The Delhi government sought to downplay and ban the controversial "two-finger test" on rape survivors. The test was misinterpreted and an archaic method for ascertaining sexual assault. The government will issue a fresh notification to completely ban the test and adopt more scientific methods. This comes after the government advisory allowing the test led to major controversy and criticism from opposition parties and activists who called it insensitive. The health minister clarified that medical professionals should not perform the "finger test".

The Delhi gov ernment on Monday sought o downplay its health adviso ry
allowing “two-finger test“ on rape survivors. It stated hat the advisory was
misin erpreted and they will come up with a fresh notification to completely
ban the archaic est for ascertaining sexua assault.“We want to make it clear
hat finger test is banned com pletely for ascertaining sex ual assaults. More
scientific methods will be adopted for his purpose,“ said Delhi health
minister Satyendar Jain. Sources said Jain met chief minister Arvind Kejri wal
on the issue after which he decision to issue a fresh notification was taken.
“It is now clarified and fur her reiterated that medica professionals should
not per orm the `finger test' for as certaining the habituation o he sexual
assault victim survivor to sexual inter course. All hospital author ties in NCT
of Delhi are ad vised to properly adhere to he same,“ the government stated
in its clarification sent o the medical superintend ents and heads of the
gynae cology department of al state-run hospitals.

TOI had reported on Sun day about the government ad visory dated May 29,
which said Per Vaginal (PV) examin ation, also referred to as “two inger test“,
for rape survi vors can be conducted with heir consent. It led to a major
controversy after which members of BJP, Congress and even child rights
activists slammed the AAP govern ment for their insensitivity .
“A rape victim should not be subjected to such human reatment. What AAP
govern ment has done is wrong. The health minister must apol ogise,“ BJP
spokesman, Sam bit Patra, said.
Congress leader and former Union minister RPN Singh termed it as “very un
ortunate“ and said the test was banned when the party was in power. “It
(the circu ar) was a bad step and it is good that they have with drawn in.“
