Windows 8 and Windows Phone 8 share many core operating system components between their platforms. They both use the Windows kernel and share some common application programming interfaces through a subset of the Windows Runtime. While Windows Phone apps have access to around 2,800 Runtime members, the full Windows Runtime contains around 11,000 members that are only available to Windows 8 apps.
