PUBLIC WORKS DEPARTMENT
CITY COUNCIL AGENDA MEMORANDUM
TO: Mayor and City Council
FROM: Patrick Sullivan, Director of Public Works
SUBJECT: Purchase of a 2022 Freightliner M2-106 Chassis and transfer of packer body from
old garbage truck to new chassis
DATE: December 13, 2021
SUMMARY
Seeking authorization to purchase a 2022 Freightliner M2-106 chassis to replace garbage truck
unit #23, in addition to have the packer body transferred to the new chassis.
BACKGROUND
In August 2021, garbage truck unit #23 suffered significant engine failure, a blown piston, with an
estimated cost of $37,000 to replace the motor. The truck portion of the vehicle, a 2000 model
International Harvester, is almost 22 years old and has served its useful life. The packer portion of
unit #23 is about five years old and likely has several years of service remaining.
The purchase of a new chassis will allow for a largely new garbage truck unit. A 2022 Freightliner
M2-106 chassis has been secured through the BuyBoard Cooperative Contract available to local
governments. The contract price to purchase the chassis is $89,422.00. The 2022 Freightliner
chassis has a two-year manufacturer’s warranty.
The existing packer from unit #23 will be refurbished and transferred to the new chassis through
an agreement with Reliance Truck and Equipment in an amount not to exceed $12,000.00
POLICY ANALYSIS
Purchasing a new chassis is cost effective over the continued repair of a worn and outdated vehicle
where parts are difficult to attain.
FISCAL IMPACT
The cost for the Freightliner M2-106 chassis is $89,422.00 which was secured thru BuyBoard
Cooperative Contract. The funds are currently available in the Capital Replacement although it
was not budgeted for this fiscal year. This item authorizes funds not to exceed $12,000.00 to
Reliance Truck and Equipment to transfer, up-grade and refurbish packer from unit #23 to the new
chassis. The total funding authorization is $101,422.00.
