Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
Approved for another four years (2016-2020) to benefit 10 million youth
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). Under this Scheme, Training and Assessment fees are completely paid by the Government.
Government of India’s ambitious Skill India program created National Skill development council (NSDC) to create a powerful network of training ecosystem to address employment skills and support gainful entrepreneurship. Despite the best efforts of the government, partners and other agencies involved in the outcomes of Skill India program have fallen short of objectives. The problem of skilling India can’t be solved by increasing expenditure and bringing in more training partners alone. We present here the reasons for the shortfall and approaches to overcome each pain area.
Highlighting the government’s focus on Skill Development to achieve economic & social development through the country’s huge active population (between 15-45 years), the presentation details the changing scenario of the skill development sector in India and the state of Gujarat.
Ministry of labor and employment in pursuance of excellence in vocational training has developed Skill Development initiative (SDI) scheme based on Modular Employable Skills (MES) framework in close consultation with industry, state governments and experts. SDI scheme is a five year project during which one million persons would be trained for their existing skills, tested and certified under Modular Employable Skills (MES) framework. Under this scheme.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

8. THE CHALLENGE Present instructor training capacity of 1600 per annum is considered too inadequate. As of now there is huge gap between instructor training capacity and requirement of trained instructors. It is foreseeable that in near future ambitious projects of DGE&T may suffer due to dearth of trained instructors/trainers. DGE&T is focusing its attention to train instructors in large numbers.
9. TARGET National Policy on Skill Development has set a target of skilling 500 million people by 2022 to meet the challenge of India @ 75. - Out of that share of MoL&E is 100 million. Table
10. NEW PROJECTS New projects will push further the demand of trained instructors, viz. Establishment of 1500 new ITIs & 50,000 Skill Development Centres (SDCs) under Koushal Vikas Yojna; Modular Employable Skills (MES) under SDI scheme wherein target is to train one million persons in the first 5 years and thereafter one million persons each year; and Establishment of 2500 Govt. Vocational Education schools in Govt. sector and 2500 in PPP mode, and strengthening of about 2000 existing vocational schools by Ministry of HRD.
11. Qualitative Issues Trainers training is now viewed as a tier of qualification at the highest echelon of DGET/ NCVT which will reflect the core competence of DGET. The trainers training qualification would be accredited the highest level and accordingly other qualifications such as ATS, CTS, MES, etc would be stratified adopting a top down approach. Overlooking the quality issue in the pursuit of scale would be self deprecating. Considering this issue, the ToTs should be designed and created as a separate class of institute.

RECENT SYSTEMIC REFORMS—RECENT RESOLUTIONS OF NCVT Opening of new industrial training institutes/centers; The council approved the proposal of opening of new ITIs/ITCs by companies like sole propriety, private / public limited, registered under companies act, societies & trusts registered as per act, and promoters of SEZs, etc. Council also approved that these organizations could also set up Institute for Training of Trainers as per rules and Act.
