Starting in 2024, the calculation
of IncomeTax Article 21 has
changed. The difference lies in
the implementation of the
Average Effective Rate which
aims to simplify the calculation of
IncomeTax Article 21.

terletak pada berlakunyaTarif

bertujuan mempermudah

Jumlah PTKP (PenghasilanTidak
Kena Pajak) sebaiknya ditetapkan
berbeda- beda untuk setiap wilayah
di Indonesia mengingat Upah
Minimum Provinsi (UMP) setiap
wilayah berbeda yang disesuaikan
dengan standar biaya hidup di setiap
wilayah.
Dengan menyesuaikan kembali
jumlah PTKP untuk masing-masing
wilayah, negara dapat menambah
pendapatan melalui pajak yang
dipungut dari penghasilan yang
diperoleh oleh wajib pajak.
The amount of Non-Taxable
Income should be set differently for
each region in Indonesia
considering that the Provincial
Minimum Wage for each region is
different, adjusted to the standard
cost of living in each area.
By readjusting the amount of
PTKP for each region, the state can
increase revenue through taxes
collected from income earned by
taxpayers.

Impor Kendaraan Listrik
Indonesia Relaxes Tax Rules on
EV Imports
Indonesia will grant automakers
that plan to build electric vehicle
plants tax incentives on their
imports of completely built-up
EVs until 2025, a new
presidential regulation showed as
the country seeks to attract more
investment.
The new regulation organizes
companies that have invested in
EV plants, are planning to
increase their EV investments, or
planning to invest would be
eligible for the incentives.
The new rules will remove the
import duties and the
luxury-goods sales tax on the
built-up vehicles brought into the
country and gives incentives on
taxes collected by provincial
governments as well as delaying
the local content threshold
(40-60%) until 2027.
Indonesia akan memberikan insentif
pajak kepada produsen mobil yang
berencana membangun pabrik
kendaraan listrik untuk impor
kendaraan listrik yang dibuat secara
utuh (completely built-up) hingga
tahun 2025, sebuah peraturan
presiden baru menunjukkan bahwa
negara ini berusaha untuk menarik
lebih banyak investasi.
Peraturan baru ini mengatur
perusahaan yang telah berinvestasi di
pabrik kendaraan listrik, berencana
untuk meningkatkan investasi
kendaraan listrik, atau berencana
untuk berinvestasi akan memenuhi
syarat untuk mendapatkan insentif.
Peraturan baru ini akan menghapus
Bea Masuk dan pajak PPnBM
untuk kendaraan yang dibawa
masuk ke Indonesia dan
memberikan insentif untuk pajak
yang dipungut oleh pemerintah
provinsi serta menunda kebijakan
Tingkat Kandungan Dalam Negeri
(TKDN) 40- 60% hingga 2027.

Earlier rules only granted these
incentives to imports of
knocked-down vehicles, which
are delivered in parts and
assembled in the country where
they are sold.
The number of vehicles
companies can import would
depend on the investment size
and development progress of the
plant and must be approved by
the investment ministry.
It is hoped that the new decree
would help automakers build
their market in the country
through EV imports.
Peraturan sebelumnya hanya
memberikan insentif ini untuk
impor kendaraan knocked-
down, yang dikirim dalam
bentuk suku cadang dan dirakit
di negara tempat kendaraan
tersebut dijual.
Jumlah kendaraan yang dapat
diimpor oleh perusahaan akan
tergantung pada ukuran investasi
dan kemajuan pembangunan
pabrik dan harus disetujui oleh
kementerian investasi.
Diharapkan bahwa peraturan
baru ini akan membantu para
produsen mobil untuk
membangun pasar mereka di
negara ini melalui impor mobil
listrik.

The domestic economic outlook
for 2024 remains favorable,
amidst the global economic
slowdown. Gross Domestic
Product growth in 2024 is
expected to remain stable.
This is supported by the potential
for increased campaign spending
ahead of the presidential and vice
presidential elections in February
and simultaneous regional head
elections in November.
The democratic party is expected
to help restore people's
purchasing power, especially the
lower class through more massive
disbursement of social subsidies.

untuk tahun 2024 masih baik, di
tengah perlambatan ekonomi
global. Pertumbuhan Produk
Domestik Bruto pada 2024
diperkirakan tetap stabil.
Hal tersebut didukung oleh
potensi meningkatnya belanja
kampanye menjelang pemilihan
umum presiden dan wakil
presiden di bulan Februari dan
pemilihan kepala daerah serentak
pada bulan November.
Pesta demokrasi diharapkan
dapat membantu memulihkan
daya beli masyarakat khususnya
masyarakat bawah melalui
pencairan subsidi sosial yang
lebih masif.

Regarding inflation, the passing
of the impact of the subsidized
fuel oil price hike and good
inflation control synergy between
Bank Indonesia and the central
and regional governments will
keep inflation under control and
low.
In 2024, economic growth is
expected to be influenced by
domestic demand, especially
salary increases for the State Civil
Apparatus, the upcoming
elections, and the construction of
the nation's capital city.
But apart from that, several
factors need to be watched out
for, such as:
• Global benchmark interest
rate policy;
• Increased geopolitical risk
tension; and
• People's purchasing power.
Mengenai inflasi, berlalunya
dampak kenaikan harga bahan
bakar minyak (BBM) bersubsidi
dan sinergi pengendalian inflasi
yang baik antara Bank Indonesia
dan pemerintah baik pusat maupun
daerah akan membuat inflasi tetap
terkendali dan rendah.
Pada 2024, pertumbuhan ekonomi
diperkirakan akan dipengaruhi oleh
permintaan domestik, terutama
kenaikan gaji Aparatur Sipil Negara
(ASN), penyelenggaraan pemilu,
dan pembangunan Ibu Kota
Nusantara.
Namun terlepas dari pada itu,
beberapa faktor perlu diwaspadai,
seperti:
• Kebijakan suku bunga acuan
global;
• Peningkatan tensi risiko
geopolitik; dan
• Daya beli masyarakat.

submitted online via e-filling
or e-form.
Documents required:
- Withholding slip of
1721-A1 (Private
employee) or 1721-A2
(Public employee), if any.
- Balance sheet and
profit/loss statement
(if using bookkeeping).
- Monthly recapitulation of
gross income and expenses
(if using norm).
- Income other than from a
single employer.
Consequence of the late
reporting of the Individual Tax
Return is a fine of Rp. 100,000.
Penalty for late or not filing
Individual Tax Return will not
be applied to:
- Individual taxpayers who
have passed away.
- Individual taxpayers who no
longer conduct business
activities or freelance work.
- Individual taxpayers with
status of foreign citizens and
no longer reside in Indonesia.
- Other taxpayers determined
by the applicable Minister of
Finance Regulation.

dapat disampaikan secara online
melalui e-filling atau e-form.
Dokumen yang dibutuhkan:
- Bukti potong 1721 A1
(Pegawai swasta) atau 1721
A2 (Pegawai Negeri),
jika ada.
- Neraca dan laporan laba-rugi
(apabila menggunakan
pembukuan).
- Rekapitulasi bulanan
peredaran bruto dan biaya
(apabila menggunakan norma).
- Penghasilan lain di luar satu
pemberi kerja.
Konsekuensi apabila terlambat
melaporkan SPT Tahunan, yaitu
denda sebesar Rp. 100.000.
Sanksi atas keterlambatan atau
tidak lapor SPT Tahunan, tidak
akan dikenakan pada:
- Wajib Pajak Orang Pribadi
yang telah meninggal dunia.
- Wajib Pajak Orang Pribadi
yang sudah tidak melakukan
kegiatan usaha atau pekerjaan
bebas.
- Wajib Pajak Orang Pribadi
yang berstatus sebagai Warga
Negara Asing dan tidak lagi
menetap di Indonesia.
- Wajib pajak lain yang
ditentukan oleh Peraturan
Menteri Keuangan yang
berlaku.
