• The concept of golden hour, when there is the highest likelihood of
prompt medical treatment saving the patient's life, simply does not
exist in our country , says Dr Deepak Agarwal, senior neurosurgeon
at AIIMS. He said in many cases the patients are simply bundled
into vehicles and do not get basic life support required in the first
hour of say, a cardiac arrest, brain attack or accident
injuries.“People fear getting harassed by the police or being called
to the court repeatedly .Though the ministry of road, transport and
highways has come up with a notification in June to clear these
apprehensions, it has not been publicized,“ said Piyush Tewari,
founder and CEO of Save Life Foundation, a non-profit organization
which focuses on reducing road crashes and improving trauma care.
The shortage of well-equipped ambulances in Delhi, experts say , is
another area of concern.

• An analysis of patient data at AIIMS trauma center con ducted
about a year ago showed of the 11,814 patients who were rushed
to the hospital, 3,443 made it in autos, followed by 3,032 in
ambulances and 2,671 in PCR vans.
• The state-run CATS (Centralized Accident and Trauma Services)
accounted for only 7% of the ambulances that brought in patients.
“Delhi needs a minimum of 300 ambulances. But we have less than
150 of them. Also, majority of the ambulances are not well-
equipped and only a few have trained medical personnel,“ said Dr
Shakti Gupta, who heads hospital administration at AIIMS.
• Dr Deepak Gupta, a senior neurosurgeon at AIIMS trauma centre,
said they are also holding awareness campaigns in schools to
sensitize children about road safety . “If you compare with the
situation 10 years ago, there has been some improvement. But a
largescale public awareness campaign and assurance against
harassment of the Good Samaritan is needed,“ he said.
