Texans supported Santa Anna against Bustamante because they hoped Santa Anna would restore the Constitution of 1824. In 1832, Texans held the Convention of 1832 where they adopted resolutions allowing U.S. immigration, making Texas separate from Coahuila, and ending customs duties in hopes of reforms. However, Austin was later arrested in 1833 after being sent to Mexico City to negotiate agreements from the Convention of 1833, as the Mexican government saw his letters as a threat to organize a separate Texas government.
