. The Bundesrat does not need to pass every bill, but
rather is only required to provide approval to bills if they directly affect the Lander and currently
almost 50% of all bills passed need the approval of the Bundesrat. (U.S. Library of Congress) The
Bundesrat can reject appeal laws to Federal matters, but the Bundestag can overrule those objections
by having the same majority as in the Bundesrat who rejected it. Review and discussion over the
proposals submitted by the Federal government are two of the Bundesrat's main responsibilities
which portray its checks and balances role in the federal government. If an agreement can not be
made between the two chambers, then a Joint Conference Committee is created to resolve any
differences and create a bill that has been passed by a majority in each chamber. The Bundesrat has
a total of 16 committees who are are given certain undertakings in regards to their areas of
