Mexico tightened control over Texas by sending more troops and customs collectors. This upset Texans, who were already unhappy with previous increases in troops. Tensions further increased when taxes began being collected again at Anahuac, and a Texan named Andrew Briscoe was arrested there. William Travis then led an attack on Anahuac, disturbing some Texans. The Mexican general Martin Perfecto de Cos ordered Travis' arrest and more troop increases in Texas.
