County, Missouri was in a state of emergency as social riots spread. Belligerent men and women of
all ages, storm around town, destroying all that they can put their hands on. Private businesses are
burnt down and the windows of parked vehicles are shattered. Hateful slurs are graffitied around
town, with sayings like, "fuck the police," and "the only good cop is a dead cop." Rocks are thrown
and police officers use tear gas to control the growing crowd. Concerned locals lock themselves in
their homes hoping for the craziness to die down. In what seems to be a twisted dream, society as

African Americans in Los Angeles and throughout the United States have experienced racial
oppression for centuries. (Background about racial oppression by the LAPD). Rodney King was an
African American motorist who inspired positive police reforms after he had a brutal conflict and
was beaten by four members of the LAPD. Rodney King's encounter resulted in a social and legal
compromise because the incident made people aware of police brutality, gave African Americans a
voice against police abuse, and resulted in reforms to the way that the LAPD responds to
communities of color.
The Los Angeles Riots were the second riots to happen after the Watts Riots. The L.A Riots took
place on April 9, 1992. The riots broke out in less than a day and lasted five days and killed more
than 50 people and left more than 2,000 injured. On April 30, 1992, writers Richard A. Serrano and
Tracy Wilkinson wrote an article in the Los Angeles Times newspaper saying "hours after the
verdicts were announced, angry demonstrators torched buildings, looted stores and assaulted
passersby as civic leaders pleaded for calm." The riots started after the verdict was given, people
were filled with anger after they police officers were acquitted of all charges against them. Tensions
also arose with Korean store owners.
The riots helped bring a change to the community for the African Americans because before the
riots they didn't have a voice, any protest or march they did didn't receive attention. When the riots

That was not enough for some officers they believed King was resisting arrest. Due to their belief
some cops shot Rodney with a taser gun. Shortly several officers started to fiercely beat King with
their batons. "We won that game didn't we," says officer Laurence Powell to his mates. George
Holliday, a men standing near the scene, video tapped the action. Rapidly this video was
broadcasted not only across America but around the world. It would not be ignored by its viewers.
Everyone who tuned in and watched was shocked. Justice was expected to be made towards the
heartless cops who savagely bet Rodney King.

acquit the police, cops get their jobs back, and brutality happens again. One of the most broadcasted
cases of police brutality, was the beating of Rodney King. On the night of March 2, 1991, a
bystander named George Holiday, videotaped the moment when five officers used excess force on
an African American man named Rodney King, beating him with batons as he struggled on the
ground. Also, it was recorded that an officer stomped on King's shoulder causing his head to hit hard

23, September 2016 Chaos in Los Angeles Many people believe the cause of the 1992 Los Angeles
riots/civil disturbance was due to the acquittal of four LAPD officers who had been charged with the
use of excessive force in the videotaped arrest and beating of Rodney King, following a high–speed
police chase. Many believed the verdict was unjust, that in fact excessive force was used in the
arrest. As a result, many feel this injustice caused the riots. When people take the time to do a more
in–depth review/research of the subject, they will find that although this verdict may have triggered
the rioting, there were actually multiple issues that contributed to the rioting. Dr. Eisold comments
in his article Understanding Why People Riot, "riots usually break out after a serious incident has
occurred, often after the commission of an injustice, or a perceived injustice, on the part of the
authorities." Some may interpret this as Eisold believing injustice or a perceived injustice causes
riots, but in taking a closer look we see it serves more as a trigger or igniter rather than a cause.
Eisold raises a question that supports this when he says, "would people with a genuine sense of
injustice destroy the property or endanger the lives of people in no way connected with the injustice
that is the supposed to be the occasion of the riot?" If this were the case, one would expect the riot
to be directed at officers involved or law

The twentieth century brought with it many conflicts, such as both World Wars, the Great
Depression, and civil unrest, the latter of which its effects can still be seen today. The Civil Rights
Movement of the sixties, paved the way for more demonstrations during the last quarter of the
twentieth century. One of the greatest of these demonstrations was the Los Angeles Riots
(commonly known as the Rodney King Riots) of nineteen ninety two. The Civil Rights Movement
had a goal, which was to end segregation and discrimination of African Americans, and to try to
improve the wellbeing by integrating both communities. This movement had led to many others,
both peaceful and violent. However, the goal between them all was the same. There has been many
conflicts in the past between African Americans and the Anglo community, where most were caused
due to the discrimination or taking out the anger they had after seeing themselves being treated a
certain way.
Before the riots, racial tensions had already risen. There was lots of gang–related activity and crime
in the poor communities of Los Angeles, where many were unemployed. These communities were
common to drug sweeps, where "more than eighty officers tore apart a pair of apartment buildings,
leaving dozens homeless" (History.com).
On the night of March third, nineteen ninety one, King had high levels of alcohol in his blood, due

After being pulled over, King's friends obeyed police commands to get out of the car and lie face
down on the ground, and they were not harmed. King, however, was reluctant to get out of the car,
and even more reluctant to obey police orders. He then made degrading gestures toward the female
CHP officer that had initiated the pursuit. As a result, the officer advanced upon him with her gun
drawn, and Stacey Koon, an LAPD sergeant, feared that there might be a shooting, so he then took
over the arrest, and ordered the other officers at the site to holster their guns.
Sergeant Koon subsequently shouted at King and told him to lie face down with his arms stretched
out. King did not listen to these commands and just stared at Koon with a glazed look in his eyes.
Koon then ordered four officers to jump on King and subdue him. One of the officers proceeded to
put his knee in King's back, in order to force his left arm behind him enabling him to handcuff King.
However, King was too big and strong, and with a quick motion, King tossed Officers Briseno and
Powell off of his back.
Koon essentially tried to immobilize King with an electric stun gun, or a taser, which fired darts
carrying a charge of 50,000 volts. These extreme actions didn't work either. After being hit two
times by the taser gun, King got up and started charging Officer Powell. By this time, Sergeant
Koon had realized that he had a very combative strong man to seize

Angeles who helped troubled teens use literature as an outlet to express themselves and provided

that there were racial tensions between Blacks, Hispanics, and Koreans in L.A. during the 90's. This
made me wonder why there were tensions among those minorities which got me interested in

This summed up their sense of belonging, ensured by having their own territory and being with their
own race. The need for belonging stemmed from their perception and actual experiences not only in

destination that rivaled scenarios from the country it tried to emulate, Spain. This imagination

The McCone Commission found that "poverty, racial divisions and other social conditions helped
trigger the violence" (Pope). However, after the commissions report, interest in the Watts riots faded
and adequate action was not taken to address these issues in the affected areas. At the conclusion of

The last straw that would start the riots was the death of Latasha Harlins. Latasha Harlins was a
young black girl that tried to shoplift an orange juice from a Korean shop on March 16. The Korean
store owner, Soon Ja Du, caught her and had a scuffle with Harlins. Harlins threw the orange juice
on the counter and walked away. However, Du pulled out a handgun and shot Harlins in the back of
the head. Harlins died instantly. Although Du testified that it was self–defense, all the evidence from
the witnesses and security camera proved that Du was under full control and shot Harlins as she was
leaving the store. It was also found that the gun was modified to fire with less pressure applied on
the trigger. Du was found guilty of voluntary manslaughter, which carried a 16 year jail term.
Despite all the evidence, the judge gave Du five years of probation, four hundred hours of
community service, and a $500 fine. As the final straw, the L.A. riots began. The riots itself was
havoc as it peaked over the next two days after the trial acquitting the five officers, creating $1

This use of force matrix utilizes a graded approach whereas an officer will use only the force
necessary to exercise and arrest. Law enforcement officers may use that amount of force necessary
to effect the lawful purpose intended, provided that no reasonably effective alternative to the use of

African American Shortcomings In America
Of course, those Korean immigrants were only 'fighting' for their own economic survival in
America, too. Yet the assertion was understandable: during the 1970s and 1980s, deindustrialization,
which brought unemployment to the middle class, would only exacerbate the conditions of Los
Angeles' most impoverished. The few remaining jobs it left to the slums had been seized and
hoarded by Korean immigrants. In the reality of the situation, however, African Americans, despite
their efforts and an ongoing movement for civil rights, were simply incapable of achieving the same
level of entrepreneurial success of Korean Americans during this time period. The reasons for their
shortcomings in Koreatown, in addition to lacking higher education and professional job experience
many Korean immigrants had at their disposal, were primarily due to the deeply ingrained
institution of prejudice against African Americans. African Americans were helplessly vulnerable to
racism–regardless of how hard they worked, they would struggle to compete with other minority
groups. Nevertheless, African Americans continued to criticize Korean Americans as they
accumulated the capital and social mobility necessary to move out of Koreatown. The neighborhood
had proved itself a valuable tool for Korean entrepreneurial ventures, but it still remained a poor
urban slum. Besides 'thriving' Korean businesses, historians Nancy Abelmann and John Lie
discovered that Koreatown was home to "the highest crime rate in all of Los Angeles," and a median
household income which was half the California state average–"and even lower than that of South
Central Los Angeles." Other than to keep families perpetually wary, the district's poor and

This paper will cover the events that took place within the first five days in south central Los
Angeles after the Rodney King verdict .
History
In 1992 the city of Los Angeles was one of our nation's largest cities. It had an estimated population
of over 9 million.1 The city had been in a deteriorating state for several years. There also had been
tension growing between the citizens and the police for nearly the last 30 years. This had a lot to do
with riots that occurred in Los Angeles back in the 1960's.2 In 1965 riots in L.A. occurred after a

Over the course of the next year the tensions and suspense from this case continued to grow. The
police knew that civil unrest was going to occur no matter how the outcome of this case, but knew it
stood to be worse had the defendants be found not guilty. On April 29th the day of the verdict, there
were reporters both inside and outside the court room. This would add to how wide spread the
unrest would occur and how fast it would develop. The verdict had come out that all four police
officers were found not guilty on all accounts except for one account on one officer in which it was
ruled a mistrial on that account.4 With the large amount of media coverage and the anticipation of a
guilty verdict by many of the local citizens, the disturbances and violence spread quickly .
Execution/action The initial start point of the riots (caught on camera) was at the intersection of
Florence and Normandie. There police were making an arrest where crowds quickly arose. The
police called for backup but were still having difficulty with the arrest as they were continually
being interfered with and were outnumbered. The situation rapidly became dangerous and in what
would later become a very controversial call, the overwhelmed police were ordered to retreat. This

When the streets of Los Angeles exploded on April 29, 1992, Korean Americans found themselves
in a crisis of identity. Known to them as Sa–i–gu, or 4–2–9, the five–day uprising bluntly revealed
their cultural separation and its shortcomings. As Los Angeles fell apart, local Korean business
owners found themselves confronting their prejudice, which had undermined their relationship with
black customers. Following the exposure of these two issues during and after the riots, a mental shift
in the Korean American community became evident through its response to the event. By
exemplifying the involvement of Korean merchants in interethnic disputes, the Los Angeles riots
prompted the integration of Korean Americans into America's multicultural society.
Prior to the upheaval in 1992, the economic situation of many Korean immigrants, including those
who were merchants in Los Angeles, influenced their perceived isolation from other Americans.
Although a majority of these Koreans had a high education and desired to work as professionals in
America, their foreigner status and limited English prevented them from doing so. Consequently,
they resorted to running small businesses, hoping to eventually "achieve mainstream success and

The history of African–Americans in the United States is full of many periods of achievements, as
well as periods of struggle. The Los Angeles riots of 1992 were the result of many years of
systematic racism in the United States following the Civil Rights Movement. The beating and unjust
trial of Rodney King exposed the unfair and brutal treatment of African Americans by the police. As
well as the shooting of 15 year–old Latasha Harlins 2 weeks after the beating of Rodney King to
further ignite hatred within African–Americans in Los Angeles. What came forth was a week long
riot not only changed Los Angeles, but the United States. That is why the Los Angeles riots was the
most devastating, yet consequential, civil uproar in the history of the United States.
The beginnings of the riots came on March 3, 1991, when Rodney King was stopped and brutally
assaulted by police. King was stopped after a high speed chase police after police caught him
intoxicated and was subsequently forced out of the car (History.com). From there, police began to
unlawfully assault Rodney King, leaving him with a fractured skull, along with a broken cheekbone
(History.com). A witness, George Holliday, filmed the officers beating Rodney King; a day after the
tape was airing on CNN for the rest of the country to witness (Los Angeles Daily News). Four
officers were later arrested and put to trial a year later, however all of them were not pleaded guilty.
