As Functional Change Manager for the Software Change Advisory Board (CAB) I am responsible to manage the change process
for the Geospatial Services Division, PASDA, PA Interactive, EMMS, and ETSO SharePoint from the creation of the Request for
Change (RFC) to the conclusion of the RFC. I’ve worked as the lead to develop work instructions and Visio workflow diagrams for

Emergency change processes.
I moderate a weekly Software CAB meeting that tracks the progress of all changes through the Change Management Process.
Each week I develop an agenda of items to discuss that include New Changes, Expedited Changes, Emergency Changes, Completed
Changes and Changes in Progress. For each of these areas a record the status of the change, create minutes from the meeting and
distribute those minutes. I post new changes on IT-Central as well as maintain a group calendar specific to Geospatial changes.
I provide metrics to management of change statistics on a monthly basis that show the numbers of changes for the month as well
as for the previous twelve months. I also provide metrics for change types (Expedited, Emergency, Normal, Standard) for the month as
well as for the previous twelve months.
My primary responsibilities for Geospatial Services Division include compiling monthly and fiscal year metrics as well as charts
for those metrics that encompass all areas of the Geospatial Services Division. I created and maintain a comprehensive data inventory
that shows where the data resides and the last update of all map layers available from the Geospatial Services Division and PASDA,
there are over 1,700 data layers listed. Also as part of my daily responsibilities I monitor production applications and well as web
services for the agencies. I take corrective actions when necessary in order to maintain the availability of the application and services.
On a semi-annual basis I and responsible to update all documentation pertaining to the TANA service we provide to the different
entities throughout the Commonwealth. I also arrange the data in self-extracting zip files and place them on the FTP server so that
approved municipalities, school districts and private contractors may access the data.

I acted as the Project Manager for the transition of the Remedy application that handled only third party maintenance assets to an
enterprise application that encompasses all IT assets. I organized a representative group of asset users from large and small agencies
for a series of meetings to determine requirements of the new asset system. I led discussions and created system requirements as well
as file import definitions for the new asset system. I validated all incoming data from the agencies so that it could be imported
seamlessly in the Enterprise Asset System.
During my tenure with Services and Solutions I performed the duties of Business Administrator for the Remedy Asset
Management application. The application tracks and reports all IT assets within Commonwealth Agencies. A primary task of
administering the Remedy Asset system is to maintain and report the assets that are covered on the Pomeroy IT maintenance contract.
The Remedy system also manages warranty, lease, software, support and maintenance contracts. I was responsible for creating
requirements and specifications for enhancements to the asset management application. I served as a contact for all agencies for
problem solving and education. I also worked with the vendor Pomeroy to categorize assets and trouble shoot problems for the
agencies as well as Pomeroy.
As lead for the Asset Management team for the version upgrade I created a course to instruct the agency personnel how to use the
Asset Management application. I also created a course to show how to search for information on the system as well as how to create

Bureau of Purchases Universal Vendor Profile
The project in the Bureau of Purchases was to create a web based vendor registration system that would be structured as an
enterprise database. I functioned as the project manager for the nine-month project. I was an active member of the team in the design
and analysis phases of the project and I reviewed to deliverables for the project. I worked with DDS as the prime contractor and Ciber
as the sub contractor. A decision not to implement the Universal Vendor Profile project was made because of the pending SAP
initiative.
Bureau of Building and Grounds, selection of CMMS System
I was charged to do a functional analysis of the software needs for the Bureau of Buildings and Grounds for Computer
Maintenance Management Software. Standard methods for product searches were used to find various products that would meet the
needs of the Department. Different product demonstration packages were installed and evaluated. I concluded the project with a
comprehensive report with my recommendations for a packaged product. The Department procured the recommended product and the
implementation was successful.
Bureau of Purchases Faxback
For the Bureau of Purchases I was assigned the task of finding an acceptable way to distribute the upcoming bids to the vendors
that would most likely want to submit quotes for services. I recommended a product called Faxback. This product generated a one-
page document that was faxed to targeted vendor group. The Faxback system used the database created by the in-house application
section to filter the records. The implementation of this product saved a 39,000-dollar per year subscription fee to do the service and
an estimated 50,000 dollars per year in printing costs.
Business Analysis for Bureau of Purchases
For the Bureau of Purchases I was the Project Manager for the business process analysis and re-engineering of the Department
strategy concerning the implications of Act 57. I directed the flow of the project throughout the Department of General Services and
with key departments as well as with the Office of Administration. I maintained a detailed project book pertaining to the project
team’s activities. I directed a project team from DGS Bureau of Management Information Systems and Bureau of Purchases as well as
consultants from DDS and CIBER for a successful conclusion to the first phase of the project.
Business Analysis for Deputate of Public Works
In the Deputate of Public Works I was the Project Manager for the business process analysis. I directed an outside vendor through
the process and I was responsible for keeping the project focused and on the correct course. In the course of the project I reviewed
strategies for the completion of the project and reviewed deliverables that were submitted. The project’s successful conclusion led to
recommendations and time and cost estimates of replacing an existing system.
