of Living's World Culture
Festival turned into a grand
finale with leaders across the
political spectrum attending
the mega event on Yamuna

Art of Living Guru Sri Sri
Ravishankar, who had earlier
held meditation sessions with
Prime Minister Narendra
Modi, said he had invited
Congress chief Sonia Gandhi
and party vice-president
Rahul Gandhi too. "I guess
they were busy," he said as
the two leaders failed to turn
up.
In presence of the political
leaders, Sri Sri said political
parties should not politicise
events having a bearing on
the country's reputation and
suggested that the media
has been "harsh" in its criti-
cism of the World Culture
Festival.
The reference was to the
controversy that had erupted
ahead of the festival over the
venue, with local farmers and
environmentalists contending
that the expected 35 lakh
footfall will have a devastat-
ing effect on the delicate flora
and fauna of the area. As the
matter reached the National
Green Tribunal, the
Congress had pointed fin-
gers at the BJP, questioning
how necessary permissions
from the authorities were
secured for the event.
"We need a certain maturity. I
don't mind, but I request all
political parties. Whenever
such a grand event is being
organised, party politics
should be kept aside," Sri Sri
said, adding that his founda-
tion has already received
invitations from Australia,
Mexico and other nations
which wanted to host the
next edition of the event.
"You should come together
so that India's prestige on the
world stage rises... Other
counties are writing in, say-
ing they will help... The inter-
national press is asking why
the Indian media was so
harsh on us," the spiritual
leader said.
Calling the event a "Cultural
Olympics," he added,
"Organising such an event is
not easy. But people and
artists have come here from
all over the world with their
own money."
Replying to a query related to
his statement that he would
not pay the Rs. 5 crore fine
imposed by the NGT, he said
the green court has made it
clear that it was not a fine but
compensation to rejuvenate
the area.

Media & its Impact on Students life -really a very
hot topic among the parents. Yes, it is very
important issue that Media has greater impact on
students life. That’s why most of the parents are
worried about their ward’s career. The parents
don’t want that their wards should spend much
time watching Cricket Matches (which are most-
ly telecast during examinations) movies, TV pro-
grammes mainly based on negative or violence
origin. Now, with the introduction of Smart
Mobile phone, the excess use of it has become
headache for the parents.
To get rid of using mobile, C.B.S.E. took a very
positive step toward it & on 29th July, 2009 a cir-
cular (Vide CBSE/AFF./CIRCULARS/2009) was
served to all the affiliated schools of India by
Joseph Emmanuel-Dy.Secretary (Affl.) C.B.S.E.
As per the circular, the use of Mobile Phones def-
initely needs to be restricted in school environ-
ments. The Board is of the opinion that all stake-
holders connected with school education such
as students, parents, teachers and heads of
institutes need to arrive at a consensus on the
use of mobile phones in their schools and
restricting its entry in the school campus. This is
because mobile phones can be a serious cause
of distraction, lack of concentration, anxiety, fear
and sometimes even misuse. Even if the mobiles
are in silent mode they can be a source of distur-
bance within the classroom as students can
make use of Short Messaging Service (SMS)
during the class or even during an assignment.
The cameras which are a common feature now
in most mobile phones can also be misused. The
principal, teachers and other staff should also not
be seen using the mobile in classrooms, play-
grounds, common areas, laboratories and other
parts of the school premises.
Still, the use of smart mobile phone has tremen-
dously increased in the students life even in
small villages & towns. Because this is really
wonderful device like Alla din ka Chirag (used in
olden days story) which can bring everything
you imagine. Undoubtedly, Smart Mobile phone
has advance features to capture images, video,
audio, SMS, radio FM, TV, porn sites,
Facebook, Youtube, games, Music,What’s up,
thousands of apps etc. to communicate with
anybody (known or unknown) across the world
within friction of seconds, its just a button away
from them to come into contact. Media is called
the 4th state of Democracy & it is really power-
ful. Actually, Media has the capability to influ-
ence opinions, behaviors, believes, attitudes
and values among the mass. But present media
is known for negative approach & criticized as
misleading our new generation. The serious
thing is that students are excessively surround-
ed by hundreds of TV Channels, Social Media
option to keep themselves busy on their mobile
& its application & sometimes they try to miss
use it and there are many examples & it is
very serious concern about our upcoming gen-
eration. The extensive use of Mobile & its dis-
traction deteriorating our Indian society to a
large extent. But, the question is, whether we
should keep away our wards from these
gazettes or guide them to use this modern
Media device more carefully to make it more
meaningful by way fair use of this useful & help-
ful tool.
The students must utilize it to find out the solu-
tion & updated information of their interests. In
broader sense, it may be particularly related to
their study, current news, information, subject
query, career option, new & new updates or
happenings about their surrounding or nation
which may be informative for their family, teach-
ers, relatives, friends & connected colleagues.
This is the best use of Media which is the need
of the hour for our Next Gen. As you know that
our thought process is very much influenced &
shaped by Media only. It means that our per-
ception about any political party, social activity,
corporate world, product, culture, public issue,
local, national, international know how, art, cul-
ture, sports, public agenda etc. are all created
by the Media.

has been developed to facil-
itate real time On Board
Housekeeping Service. The
system is primarily a direct
requesting service for pas-
sengers to use via SMS, for
onboard cleaning service of
train. Through this system,
the passenger sends SMS
CLEAN <Space> <PNR
Number> to 58888. The cen-
tralised computer server,
acknowledges the request &
sends an electronic-generat-
ed 4 digit code to the pas-
senger. Simultaneously, the
request is also forwarded to
the On Board Housekeeping
Supervisor.

has given it the rights to decide who I am and what I am
meant to be like. The colour of my skin is merely a colour
and my self-respect is of far more importance and signif-

If I feel comfortable in my skin and its colour, so how
does anybody else get the right to judge me on some-
thing I am perfectly okay with. Certain things are not in
our control, but our senses definitely are. Being a part of
racism and sticking to our stereotypical notions would
only help us divide, making categories like the Red
Indians, Black Negros, the Pink Americans and would
only make the line of division thicker. How cool the idea
of humiliating others on the basis of their skin colour
sound to us. Isn’t it? But what if what we do comes back
to us is when we become red hot with the volcano of
anger inside. Don’t do bad and don’t take bad.

Singh, who makes his debut as a lead in
the Punjabi film, ‘Zorawar’, says that act-
ing is difficult and particularly romance
was the toughest for him.
“It was very difficult acting. I feel it is a
very tough job to portray someone else’s
character, and to behave like that on
screen. When I had heard the story, I
thought it was very interesting and that it
was a very serious and intense drama,
and there is action. I
thought it would be difficult
because good actors,
Mukul (Dev) and
Pawanji (Malhotra)
are there,” he said
at the trailer launch
of ‘Zorawar’.
“The toughest
thing that I had to
do in this film was the
15-20 minutes of
romance with
Parul (Gulati).
She would always
wonder what hap-
pened to me. I
wouldn’t under-
stand how to do
romance, I would get
uncomfortable,” Singh
added.
Singh, who is seen in his
music videos with several girls, and also
with the likes of actresses Sonakshi Sinha
and Sunny Leone, quipped, “I was never

About what made him take up acting, “I
don’t consider myself just a rapper or just
a singer, I’m a music producer, lyricist, I’m
a poet as well, and acting is also a part of
big entertainment. I call myself an enter-
tainer, acting is the only thing which is left.
I really want to learn acting also, I learned
a lot in this movie how to do
acting, you learn work by
doing it, not by going to
any institute.”
He plays a soldier in the

Repeated use of straws with min-
imal safety measures has every
potential to expose them to
dreadful diseases like swine flu
and Hepatitis B. Several com-
muters are complaining that traf-
fic personnel who are carrying out
the test are oblivious to the dan-
gers of using unhygienic straws,
which are often used more than
once to check the content of alco-
hol in a person.There are 225
breathalysers currently being
used by the traffic police. Most of
the machines used by the
Bengaluru Traffic Police do not
have disposable straws or mouth-
pieces Motorists, who are asked
to use breathalysers, could be
susceptible to tuberculosis, her-
pes and even common viral and
bacterial infections as most of the
machines administered by the
Bengaluru Traffic Police do not
have disposable straws or mouth-
pieces. Prevention is always bet-
ter than cure.
Herpes Or Even H1N1!
There is cause for concern, espe-
cially if the last person to blow
into the machine has an infection,
say doctors. “When a person
blows into an unprotected
breathalyser, he or she can possi-
bly contract viral and bacterial
infections if an infected person
had used prior to it and particles
and saliva remains embedded in
the device. This situation can
cause from a common cold or
influenza to tuberculosis, herpes
or even H1N1,” Shashidhar
Buggi, Director of Rajiv Gandhi
Institute of Chest Diseases
(RGICD) told media persons.
Police personnel, too, are at risk.
“Apart from the motorists, I
believe the policemen don’t
realise that they can contract
infections by not wearing gloves
or facemasks while carrying out
alcohol checks on motorists,” Dr.
Buggi added.

test, certain precautions need to

Bangalore: HC quashed Feb
2014 government order on lifetime
tax to bring relief to lakhs of
motorists. The High Court
quashed the amendment after
hearing a petition from techies .

Non-Karnataka registered vehi-
cles can be used in the State for
12 months without paying lifetime
tax but such vehicles will have to
be re-registered along with requi-
site lifetime tax if they are used
beyond 12 months.
In a major relief to those using
non-Karnataka registered vehi-
cles in the State, the High Court
on Thursday declared as uncon-
stitutional the Karnataka Motor
Vehicle Taxation (Amendment)
Act, 2014 which provides for col-
lecting lifetime tax on such vehi-
cles.
The court also quashed the
demand notices issued by the
Regional Transport Offices
(RTOs) to owners of several such
vehicles to pay the tax. Several
non-KA numberplate bearing vehi-
cles were seized by the Transport
Department for non-payment of
tax and plying in Karnataka
beyond 30 days.
The high court also cancelled the
demand notices issued by the
Regional Transport Offices
(RTOs) to people who own non-
KA vehicles to pay the tax, the
amount of which could be quite
exhorbitant at times.
Transport department officials
seized several vehicles not bear-
ing KA numberplate for not paying
the tax and yet plying in the state
for more than 30 days.
Justice Anand Byrareddy pro-
nounced the orders on a batch of
pleas filed by non-KA registration
vehicle owners and declared the
2014 Act unconstitutional and
ultra vires.
The challenged amendment to the
Act was proposed in the 2014-
2015 state budget to regulate
non-KA registration vehicles and
augment revenue.
The petitioners contended it
amounted to "harassment” as the
tax was "illegal and unreason-
able”.
Justice Reddy stated: "Lifetime
tax that is levied at the point of
registration of a vehicle as per the
KMVT Act cannot be levied on a
vehicle that is already registered,
merely on a presumption that a
vehicle registered outside
Karnataka has remained in the
State for a period exceeding 30
days.”
The bench said the State
Legislature does not have compe-
tence to do so and took umbrage
to the language employed in its
explanation. "Notwithstanding
anything contained in the provi-
sion of Motor Vehicle Act, 1988
(Central Act 59 of 1988) and in
any order or direction contained in
any judgment or order of any court
would indicate the "clumsy” and
"ham-handed” manner in which
the State Legislature has sought
to undo the effect of a decision of
this court which has never been
questioned and which has
attained finality.”
The court said the basis of the
government’s decision still sub-
sists and the payment of lifetime
tax continues to be dependent on
registration or re-registration in
terms of sections 40 and 47 of the
Motor Vehicle Act, 1988.
The bench said the Explanation 2
(extracts of the amendment) to
section 3 of the KMVT Act insert-
ed by the Karnataka Motor
Vehicles Taxation (Amendment)
Act, 2014 is unconstitutional and
ultra vires.

“We welcome the verdict. The tax
collected by state agency was
unconstitutional and those who
would come to the state using pri-
vate vehicles were not in the situ-
ation to bear such heavy taxes.”
“According to Karnataka Motor
Vehicles Taxation (Amendment)
Act 2014, for vehicles that would
cost up to Rs 5 lakh, one had to
pay 14.5 per cent tax. For vehicles
worth Rs 5-10 lakh,Rs 10-15 lakh
and above Rs 20 lakh, the tax
used to be 15 per cent, 17.5 per
cent and 21.5 percent, respective-
ly,” he added
“The NGO, which has around
67,000 members, is fighting for a
similar cause across the country.
The fight against taxes for non-
Karnataka vehicles has got good
responses on social media.
Karnataka is the only state which
collects higher taxes for inter-state
registered vehicles.”
