1. ROLE OF NCTE, UGC, SCERT and DIET.

2. National Council for Teacher’s Education
(NCTE)
1) Objectives-
The main objective of the NCTE is to achieve planned and coordinated development of the teacher
education system throughout the country, the regulation and proper maintenance of Norms and Standards
in the teacher education system and for matters connected therewith.
The mandate given to the NCTE is very broad and covers the whole gamut of teacher education
programmes including research and training of persons for equipping them to teach at pre-primary,
primary, secondary and senior secondary stages in schools, and non-formal education, part-time
education, adult education and distance (correspondence) education courses.
3. 2) Functions-
the Council may:
undertake surveys and studies relating to various aspects of teacher education and
publish the result thereof.
make recommendations to the Central and State Government, Universities,
University Grants Commission and recognized institutions in the matter of
preparation of suitable plans and programmes in the field of teacher education.
co-ordinate and monitor teacher education and its development in the country.
lay down guidelines in respect of minimum qualifications for a person to be
employed as a teacher in schools or in recognized institutions.
lay down norms for any specified category of courses or trainings in teacher
education, including the minimum eligibility criteria for admission
4. University Grants Commission(UGC)
1) Objectives-
Promoting and coordinating university education.
Determining and maintaining standards of teaching, examination and research in
universities.
Framing regulations on minimum standards of education.
Monitoring developments in the field of collegiate and university education; disbursing
grants to the universities and colleges.
Serving as a vital link between the Union and state governments and institutions of
higher learning.
Advising the Central and State governments on the measures necessary for improvement
of university education
5. 2) Functions-
Promote and coordinate university education.
Frame rules on minimum standards of education.
Setting standards for examination like ICAR NET, UGC NET & CSIR
UGC NET
Scrutinize growth in the field of college and university education.
Allow grants to the universities and colleges.
Maintain the connection between the Union and State Governments and
institutions of higher education.
Suggest mandatory procedures to Central and State governments to make
positive changes in University Education
6. State Council of Educational Research and
Training (SCERT)
1) Objectives-
• To assist and advise the administration of Delhi in the implementation of its
policies and major programmes for human resource development especially in
the field of education, woman and child development, national integration
and related areas.
• To promote educational researches and training of teachers and other
personnel.
• To develop the curriculum, aiming at an all round development of the child,
and at all levels of education.
7. To develop and produce teaching-learning materials.
To develop Educational Technology for use in the teaching learning activities
and training programmes and to provide Distance Education.
To devise the systems and approaches for qualitative education.
To develop scientific processes of evalution of the pupil and the educational
programmes and institutions.
To develop the strategies to achieve the goals of education for equality
To establish linkages with NCERT, various department of Universities of Delhi,
Administration of U. T. of Delhi, Deptt. of Education, other educational
institutions of Central and Delhi Administration.
To develop, adopt/adapt, & produce curricular materials, text-books and other
related instructional materials.
8. To improve the existing examination system and to prepare relevant
materials in different areas for schools education.
To provide pre-service and in-service training to teachers at all levels of
school education.
To develop educational materials for the education of and guidance to
children from disadvantaged group.
9. 2) Vision / Mission
• To work towards universal elementary education of equitable
quality for all children in Delhi.
• To work towards quality improvement at all spheres and all levels of
education.
• To work towards universal elementary education and universal
adult literacy.
• To act as resource support agency for policy, planning, research,
training & material development for the school system in Delhi.
• To act as affiliating agency for elementary and pre-school teacher
education courses and teacher education institutions working in the
GNCT of Delhi.
• To design Courses for professional development of teachers.
• To frame curricula, syllabi, textbooks, materials and evaluation
framework for educational administrators, teachers and children.
10. District Institute of Education & Training (DIET)
1) Objectives-
Universalization of primary/elementary education.
To make primary education all extensive at the District level.
To undertake action research to improve the quality of primary
education.
To provide training to primary school Head Masters, teachers,
conductors of adult education centers, observers and, main
volunteers of Anganwadis and Balwadis.
11. 2) Functions-
Academic and resource support to the elementary and adult education systems
in the district.
Action research and experiment to deal with specific problems of the district in
achieving the objectives in the areas of elementary and adult education.
To provide training and guidance for implementation of programmes like
activity based and joyful learning and creating willingness to go to school.
To undertake research and experiment, keep in mind the problems of the
educational arena and to solve them.
To familiarize Headmasters, teachers, B.R.C. ,C.R.C. co-coordinators and
supervisors with new approach.
12. To organize seminars and workshops to enhance the abilities for teaching
subjects like Mathematics, Science, work Experience, Art teaching and
Yoga teaching at the primary school level.
To provide guidance for diagnosis and remedies for abilities established by
the students through capacity aimed evaluation and also lack of abilities
thereof.
To provide guidance and evaluation techniques to ensure success for
activity based education.
To visit alternative schools for migrant children and to give guidance.
To undertake programmes for non-ritualistic education.
To make lecturers visit at C.R.C level & to provide guidance
