Role of Officials in Official Hierarchy :
The State Government discharges its functions and responsibilities related to education through the Ministry of Education. Education Secretariat and Directorate of Education. The role of different officials in official hierarchy in Karnataka State is Briefly discussed below :
The Governor :
The Governor is the Constitutional head of the state Karnataka. He is the representative of the Central Govt. appointed by the President of India.
Responsible :
He works like a link in the chain between state and central.
He has to watch all the activities of state machinery of
administration and report to central Govt.
He has Council of secretaries who guide, advices him in all manner
of state educational administration.
The Chief Minister :
The Chief Minister is the chief of council of ministers.
He presides over the council of ministers.
He is responsible for all the educational administration.
He has to report all the activities of the state to the Governor.
Minister of Education :
The education minister is the chief authority of education ministry.
The minister of primary and Secondary education is responsible for the
entire School education of the state.
The minister is responsible for formulation of educational policies.

Some important policy matters discussed in state legislature and needs
its approval.
The minister of education is answerable to the legislature.
The minister of education performs his duties through the department
of instruction and secretariat.
Education Secretary :
Secretary is the administrative head of secretariat.
The Secretariat is directly attached to the ministry of eduction.
The secretary is a senior IAS officer.
He keeps a liaison between directorate of education and the
ministry of education.
All the policies related to education are hammer out in the
secretariat.
The education secretary clears every day matters.
All the govt. orders related to education will be declared in the
name of the secretary.
The education secretary assists the minister of education in day
to day matters pertaining to educational administration.
He is assisted by a deputy secretary and few under secretaries.
Director of Public Instruction (DPI) :
The different Directorates function under the perview of the deportment. Each headed by the Director of Public instruction. At present there are few Directorates , each in-charge of one of the following areas :
Director of Primary education.
Director of Secondary education.
Director of minorities education.
Director of vocational education.
Director of KSEEB.
Director of Text book.
Director of DSERT.
Director of Adult education.
Director of SSA.
Directors are the executive heads of their respective wing.

5. Commissioner for Public Instruction (CPI) :
Commissioner for Public Instruction is the head of the department,
who controls and co-ordinates all the activities of school education.
He is an IAS officer.
He is the administrative head of the deportment and works under
the control of the education minister.
The commissioner keeps the govt. informed regarding the education
needs and actual progress of school education in the state.
Implementation of general education policies, supervision and inspection of educational
institutions, improving the quality of school education, offering in-service and extension
educational programmes, co-ordination various activities, supervision of SSA programmes,
participating in the preparation of state prospective plans for school education and teacher
education, evaluation of Akshara Dasoha programmes etc., these are the important
responsibilities of the CPI.
During 2003-2004 Additional Commissioner of Public instruction at Dharwad and Gulbarga have
been established for academic and administration decentralization towards North Karnataka
region.

6. Director of Public Instruction (DPI) :
The different Directorates function under the perview of the deportment. Each headed by the
Director of Public instruction. At present there are few Directorates , each in-charge of one of the

Directors carry out policies, programmes and administrative duties coming under their jurisdiction. They
are also required to prepare and send annual administrative reports related to their respective sector to
the govt. in order to inform about the needs and progress of the education in the state.

7. Joint Director for Public Instruction (JDPI) :
The state is divided into four educational divisions. Like Bangalore, Mysore,
Belgaum and Gulbarga. Each of the four divisions represents the administrative
jurisdiction of JDPI. A few education officers and Subject Inspectors help the JDPI
in discharging his duties. They have over all control over the composite junior
colleges. Inspection of educational institutions and offices in the division.
Conducting Common entrance examination.
appointment and transfer of high school teachers.
Supervision of Primary , secondary, pre-university and adult education
centre's.
Organizing in-service training for teachers.
Supervision of aided and unaided education institutions.,
all these responsibilities comes under administrative control of JDPI. Apart from
four education divisions there are six govt. collages of teacher education (CTE),
each collage is headed by a principal who is also equal to JDPI.

8. Deputy Director of Public Instruction (DDPI) :
- At present 36 educational districts in the state.
-DDPI is administration head at the district level.
-DDPI is assisted by a specified number of subject Inspectors and education officers.
-Transfer of primary school teachers.
- supervision of midway meals,
- Implementation of govt. programmes/ Schemes in the schools.
- Inspection of govt. and other recognised schools of their respective districts.
- Organizing cultural and sports activities at district level.
There are DIET in each district which is headed by a Principal and he is also designated
as DDPI(Development).

9. Block Education Officers (BEO) :
-202 Black education officers are appointed for each block.
- The BEO is administration head at the block level.
- All the govt. and recognised primary schools within a taluk come under the control of
BEO.
-In the year 1985 BEO post was created.
- Supervision of primary and secondary schools.
- Implementation of Govt. programmes.
- Supervision of SDMC and giving subtle guidance.
- Organising training programmes for teachers.
- Preparing taluk level reports related to education.
- Conducting Sports and cultural activities in Taluk level. like prathibha karanji, Inspire
award Competition.

10. Assistant Education officer (AEO) :
Assistant education officer’s are in-charge of inspection and supervision of all
the primary schools coming under their jurisdiction. Each AEO is assisted by subject
inspectors. They are required to provide academic guidance to the teachers.

The Headmaster :
The headmaster holds the key position in the administrative network at the
school level. All the things in and around the school demands his attention and all the
personnel in school look to him for guidance. It is responsibility of the Headmaster to
implement all the Govt. programmes at grass roots in a appropriate way.
