Over forty years’ experience in the petrochemical construction industries, with the last two decades
being spent at the Shell Petroleum Development Company of Nigeria at both Bonny and Forcados, oil
and gas storage terminals, specializing in the rehabilitation of crude storage tanks in brown field
construction, while fully supporting the strict enforcement of all HSE Policy and Procedure
implementation. I strive at all times, to conduct my activities in the best interests of my employer and
his project objectives, and ensure all project objectives are achieved in a safe, quality assured, and
environmentally acceptable manner.
Tank Rehab Superintendent / C.S.R. - Oceaneering Int / S.G.S Nig Ltd (25.08.96 – 30.09.15)
I supervised all site activities associated with the construction and rehabilitation of crude oil storage and process tanks
(48m to 76m diameter), as well as associated facilities and piping systems in Bonny and Forcados Terminals. Staff: 4
direct C.S.R. subordinates, 20 discipline Inspectors and 120+ contractor staff
Principal Accountabilities:
Develop and implement all technical requirements to deliver crude storage tank construction, modification and
rehabilitation Quality, HSE and Schedule by ensuring all projects are executed in line with SPDC business principles and
are executed in line with applicable procedures codes, standards and specific DEPs.
Manage civil mechanical, electrical & instrumentation engineering activities relating to Crude storage tanks construction,
modification and rehabilitation.
Development training of team members professionally including coordination of their activities to ensure effectiveness in
delivery to support Crude storage tanks construction, modification and rehabilitation.
Manage contractor HSSE, construction operations/project delivery to ensure achievement of “Goal Zero” objective i.e.
zero fatality and zero significant spill from Crude storage tanks construction, modification.
Develop and implement strategies for building capacity of local contractors in the field of Crude storage tanks
construction, modification and rehabilitation.
Manage community assurance / liaison to foster lasting relationship with host communities.
Manage project risks and opportunities to the benefit of the Company.
Co-ordination of all fabrication, installation and construction activities, including tank de-commissioning, de-slugging,
degassing and cleaning, tank jacking, foundation replacement, floor and roof construction, seal replacement, hydrostatic
testing and tank calibration in accordance with the SHELL DEP, API 650 / 653 / EN14015 and EEMUA Codes of Practice.
Project schedule monitoring to ensure the attainment of key milestones on agreed dates.
Technical Evaluation and Verification of construction Procedures / Method Statements
HSSE evaluation including Job Hazard Analysis / QA/QC management and implementation.

Major Achievements:
Saved SPDC up to $3.2m from timely proactive intervention in crude storage systems in Forcados
Developed TIMS (Tanks Integrity Management Systems) Operational Manual, which is now in use at all SPDC terminals
for thirteen years after establishing the management system and dedicated teams.
Developed and Implemented tank rehabilitation multi discipline Project Audit System.
Developed and Implemented the BGOT, Internal Tank Awareness training.
Coordinated multi discipline Contractor Surveys Ultrasonic, Acoustic Emission, Settlement Surveys in conjunction with
detailed In-Service / Out of Service Tank Inspections.
In aim to augment SHELL staffs’ on-the-job training, I have facilitated and lead training such Basic Tank Awareness,
Ultrasonic Testing, Radiography testing, MPI / DPI to numerous staff personnel
