SUBJECT: Purchase 2023 Kenworth T380 Chassis and PacMor R200C Series packer

SUMMARY
Seeking authorization to purchase one new Kenworth T380 Chassis and PacMor 20yd garbage
packer.
BACKGROUND
Purchase of a new garbage truck allows Public Works the opportunity to place unit #14 garbage
truck in reserve to be used as a backup as needed. Consideration for this purchase was first
presented to Council during the 2022 Strategic Action Plan dated June 22, 2022. Then July 13,
2022 while in a Budget Work Session, Council approved the use of American Resource Plan Act
or ARPA funds in the amount of $200,000 for the purchase of a new garbage truck and packer.
Bid advertisement was published thru the San Antonio Express-News September 14th
and again on
September 21st
with bid opening October 14, 2022 10:00 am. At this time one bid was submitted
but was considered non-responsive.
The City re-advertised (extended request for bid) in the San Antonio Express-News on October
19th
with bid opening on November 2, 2022. At this time one bid responded in compliance. Review
of bid has French Ellison Truck Center meeting the criteria requested in the bid process.
A second price was secured from Reliance Truck and Equipment for a PacMor packer with pricing
secured through the BuyBoard Coop.
FISCAL IMPACT
Cost for truck chassis is $109,459.00. While the price of the PacMor packer is $84,395.54. Total
combined cost is $193,854.54 which is within funds allocated at budget for these purchases.
