The administration of All India Institute of Medical Sciences has said
the institute is not an “autonomous organization“, a statement which
contradicts the AIIMS Act 1956. The administration's claim is part of an
affidavit filed before the Central Administrative Tribunal (CAT) in
response to a petition filed by Indian Forest Service officer Sanjiv
Chaturvedi.
AIIMS deputy director (administration) V Srinivas said, “AIIMS has asked
its legal team to check if any amendments in the counter affidavit are
necessary before the next hearing.“ He said the original application in
the principal bench of CAT is listed for hearing on September 15, 2015.

Even its official website states in its introductory note says that AIIMS
was created n 1956 “as an autonomous in stitution through an Act of
Parliament...“
However, the latest affidavit, filed by KP Singh--an administrative officer
in the in stitute's legal cell--on behalf of AIIMS director stated, “... t is
denied that AIIMS is an autonomous organization established under
AIIMS Act 1956, and there are various statutory decision-making
bodies--standing finance committee, governing body and institute body
being the supreme body .“ It added that the governing body and
institute body are chaired by the Union health minister.

Chaturvedi, who was then serving as chief vigilance officer (CVO) of
AIIMS, had moved CAT saying he is feeling “humiliated“ as the basic
work which he was mandated with at the time of his appointment
(CVO) has not been assigned to him till date. He has also sought
quashing of Manoj Jhalani's appointment as the new CVO, alleging it
has been made by the Centre in violation of rules and the vigilance
manual.
Meanwhile a parliamentary standing committee on health and family
welfare recommended that the functional autonomy of AIIMS needs to
be revisited as the institute has not progressed the way it should have.
