The document discusses the tender calling procedure which involves 3 stages: the announcement stage where a party requests submission of bids for a project, the tendering stage where interested parties submit bids, and the award stage where a contract is awarded. It notes that a call for tenders is an offer to consider bids and enter a contract if a bid is accepted. Common tender methods include open, selective, multi-stage, and invited tenders. Security deposits and earnest money are also discussed.

"A call fortenders involves a
party’s (often referred to as the
owner) requesting the
submission of bids to complete
a particular project.
"Where the parties intend to
initiate contractual relations, a
submission in response to a
call for tenders can lead to the
formation of Contract A. The
call for tenders is the offer by
the owner to consider the bids
it receives and to enter into the
contract to complete the
project where a bid is
accepted. A bidder accepts
that offer by submitting a bid

requirements set out in the
tender documents.
