Responsible for managing Navy Surface Warfare Center Code918 Machinery Alteration and
Modernization Program for a multiple year, 37-million-dollar value contract. Work is
conducted on US Navy surface ships and submarines in Norfolk VA, San Diego CA, Mayport
FL, Bremerton Washington and other worldwide locations. Responsible for: cost estimates,
project cost controls, business development, purchasing and project schedule, technical
work document development (project plans), Quality Assurance inspections and job site
Environmental Compliance and Health and Safety.
Works daily with technical drawings, repair and overhaul specifications, ASME Boiler code
and National Board Inspection Code, (ABS) American Bureau of shipping Rules and the
Code of Federal Regulations, NAVSEA Standard Items and Technical Repair standards.

Senior Director of Maintenance (Chief Mechanical Officer) – Jan 2001- July 2003
Responsible for vessel maintenance and repairs of nation’s largest commuter fast ferry fleet
(55 vessels). Responsible to develop and manage to a $12,000,000 annual maintenance
operating budget. Performed technical reviews and production management for all new
construction projects. Completed seven new vessel builds costing $21,000,000. Managed
a 50-man work force with pay roll of $3,500,000, Developed and implemented a USCG
approved CMMS planned maintenance system reducing out of service time by 40%.
Developed in house structural repair capabilities resulting in a total cost saving of $200,000
per year. Designed and managed the construction of a self contained travel lift dry-docking
barge. At a cost of $1,500,000 with annual projected savings of $700,000 in outside dry-
docking and vendor labor services.
2. Unites States Navy
Project Management (Ships Superintendent) - June 1981 – March 2001
Coordinated the efforts of 75 production shops, including the Planning & Estimating division,
Supply and Quality Assurance Departments to perform repairs to over 100 ships and
submarines. Project budgets from $250,000 to $20,000,000. Implemented procedural
changes in the Repair Department processes, directly contributing to the repair facility being
selected as the 1999 recipient of the Phoenix Award (The highest award given to a
Department of Defense Repair Activity). Worked with production shops, clients, technical
representatives, and private contracting companies to perform work in logical sequences
using critical path methodology to ensure on time on budget project completions.
Represented clients at in-house daily production meetings and represented repair
department at client production meetings.
Planning and Estimating (P&E) Supervisor - coordinated the efforts of 89 production
estimators who developed and issued over 1000 technical work documents annually.
Ensured technical compliance and stringent quality assurance standards were met prior to
issue to production personnel.
Submarine Planning Supervisor - supervised 24 nuclear planners in the research and
development of detailed technical work procedures for the repair of all Hull, Mechanical and
Electrical equipment. Developed and implemented training practices to raise the number of
qualified planners 80% within a six months period. This was instrumental in helping the Naval
Sea Systems Command’s achieve certification to perform repairs on nuclear submarines.
Pipe/Weld Shop Supervisor - directed the efforts of 50 welders and pipe fitters in
completing all types of hull structure and piping repairs on surface and submarines of the
Atlantic fleet.
