At a time when some Delhi hospitals have allegedly turned away dengue patients
citing shortage of beds, the government data shows nearly 30% of beds reserved
for poor in private hospitals are lying vacant.
In some cases, beds reserved for poor are being used to accommodate rich people,
claims Ashok Aggarwal, a member of the committee appointed by Delhi high court
for implementation of free bed facility. “I conducted a surprise inspection at a top
private hospital, along with a representative from the directorate of health services
(DHS), on Saturday . We were shocked to find paid patients languishing on beds
earmarked for the poor.Also, the boards put up by the hospital on availability of
free beds showed different occupancy status,“ he said.
According to the data (realtime availability of free beds as on Saturday , maintained
by the directorate of health services), nearly 209 out of 640 beds for the poor were
lying vacant in private hospitals that had acquired land on cheaper rates.

In September 2011, the Supreme Court had asked all such hospitals to reserve 10%
of their in-patient department capacity and 25% out-patient department for free
treatment of poor patients.
“There is little awareness among poor about their rights.The state government has
failed to take enough measures to create awareness about the scheme. Also, the
deputation of patient welfare officers in private hospitals did not help much,“ said
Aggarwal.
A DHS official added: “If you look at the data of EWS patients for past six years, it
clearly reflects an increase in admissions. In 2014-15, total 36,153 patients were
admitted under the EWS category as against 34,725 patients in 201314. However,
we agree that further action is required to improve the utilization of beds under
this category .“
Neeraj Kumar, a resident of Paschim Vihar, said it is criminal to let the beds
earmarked for poor get wasted like this.“My mother is suffering from dengue.
When I called the hospital, they told us we were 30th on the waiting list,“ he said.Brought to you by

The rule says any poor patient can visit private hospital directly for admission
under EWS quota or state-run hospitals can refer their patients if required.
But the poor, activists say , are often discouraged by private hospitals and
they are told to get away on the excuse that no beds are available.

New Delhi: The political wing of South Corporation has directed
commissioner Puneet Goel to set up a committee to look into the
irregularities in conducting regular checks for mosquito breeding and
fogging.
“We have directed the commissioner to look it and if any officials are found
guilty for delaying the procedures, then strict action will be taken,“ said
South Corporation mayor Subhash Arya.
