Cuenca, Ecuador is renewing its public bus fleet to improve transportation in the city. The project aims to restructure bus routes, establish minimum specifications for new buses, calculate operating costs of the new fleet, and implement an integrated electronic fare payment system by 2016-2018. Challenges include the city's steep slopes that limit low-floor bus access and high bus acquisition and maintenance costs. Benefits are availability of a 10-year transportation plan, consortium of operators, willingness to change the system, and local incentives to purchase new buses.
