Marking attendance may not be enough for doctors in Delhi government hospitals.
The state health department has asked them to specify the number of patients
seen, surgeries performed or meetings attended on a daily basis through a mobile
application. This, the government says, will help monitor their output and
rationalise manpower. But sources said doctors had resisted the move and few had
downloaded the app. The Delhi State Health Mission had emailed the app to heads
of all hospitals last month and asked medical personnel start using it by January 20.
The app has a set template where the user has to specify the field of work OPD,
ICU, surgery or administrative work and further state the action performed for
each category .The data entered is then compiled by a software to generate
analytics employee-wise, activity-wise and time-wise.
“We are currently too busy with the free medicine scheme. The issue of mobile
application to monitor work performance will be taken up soon,“ said a senior
official at Lok Nayak hospital. At Ambedkar hospital in Rohini, doctors said they
have expressed their reservations over the system and were awaiting clarification.

“We are an autonomous institution. We do not have employee IDs so we cannot
implement it immediately unless the health department clarifies on how it is to be
done,“ said Dr Anup Mohta, director of Chacha Nehru Bal Chikitsalaya.
But there were others who said they are not willing to accept the new system.“This
is a ridiculous exercise based on the premise that we do not work. Quantitative
analysis may work for the MBAs but in a sector like health, where we are work ing
to save lives, focusing on numbers may cause more damage to the patients,“ said a
doctor at the Lal Bahadur Shastri hospital, who did not want to be identified.
The Delhi government also plans to bring all its hospitals under video surveillance
to improve security and avoid hospital-acquired infections and wrong-site
surgeries. It has issued an expression of interest (EOI) to hire a company for this
purpose. The cameras, the government claims, will be used to count the number of
people who enter and exit, recognize the faces of employees for attendance and
supervision, and detect movement inside hospital buildings.
