Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

1. Social Action is about supporting the work of neighbourhood groups, charities and social enterprise. This is where the government is looking for ‘mass engagement’, broad culture of responsibility for what happens at a local level. One of the government believes it will do this is through transforming the civil service into the ‘civic service’ by making regular community service a key element in staff appraisals the other clear offer is the ‘Big Society Day’ to celebrate the work of neighbourhood groups and encourage more people to take part in social action projects. Neighbourhood army” of 5,000 full-time, professional community organisers who will be trained with the skills they need to identify local community leaders, bring communities together, help people start their own neighbourhood groups, and give communities the help they need to take control and tackle their problems. This plan is directly based on the successful community organising movement established by Saul Alinsky in the United States and has successfully trained generations of community organisers, including President Obama. 2. Public Service Reform - breaking state monopolies, allowing charities, social enterprises and companies to provide public services, devolving power down to neighbourhoods, making government more accountable". Examples include the new GP commissioning process. 3. Community Empowerment – This includes the notion of parent being able to start new schools, empowering communities to take over local amenities that are under threat of closure, neighbourhoods being in charge of the planning system and holding the police to account in neighbourhood beat meetings.
Local authorities should look at ways of reducing their own core costs, Prime Minister tells Commons The Prime Minister, David Cameron, has urged local authorities not to do the "easy thing" by cutting money from voluntary organisations. Cameron’s comments came in a reply to a question in the Commons from Julie Hilling, Labour MP for Bolton West, on Wednesday. She asked what the Prime Minister would do to save groups such as Bolton Community and Voluntary Services , which has lost £89,000 of grants this year. He replied: "We should say to every single council in the country: ‘When it comes to looking at and trimming your budgets, don't do the easy thing, which is to cut money to the voluntary bodies and organisations working in our communities. Look at your core costs. Look at how you can do more for less. Look at the value for money you get from working with the voluntary sector.' "That is the message that I would take to her local authority, and everyone should try to work in that direction."
