team, contractors, resource planning, concept selection, and problem solving with responsibility for project performance and
company/client liaison. Ensured that cutting edge project management tools, such as, “Value Improving Practices” were
used. Identified the require BP specifications and standards that apply to project demobilization facilities. Prepared and
issued Engineering Work Packages (EWPs) for drilling rig removal. Coordinated engineering designs and prepare
construction specifications and bid packages.
PROJECT INTERFACE MANAGER/COORDINATOR – Petrochemicals
REPSOL - Qugruk Development Project (June 2013 – September 2013) and
ExxonMobil Development – Point Thomson Project (June 2012 – June 2013)
Project Interface Manager assigned to coordinate and facilitate project discussions directly between stakeholders for
identifying potential interfaces to be documented with the use of an Interface Agreement (IA) especially when there is no
contractual relationship between them. Interface Coordinator to subcontractors to ensure that their interfaces, as they define
them, were documented and put on my list for coordination. Developed and executed training presentations for project
personnel and subcontractors on the Interface Data Register (IDR) and SharePoint tools and their use. Prepared and
scheduled weekly interface management meetings and subcontractor workshops to ensure common understanding and to
provide direction on how interfaces are to be managed and executed. Developed agenda, meeting action item/needs list,
execution workshop action item/needs list, and status report, updated and maintained the IDR open items list and project IDR
for the weekly and monthly Interface Management meetings. Managed WorleyParsons/ExxonMobil Point Thomson Project
SharePoint Interface Management Website Database Register (IDR) and Subcontractors Database Register. Managed all
interface agreements and associated issues from initiation endorsement through interface details and final close-out approval.
Prepared and issued Engineering Work Packages (EWPs) for several modules, such as Module 120, “The Raw Water
Skid/Module.” Prepared, updated, maintained and issued the Project Interface Numbering System Specification and Project
Subcontract Responsibility Matrix. Project Telecommunication Engineer assigned to oversee the engineering, design, and
construction of GCI’s (General Communication Incorporated) telecommunication in each of the applicable modules,
especially module 113 (Telecom Tower) and module 403 (Badami Telecom Module).
PROJECT MANAGER/ENGINEER - Petrochemicals
ExxonMobil – Longford Gas Conditioning Plant (LGCP) Project (January 2012 - June 2012)
Project Manager assigned to interface with and manage all Loss Prevention and Risk Assessment (HSE) Issues for the entire
Longford Gas Conditioning (LGCP) Project. Coordinated and responsible for identifying all risk and issue action items to
address and close the action items in accordance to client’s endorsement, verification and approval. Completed and issued
Project Risk Assessment Plan and Weekly Reports on schedule and to client’s satisfaction. Interface with client on a regular
basis to assure their needs and requirements were accurately met. As a Project Engineer, developed and issued Reliability
Assessment Study Plan and Final Report and the Material Handling Study Plan and Final Report for the LGCP Project on
schedule and to client’s approval. Successfully prepared and managed all studies, reports, Loss Prevention and Risk
Assessment (HSE) Issues in accordance to client’s standards and requirements and issued related documentation through
WorleyParsons program tool, SharePoint. Developed and effectively delivered all required assigned project documentation,

Project Engineer responsible for multiple projects and their technical integrity across all disciplines with emphasis on
compliance with the project scope and job specifications. Performed in an administrative role with discretionary authority for

Project Mechanical Engineer responsible for the engineering, design and procurement of all mechanical equipment. Prepared
and maintained mechanical equipment list, budgets for equipment costs, control level schedule, manpower forecast and labor
hour estimates, and supported interfacing between Client and project engineering. Additional responsibilities include
supporting project controls with forecast equipment costs, budget bid status and source, and forecast scheduled award and
delivery dates. Responsible for the procurement of all heat transfer equipment, rotating equipment, vessels and mechanical
equipment systems. Performed studies in preparing cost estimates for supporting procurement in the preparation of “not to
exceed” estimates. Identified and maintained Material Manager (MatMan) software for the procurement and storage of
project mechanical equipment. Responsible for overseeing all other mechanical engineers on the project. Directed and

PROJECT ENGINEER
L3 NEP-Level (3) Network Expansion Project (2004-2006)
Project Engineer serving as the main Point of Contact (POC) for engineering, design and construction of sites for the Western
and Eastern Regions. Responsibilities included performing preliminary field surveys for outside plant (OSP) and inside plant
(ISP) fiber optic routing, reviewing all engineering packages for obtaining all necessary permits from city, state, county,
federal, and special agencies such as the railroads, Department of Transportation and Army Core of Engineers required for
construction. Prepared scopes of work for field contracts. Supervised subcontractors and maintained any and all necessary
safety reports, daily reports (DAR’s), request for information (RFI’s), bore profile logs, pull plans, splice assignment sheets,
manhole butterfly drawings, as-built construction drawings, change notices, and any additional information as requested by
the Deputy Director.
PROJECT ENGINEER
Level (3) Communications - Fiber Optic Cable Network (2000-2004)
Project Engineer responsible for and directed the Los Angeles and Orange County Project office for the Level (3)
Communications project. Responsible for project controls, contracts, design, engineering, permitting, construction,
inspection, maintenance and operations and reporting status to the client and Fluor management. I directed OSP Engineers,
OSP Field Engineers, Auto Cad Designers, and Fiber Engineers, Construction and Maintenance and Operations personnel.
Coordinated with engineering firms for Geotechnical surveys, Environmental assessments, Traffic and Transportation
Control and with City Engineers, City Inspectors, Construction sub-contractors and Railroad Authorities for the build-out of
approximately 250 miles of underground fiber optic cable in the Los Angeles, Orange County and San Bernardino areas.
Responsible for Engineering Design, Construction Routing Plans, Manhole Butterfly Plans, Fiber Diagrams, As-Built
Drawings, Permit process, and Fiber Installation. In charge of checking the permitting and Engineering drawings, and
performed the construction bid walks.
PROJECT ENGINEER / CONSTRUCTION SUPERVISOR
AT&T Wireless Services (AWS) - Base Station Implementation Project (1999-2000)
Project Engineer and Construction Supervisor responsible for the implementation, reporting, and completion of site
acquisition, RF (Radio Frequency) design, site design, permitting and construction for the Fixed Wireless Base Station sites
in the following four markets: Los Angeles County, Orange County, San Luis Obispo, Santa Barbara, San Francisco,
California and Anchorage, Alaska.
PROJECT ENGINEER / CONSTRUCTION SUPERINTENDENT
AT&T Local Services (ALS) - ALS Network Realization Program (1998 - 1999)
As Project Engineer, I reported to the Project Manager, and directed Site Acquisition, Property Managers, Building
Engineers, and Architectural/Engineering Firms. Previously, as Construction Superintendent interfaced for build-out with

Project Engineer, Permitting, Construction Subcontractor, and Equipment Installation Contractor. In charge of checking the
permitting and Engineering drawings, and performed the construction bid walks. Responsible for management and
coordination of OSP work to develop and build a fiber optic network that connects the city’s backbone fiber ring to the
service manhole of served buildings. Managed and coordinated with all Outside Plant (OSP) sub-contractors. Responsible
for acquiring permits from city, state and federal agencies.
CONSTRUCTION SUPERVISOR
Aerial Communications (Formerly APT) - PCS Network Build-Out (1996-1997)
Construction Supervisor on the American Portable Telecom (APT) / Aerial Communications PCS (Personal Communications
Services) wireless network launch in Pittsburgh, Pa. market. The network consisted of 125 PCS sites in Phase I and 80 PCS
sites in Phase II, including 3 Pennsylvania Department of Transportation tunnels and the Pittsburgh Main Switching Center.
PCS Sites: Performed Site Construction Feasibility Assessments for RF Engineering and Site Acquisition by providing field
design requirements site preparation/site layout and guidelines for the construction of PCS sites. I attended planning
commissions, zoning hearings and board of supervisors meetings representing construction and client. Performed acquisition
of building permits for PCS sites. Developed and implemented Quality Control Standards on the layout and design of the
sites. Performed Squad Check on design drawings according to the quality control standards and field knowledge for the
proposed site build-out. Walk sites with subcontractors for bids and negotiate contract scope of work. Supervise construction
and coordination of PCS site between subcontractors and incoming utility services. Review As-built drawings and revisions
with subcontractors upon completion of site.
Main Switch and tunnels: Supervise preparation of construction documents and drawings, directed subcontractors performing
construction and installation of equipment, resolve construction issues, perform shop drawing review, develop and close-out
punch list items, and finalize as-built drawings.

Ensured that cutting edge project management tools, such as, “Value Improving Practices” were used. Identified the require BP specifications and standards that apply to project demobilization facilities. Prepared and issued Engineering Work Packages (EWPs) for drilling rig removal. Coordinated engineering designs and prepare construction specifications and bid packages. PROJECT INTERFACE MANAGER/COORDINATOR – Petrochemicals REPSOL - Qugruk Development Project (June 2013 – September 2013) and ExxonMobil Development – Point Thomson Project (June 2012 – June 2013) Project Interface Manager assigned to coordinate and facilitate project discussions directly between stakeholders for identifying potential interfaces to be documented with the use of an Interface Agreement (IA) especially when there is no contractual relationship between them. Interface Coordinator to subcontractors to ensure that their interfaces, as they define them, were documented and put on my list for coordination. Developed and executed training presentations for project personnel and subcontractors on the Interface Data Register (IDR) and SharePoint tools and their use. Prepared and scheduled weekly interface management meetings and subcontractor workshops to ensure common understanding and to provide direction on how interfaces are to be managed and executed. Developed agenda, meeting action item/needs list, execution workshop action item/needs list, and status report, updated and maintained the IDR open items list and project IDR for the weekly and monthly Interface Management meetings. Managed WorleyParsons/ExxonMobil Point Thomson Project SharePoint Interface Management Website Database Register (IDR) and Subcontractors Database Register. Managed all interface agreements and associated issues from initiation endorsement through interface details and final close-out approval. Prepared and issued Engineering Work Packages (EWPs) for several modules, such as Module 120, “The Raw Water Skid/Module.” Prepared, updated, maintained and issued the Project Interface Numbering System Specification and Project Subcontract Responsibility Matrix. Project Telecommunication Engineer assigned to oversee the engineering, design, and construction of GCI’s (General Communication Incorporated) telecommunication in each of the applicable modules, especially module 113 (Telecom Tower) and module 403 (Badami Telecom Module). PROJECT MANAGER/ENGINEER - Petrochemicals ExxonMobil – Longford Gas Conditioning Plant (LGCP) Project (January 2012 - June 2012) Project Manager assigned to interface with and manage all Loss Prevention and Risk Assessment (HSE) Issues for the entire Longford Gas Conditioning (LGCP) Project. Coordinated and responsible for identifying all risk and issue action items to address and close the action items in accordance to client’s endorsement, verification and approval. Completed and issued Project Risk Assessment Plan and Weekly Reports on schedule and to client’s satisfaction. Interface with client on a regular basis to assure their needs and requirements were accurately met. As a Project Engineer, developed and issued Reliability Assessment Study Plan and Final Report and the Material Handling Study Plan and Final Report for the LGCP Project on schedule and to client’s approval. Successfully prepared and managed all studies, reports, Loss Prevention and Risk Assessment (HSE) Issues in accordance to client’s standards and requirements and issued related documentation through WorleyParsons program tool, SharePoint. Page 2 of 5 PROJECT ENGINEER - Petrochemicals British Petroleum (BP) - Facility Siting Program (2010-2012) Project Engineer assigned to interface with and manage WorleyParsons (WP) on the Facility Siting Program to upgrade existing buildings and/or construct new Blast Resistant Modules (BRMs) for the safety of operational personnel. JACOBS ENGINEERING GROUP INCORPORATED, Long Beach, California (2007 - 2010) PROJECT MANAGER/ENGINEER - Petrochemicals British Petroleum (BP) Projects (2007-2010) Project Engineer responsible for multiple projects and their technical integrity across all disciplines with emphasis on compliance with the project scope and job specifications. Performed in an administrative role with discretionary authority for determining cost saving alternatives, making specifications, and carried out assignments as directed by the Program Manager. Responsible for acting in the capacity of Project Manager during his absence. Principal responsibilities include: • Analyzed and evaluated various manufacturers for product design, engineering and construction to meet client’s requirements for such deliverables as BRMs, Substations, Feed Surge Drums/Vessels and etc. • Coordinated with Procurement the acquisition and delivery of project materials (i.e.: BRMs, Substations, Vessels and etc.) • Reviewed and approved engineering designs to ensure conformity with client requirements and accepted good engineering design. • Developed project schedules, budgets and established project procedures and metrics. • Ensure the technical integrity of the project, including compliance with the project scope, job specification, accepted good engineering design, and meeting the client requirements. • Ensure the Client’s business and project objectives of schedule, cost, and safety by coordinating, conducting and documenting essential reviews and planning meetings with appropriate members of engineering, construction and client representatives. • Continuously kept the client engaged and informed. Prepared and maintained mechanical equipment list, budgets for equipment costs, control level schedule, manpower forecast and labor hour estimates, and supported interfacing between Client and project engineering. Additional responsibilities include supporting project controls with forecast equipment costs, budget bid status and source, and forecast scheduled award and delivery dates. Responsible for the procurement of all heat transfer equipment, rotating equipment, vessels and mechanical equipment systems. Performed studies in preparing cost estimates for supporting procurement in the preparation of “not to exceed” estimates. Identified and maintained Material Manager (MatMan) software for the procurement and storage of project mechanical equipment. Responsible for overseeing all other mechanical engineers on the project. PROJECT ENGINEER L3 NEP-Level (3) Network Expansion Project (2004-2006) Project Engineer serving as the main Point of Contact (POC) for engineering, design and construction of sites for the Western and Eastern Regions. Responsibilities included performing preliminary field surveys for outside plant (OSP) and inside plant (ISP) fiber optic routing, reviewing all engineering packages for obtaining all necessary permits from city, state, county, federal, and special agencies such as the railroads, Department of Transportation and Army Core of Engineers required for construction. Prepared scopes of work for field contracts. Supervised subcontractors and maintained any and all necessary safety reports, daily reports (DAR’s), request for information (RFI’s), bore profile logs, pull plans, splice assignment sheets, manhole butterfly drawings, as-built construction drawings, change notices, and any additional information as requested by the Deputy Director. PROJECT ENGINEER Level (3) Communications - Fiber Optic Cable Network (2000-2004) Project Engineer responsible for and directed the Los Angeles and Orange County Project office for the Level (3) Communications project. Responsible for project controls, contracts, design, engineering, permitting, construction, inspection, maintenance and operations and reporting status to the client and Fluor management. I directed OSP Engineers, OSP Field Engineers, Auto Cad Designers, and Fiber Engineers, Construction and Maintenance and Operations personnel. Coordinated with engineering firms for Geotechnical surveys, Environmental assessments, Traffic and Transportation Control and with City Engineers, City Inspectors, Construction sub-contractors and Railroad Authorities for the build-out of approximately 250 miles of underground fiber optic cable in the Los Angeles, Orange County and San Bernardino areas. Responsible for Engineering Design, Construction Routing Plans, Manhole Butterfly Plans, Fiber Diagrams, As-Built Drawings, Permit process, and Fiber Installation. In charge of checking the permitting and Engineering drawings, and performed the construction bid walks. PROJECT ENGINEER / CONSTRUCTION SUPERVISOR AT&T Wireless Services (AWS) - Base Station Implementation Project (1999-2000) Project Engineer and Construction Supervisor responsible for the implementation, reporting, and completion of site acquisition, RF (Radio Frequency) design, site design, permitting and construction for the Fixed Wireless Base Station sites in the following four markets: Los Angeles County, Orange County, San Luis Obispo, Santa Barbara, San Francisco, California and Anchorage, Alaska. PROJECT ENGINEER / CONSTRUCTION SUPERINTENDENT AT&T Local Services (ALS) - ALS Network Realization Program (1998 - 1999) As Project Engineer, I reported to the Project Manager, and directed Site Acquisition, Property Managers, Building Engineers, and Architectural/Engineering Firms. Previously, as Construction Superintendent interfaced for build-out with

In charge of checking the permitting and Engineering drawings, and performed the construction bid walks. Responsible for management and coordination of OSP work to develop and build a fiber optic network that connects the city’s backbone fiber ring to the service manhole of served buildings. Managed and coordinated with all Outside Plant (OSP) sub-contractors. Responsible for acquiring permits from city, state and federal agencies. CONSTRUCTION SUPERVISOR Aerial Communications (Formerly APT) - PCS Network Build-Out (1996-1997) Construction Supervisor on the American Portable Telecom (APT) / Aerial Communications PCS (Personal Communications Services) wireless network launch in Pittsburgh, Pa. market. The network consisted of 125 PCS sites in Phase I and 80 PCS sites in Phase II, including 3 Pennsylvania Department of Transportation tunnels and the Pittsburgh Main Switching Center. PCS Sites: Performed Site Construction Feasibility Assessments for RF Engineering and Site Acquisition by providing field design requirements site preparation/site layout and guidelines for the construction of PCS sites. I attended planning commissions, zoning hearings and board of supervisors meetings representing construction and client. Performed acquisition of building permits for PCS sites. Developed and implemented Quality Control Standards on the layout and design of the sites. Performed Squad Check on design drawings according to the quality control standards and field knowledge for the proposed site build-out. Walk sites with subcontractors for bids and negotiate contract scope of work. Supervise construction and coordination of PCS site between subcontractors and incoming utility services. Review As-built drawings and revisions with subcontractors upon completion of site. Main Switch and tunnels: Supervise preparation of construction documents and drawings, directed subcontractors performing construction and installation of equipment, resolve construction issues, perform shop drawing review, develop and close-out punch list items, and finalize as-built drawings. ELECTRO-MECHANICAL ENGINEER Fernald Environmental Restoration Management Project – Thorium Over-packing Project (1993-1996) Robotics: Conceptual and detail design of remote controlled material handling systems. Performance specification for robotic vehicles and remote wireless controlled systems. Procurement specification for the fabrication and assembly of robotic systems.
